ACSO to collaborate with Victoria Police to reduce alcohol- related crime
ACSO MEDIA RELEASE - Tuesday, 3 March 2105
A RAPID response program aimed at alcohol-dependent offenders is being launched today in Dandenong in a bid
to reduce alcohol-related crime and make our community safer.
In a Victorian first, ACSO will work alongside Victoria Police to identify alcohol-dependent offenders at the point of
arrest and offer them greater access to support through drug treatment agencies and programs in their region,
helping to avoid the possibility of future offending behavior.
The pilot program being launched today will be offered to people who have had numerous arrests for drunk in a
public place or drunk and disorderly behaviour, and who have accrued a significant amount of debts in unpaid
infringements and whose behaviour presents a risk to the community.
Offenders will be required to complete a course of treatment with specialist drug and alcohol agencies which may
include care and recovery co-ordination, withdrawal, counselling or rehabilitation. Once successfully completed,
treatment agencies advise Victoria Police of the outcome so this information can be related to the court for
consideration at the person’s next court appearance.
“With this program in place, we plan to divert these offenders from the main stream court process into the alcohol
diversion process – connecting them with treatment providers to identify the type of rehabilitation required to reengage them with the community.” Said Greater Dandenong Police Service Area Inspector, Bruce Kitchen.
The program is part of a joint partnership between ACSO, Victoria Police, the Magistrates’ Courts of Victoria,
Department of Health and Human Services, Department of Justice & Regulation, Sheriff’s Office, Community
Correctional Services and alcohol treatment agencies.
“ACSO is committed to providing access to drug and alcohol treatment for those who need it, right across Victoria
and is proud to be part of this pilot project”, said CEO Karenza Louis-Smith. “Diverting people into treatment to

address the issues that lead to offending behaviour will see us not only divert people from crime, but also build safer
communities.”
ACSO provides assessment and referral to treatment for people with alcohol and drug addiction, across regional

Australian alcohol advertising code under review
Last week Free TV Australia announced that they are reviewing the Commercial Television Industry Code of
Practice and are seeking public comment on a proposed new Code.
Under the proposed Code, alcohol advertising will be permitted during programming with an M or MA classification
or as accompaniment to a sports broadcast on a weekend or public holiday. However, the proposal also brings the
M classification zone forward to 7.30pm, allowing alcohol advertisements to be shown from that time.
This revision is disappointing for many health groups, who have long been raising concerns about television alcohol
advertising, particularly the loophole around sports broadcasts.
Not only are there no plans to close this sports loophole, under the proposed Code alcohol ads in Australia would
be shown on television even earlier in the evening.
We encourage all interested parties to respond to this proposal and submit feedback to Free TV by Friday 3 April
2015.

Understanding and preventing hepatitis C transmission within sexual partnerships
Professor Carla Treloar
This presentation will provide an overview of this NHMRC-funded qualitative project. The project is based on an
identified gap in the literature and in health promotion practice: little attention has been paid to the couple as site of
hepatitis C risk and prevention, despite the key role that couples play. We have interviewed couples who inject
drugs in Sydney and Melbourne, as well as front-line harm reduction workers in the two cities. As we move to
finalise the project in 2015, I will present some of our emerging findings in relation to risk, treatment and health

promotion and some of the innovative activities we still wish to undertake. A key aspect of this project has been a
shift in the unit of analysis from the individual to the couple. This continues to be a challenge for our team and I will
provide some conceptual and practical ways we have tackled this.
Biography
Professor Carla Treloar is Deputy Director of the Centre for Social Research in Health (University of New South
Wales) and head of the Centre's hepatitis research team. Carla's research interests are in the fields of hepatitis C
and injecting drug use. She is primarily a qualitative researcher and is grounded in the disciplines of health and
social psychology and public health. However, Carla constantly seeks to work across methods and disciplines. In
particular, she sees it essential to work towards blending the insights that an individual-based discipline like health
psychology can provide when issues such as hepatitis C and illicit drug use are considered in social, legal and
political contexts. Carla is a member of many advisory groups for research, government and non-government
agencies.

VAC Launches Petition for PrEP on Change.org
Following the exciting announcements regarding HIV Pre Exposure Prophylaxis (PrEP) at last week’s Conference
on Retroviruses and Opportunistic Infections (CROI) in Seattle, the Victorian AIDS Council (VAC) has launched a
social media campaign through the world’s largest petition platform - Change.org. The petition aims to increase
pressure on the Australian government to approve the use of PrEP for HIV prevention.
At last week’s CROI, findings from the PROUD study (UK) and the IPERGAY study (France/Canada) demonstrated
that PrEP greatly reduces HIV infection rates. This announcement follows close behind VAC’s mid-February release
of an Issues Paper and Position Statement on their website at: www.vac.org.au/PrEP. These documents outline
the evidence base and the organisation’s firm stance that PrEP needs to be approved for use in Australia as part of
the ongoing response to HIV/AIDS.
The petition is being largely shared through social media using the Twitter hashtag #approvePrEPdownunder and

informed – addressing hepatitis b within a community context on Tuesday 24 March from 9.30am – 12.30pm in the
Training Room at North Richmond Community Health, 23 Lennox St, Richmond, Victoria.
Nearly two-thirds of people who live with chronic hepatitis B in Australia come from culturally and linguistically
diverse backgrounds or from Aboriginal and Torres Strait Islander communities. Nearly half of the people who have
hepatitis B do not know they have it. Without treatment, up to 25 per cent will die from liver failure or liver cancer.

Lesbian, Bisexual and Queer Women’s Health Conference Friday 27th March, 2015
VAC, in partnership with the Rainbow Network, beyondblue and the Commonwealth Department of Health a proud
to host a FREE one day conference looking at the health and wellbeing of lesbian, bisexual and queer women.
This conference aims to build the capacity of those working to improve the health and well being of lesbian, bisexual
and queer women. In doing so, you’ll hear from a range of speakers who will share research and practice wisdom
regarding service considerations when supporting lesbian and other queer women.
Dr Ruth McNair will provide a keynote address on her work with the beyondblue funded ALICE study, a research
project exploring alcohol and other drug use by lesbian, bisexual and same-sex attracted women.
Special guest MC Kelly Parry (comedian, writer, performer and creative strategist).

Caraniche Forensic AOD Workforce Training – free

The Department of Health and Human Services has funded Caraniche to provide a series of free two-day training
workshops for forensic AOD (Alcohol and Other Drugs) clinicians who are working with mandated clients.
Caraniche has a team of psychologists, specialist forensic AOD clinicians and trainers who are contracted to
provide forensic AOD treatment within both the Victorian public prison and community forensic systems.
The training will look at a range of personality, system and clinical factors that impact on work with this client group.
To be eligible attendees must be working with ACSO funded clients and be in a frontline role (not supervisory or
managerial).

ARCSHS Pre and Post-Test Discussion Course
This comprehensive 4.5 day accreditation program is designed to equip participants with appropriate knowledge
and skills to engage in pre- and post- HIV and hepatitis C antibody test discussion, and prevention education, in a
range of settings.
The Public Health and Wellbeing Act 2008 requires that anyone who provides a HIV positive result, who is not a
medical practitioner, must be a person of 'prescribed class'. After successfully completing this accredited training,
health and community workers will be prescribed as HIV and Hepatitis C Test Advisors, thereby meeting the
requirements of the Act. All accredited courses in Victoria include hepatitis C testing, as the issues in pre- and posttesting settings, for clients and practitioners, are very similar.
The course offered by ARCSHS contains enhanced hepatitis B content, including hepatitis B overview, risk
assessment, and issues in pre and post-test discussion.
This program also consists of an assessed pre-reading component. Completion of the pre reading task, which may
take up to 5 hours, must be completed prior to commencement. The course itself runs for 4.5 days.

Odyssey House Open Days
Odyssey House Victoria’s Therapeutic Community offers residential rehabilitation for Drug and Alcohol treatment to
adults, couples, and families with their children.
As part of our commitment to the sector, we run 3 Open Days per year inviting workers, managers, and students,
with a professional interest in our work, to come out to our facility for a tour and morning tea, followed by a Q&A
session with our staff and residents.
The days for 2015 are as follows:

A new book by Dr John Sherman: Drug Addiction in Australia
DRUG ADDICTION IN AUSTRALIA by Dr John Sherman and Tom Valenta is an important new book which
includes confronting insights from interviews with addicts – these in some cases heartbreaking and others aweinspiring; their families; addiction medicine specialists; paramedics; outreach and social workers; psychologists; the
police; the judiciary; policymakers; self-help groups; pharmacists and researchers.
As Dr Alex Wodak AM, an internationally recognized authority and President of the Australian Drug Law Reform
Foundation says of the book: ‘A warts-and-all portrait of Australia’s illicit drug problems…It is told through the raw
experiences of people who have used, or are using drugs and a variety of health professionals….Dr John
Sherman’s four decades trying to help drug users has led him to do what he can to speed up drug law reform in

book and is currently writing the history of Odyssey House, Australia’s well-known drug and alcohol rehabilitation
organisation.

The Australian Institute of Health and Welfare has issued new data as supplementary material for the
Alcohol and other drug treatment services in Australian 2012-13 survey that specifically examines the
increase in the number of clients seeking treatment where amphetamines are the principal drug of concern.

Synthetic cannabis – more harmful than the ‘real’ thing
Reports suggest that the effects of synthetic cannabis are more harmful than those of cannabis. They can
impact seriously on health, and are exacerbated by factors such as variable potency and misleading

YSAS Wilum Therapeutic Recovery Supported Accommodation Program
The YSAS Wilum Supported Accommodation Program is a therapeutic recovery program designed for young
people (16-21 years) who are actively addressing their substance use issues and wanting to be abstinent from their
drug of dependence. We support young people through ongoing one-on-one support from a worker who will
encourage and suggest therapeutic activities, develop life skills and build community connections. The program
provides young people the opportunity to live independently in stable accommodation for up to12 months.
We are taking referrals for our share properties which would suit single young males or females; however we are
also looking for a couple or family. All our properties are located in the Northern suburbs.
If we do have suitable referrals, Wilum staff will meet with the young person to discuss the program in more depth. If
successful we would then expect the young person to be doing weekly drug tests for around 3 weeks leading up to
their tenure. Ideally to show they are drug free or that the levels of drugs in their system are reducing. We would
also expect them to maintain good communication with us throughout this period. As a result it may take around a
month to fill the property. However if we get a really suitable referral we could shorten the wait time depending on
properties being available.
If you have any young people in your caseload that would benefit from our long term supported accommodation
program and are motivated to be drug free and make positive change, either contact myself on 0419532519 or
email [email protected] and I can send some information on our program, a list of thing for young people to
consider before applying, and a referral form.
Personal Helpers and Mentors (PHaMs) Program
The Personal Helpers and Mentors (PHaMs) is a recovery focused and strengths based program that supports
people whose lives are affected by a mental illness. The program is participant-focused and holistic; it aims to foster
a sense of hope, dignity and capacity for resilience through all stages of recovery - through different stages of life
and experiences. People who join the program will work with their Support Worker who will support them on their
recovery journey. The partnership developed by the PHaMs support worker and the participant relies on the
participant's motivation and input to be successful because it is driven by the participant. We work with the
individual to develop goals, and strategies to achieve those goals. We provide opportunities and access to help
reconnect the individual with their local community. We are also someone they can talk to when things are not going
well. In the north we also have specialist workers for targeted groups such as Humanitarian Entrants and
Indigenous.
The eligibility criteria for the PHaMs are individuals aged 16 years and over, and because we are not a clinical
service, a formal diagnosis is not required. Our service covers the Inner West catchment including: North, East and
West Melbourne, Flemington, Kensington, Ascot Vale, Moonee Ponds, Essendon, Carlton, Fitzroy and the CBD.
While a client is homeless any PHaMs can work with them until the client is housed, at which time the individual’s
PHaMs worker will refer them onto the nearest provider. Please call the PHaMs Intake Worker on 03 9356 8600

together to march proudly, raise awareness and develop solidarity for recovery.
This year, Recovery Academy encourages consumer organizations, drug user groups and harm reduction
advocates to join the recovery walk, so that together we can stand up for the rights of people affected by the
isolation, stigma and discrimination that follow people who have suffered severe drug dependency. Together we
can create a strong message to the public, demonstrating that people who are affected by alcohol and other drug
addiction, are choosing recovery and can lead capable and robust lives, participating creatively in society.

Retail Giant Myer Offers NFPs $1 Million – Closes 20th March
The Myer Community Investment program will support organisations and initiatives which empower and support
women and families to create safe environments including those which seek to prevent violence against women and
children, secure economic independence and improved self-esteem for women, promote gender equity and respect
and create a culture of non-violence,” a statement from the company said.
Myer said charities could apply for different amounts of funding including:
 Up to $50,000 per year for three consecutive years.
 Up to $100,000 per year for three consecutive years.
 Up to $200,000 per year for three consecutive years.
 Other - organisations may choose to specify a proposed investment and timeframe in their application.
