Application for the Appointment of Research Fellows and the award of Research
Grants to Conduct Applied Research aimed at providing innovative, workable,
affordable and sustainable solutions to Bumiputera business communities.
1.
Background
During the tabling of Budget 2015 dated 10th October 2014 at
Parliament Malaysia, YAB Prime Minister has announced various
inititiaves to “Strengthen Bumiputera Entrepreneurship.” One of it is to
strengthen the role of the National Entrepreneurship Institute or
“Institut Kesahawanan Negara” (INSKEN) as a Centre of Excellence for
Bumiputera Entrepreneurship.
INSKEN is an entity under the purview of TERAJU with the main purpose
to lead and coordinate existing entrepreneurship development
programmes and introduce latest programmes to achieve the national
entrepreneurship development aspirations. This will be accomplished
through collaboration and networking with other agencies in the
ecosystem and benchmarked against international standards.
INSKEN aspires to become a premier national entrepreneurship
development center that lead, coordinate and facilitate
entrepreneurship learning and development efforts in creating
entrepreneurs with viable, vibrant and sustainable enterprises,
increasing contribution to the economy.
INSKEN plans to do so by facilitating in linking public and private
organisations in creating a more cohesive demand-driven
entrepreneurs development ecosystem. Therefore all programmes
developed under INSKEN are to be applicable and with relevant real-life
experience derived from practitioners in specific industries.
2.
Scope of Work
Qualified industry players and business professionals are invited to
apply for Research Fellow positions which will receive research grants
for the purpose of conducting applied research. It is aimed to provide
innovative and applicable business solution with the main focus of
ensuring timely knowledge transfer to respective parties.
Main objectives of this programme are to:

 Respond to business communities’ needs and requirements by
supporting research that provide quality evidence for decision
making;
 Encourage meaningful research partnership with end-users,
specifically industry players and business professionals; and
 Promote effective and timely knowledge transfer from research to
policy and/or practice.
3.
Qualifications
Interested individual(s) must have:
 experience in undertaking applied, industry, consulting and/or
business advisory projects;
 demonstrate good understanding of business practices and/or
specific industries; and
 sound integrity and ethical values.
4.
Deliverables
Research Fellows will be appointed for a period of two year and are
expected to deliver the followings within appointment duration:
 Research reports;
 Development and delivery of training and coaching modules; and
 Representing INSKEN in media interviews (broadcasting) and
journalistic writings, workshops and other public speaking
engagements.
5.
Copyright of Products and/or Deliverables
Research Fellows shall acknowledge and agree that any products
and/or deliverables created for this programme shall be considered as
a “work made for hire” and all rights to said products and/or
deliverables shall belong exclusively to Institut Keusahawanan Negara.
Appointed Research Fellows shall be prohibited from disseminating
products and/or deliverable developed and funded under this

It is envisaged that the research project will commence no later than a
period of four (4) weeks from the appointment date of Research Fellow.

Review and selection
The selection panel will review the proposals based on the following
criteria:
 Individual information (30%) – experience in undertaking applied,
industry, consulting and/or business advisory projects, demonstrate
good understanding of business practices and/or specific industries;
and have sound integrity and ethical values.

 Research proposal (50%) – detailed information on problem
statement, research questions and objectives, research
methodology, research findings’ implementation strategies and
knowledge sharing plan; and
 Budget (20%) – detailed cost information to support the proposed
programmes.
Only shortlisted applicants will be contacted and may be required to
present their proposals to the selection panel.
9.
Administrative matters
 Interested applicants must attend a briefing session on 12th of
March 2015 in Kuala Lumpur / Putrajaya. Depending on the
number of interested applicants, we may organise briefing sessions
in Kuching and Kota Kinabalu.

received, to negotiate with any qualified proposer, or to cancel in
part or in its entirety this RFP process if it is in its best interest to do
so without giving any reason whatsoever. This RFP does not commit
Institut Keusahawanan Negara to award funding or pay any cost
incurred in the preparation of the proposals.
