Bornman, Marina (PhD)
Marina Bornman obtained her BCom degree, Postgraduate Diploma in Education
and BCom (honours) from the Rand Afrikaans University and her MCom in South
African and International Taxation from North-West University. She is currently a
lecturer at the Department of Commercial Accounting, University of Johannesburg,
where she lectures in the area of taxation. She also holds the designation and
SARS practising licence: Master Tax Practitioner (SA)™. Her areas of research
include tax compliance behaviour, tax literacy and tax education. She has a
passion for supervising and mentoring postgraduate students in taxation.
The majority of taxpayers in South Africa are voluntarily compliant, but it is the noncompliers who attract the most attention from revenue authorities. This study
investigated a new approach to encouraging tax compliance, namely to reward
taxpayers for their voluntary compliant behaviour, which is an important emerging
area of research. The original contribution of the thesis is twofold. Firstly, it defines
the concept of voluntary tax compliance and creates a framework to understand
voluntary tax compliance to aid in further research. The concept of voluntary tax
compliance was defined as the acceptance of a tax obligation by a taxpayer without
external intervention, driven by personal and internalised social norms. Secondly
detailed analyses of reward practices and empirical testing of the knowledge and
attitudes of small business owners regarding the rewards on tax compliance led to
principles and recommendations that could be considered by tax authorities when
assessing possible strategies of rewarding tax compliance behaviour. The
empirical work found that the majority of the respondents were in favour of being
rewarded for their compliant behaviour, if the reward was perceived as having
value and if it was an indication of appreciation for their effort in meeting their tax
obligations.
