Role Purpose
This role is located within the Marketing and Communications division of Goulburn-Murray Water. This division is
responsible for the delivery of communication, engagement, marketing and branding services to customers and
stakeholders.
The position reflects GMW’s commitment to the customer and the importance of providing easily understood, plain
English, timely and accurate communications to customers, stakeholders and the broader community.
Reporting to the Manager, Community Engagement and Communication, the Community Engagement Officer will
deliver community engagement, research, communication, and marketing activities. You will be required to
research, plan, develop and implement initiatives which broaden customer and community understanding of the role
of GMW whilst fostering strategic relationships with internal and external stakeholders and consultants.
The role will be responsible for anticipating and developing communications services, content and materials across all
mediums including print, media and online. The role will also support face-to-face engagement with customers and
stakeholders with an emphasis on high quality and compelling writing, and clever engaged delivery. The capability to
manage multiple tasks within tight, variable deadlines and with the involvement and support of multiple internal and
external stakeholders is vital.
Key Accountabilities

Initiate and lead strategic communications projects across the organisation to develop organisational
communication plans and social marketing strategies for community, customer and internal audiences.

Work across the GMW business to lead, plan and implement communication plans and information
resources on time and on budget within challenging and often competing deadlines.

Sound experience in project management to deliver projects on time, on budget and to an agreed quality

Work with internal stakeholders to define customer needs and expand and improve GMW’s information
services to customers through improved information, engagement, education tools and resources.

Develop positive working relationships with internal and external stakeholders including media, agencies and
organisations on issues relevant to the content and provision of retail information services.

Superior ability to synthesize complex information and translate it into simple, clear concepts that meet
customer’s information needs.


By working with internal stakeholders, identify projects that pose a potential reputational risk and recommend,
develop and implement plans to mitigate risk.

Contribute to the overall success of the Marketing and Communications Division through the development of
resources, facilitation of events, activities, initiatives and supporting emergency responses as required.

Plan and implement all relevant corporate and community events, and provide proactive advice, identify
need, develop and implement plans on engagement and stakeholder matters where needed.

Key Selection Criteria
1. Ability to identify relevant emerging issues and to analyse, interpret and to contribute to the conversion of
complex background information from multiple sources into compelling social marketing plans.
2. Demonstrated ability to work under pressure and to manage competing projects while delivering a high
quality product within complex approval processes.
3. Able to guide and advise internal and external clients by focusing on their needs, understanding required
outcomes and developing appropriate responses or services.
4. Project management understanding including experience in planning, managing and delivering projects.
5. Ability to develop and maintain productive working relationships with internal and external stakeholders and to
meet internal customer service expectations.
6. Demonstrated effective interpersonal skills with the ability to communicate with public, stakeholders,
journalists and community groups using written, oral and visual skills.
Mandatory Requirements




A tertiary qualification (or working towards one) in a related field, and/ or equivalent experience in public
policy, corporate affairs, corporate communications, journalism or public relations.

Current manual drivers licence
Awareness of and adherence to legislation and all of GMW policies and procedures relevant to the duties
undertaken
Other Requirements
 Well developed Microsoft Excel, Word and PowerPoint skills.

Ability to work flexible hours to ensure customer needs are met.
