PUNJAB SAAF PANI COMPANY REQUEST FOR EOI PROCUREMENT OF ENGINEERING MANAGEMENT CONSULTANTS Government of the Punjab plans to develop sustainable safe drinking water supply solutions in the rural, peri-urban areas of the province with special focus on unserved areas having brackish or contaminated water. This project is being rolled out through Puniab Saaf Pani Company (PSPC). PSPC has been established by the Government of Punjab under Section 42 of the Companies Ordinance, 1984 as project design and delivery vehicle. In Phase-2, five regional packages including 4-5 districts each in the Punjab will be rolled out. Engineering Consultancy Firms are to be hired in accordance with the Punjab Procurement Rules, 2014. Firms with relevant expertise and experience and registered under national and provincial laws are eligible to apply. The lead firm with national or international experience and/or JVs with national and international partners may apply. Positions of Team Leader, Water Treatment & Design Expert and Procurement Specialist have to be filled by qualified and experienced international consultants. The EoI pertains to the following districts. Package 4: Rawalpindi, Jhelum, Attock, Chakwal Package-5: Sargodha, Mianwali, Bhakkar, Khushab, Chiniot Package-6: Multan, PakPattan, Vehari, Khanewal, Jhang Package 7: Narowal, Sialkot, Gujrat Package 8: Lahore, Gujranwala, Shiekhupura, Hafizabad, Mandi Bahaduin NOTE: The client may change or delete or merge any of these packages. Scope of the work Preliminary survey and desk study for Identification of locations /villages/settlements for water supply interventions using appropriate tools and Techniques Review & validation of existing water works and water sources in project areas and situation analysis for preparing long list of locations for water supply interventions. Preliminary Feasibility, including identification of multiple water solutions, conceptual design and rough cost estimates for the long listed locations Detailed Engineering Design or EPC documents for feasible water supply solutions in shortlisted locations as required. Development of Bill of Quantities (BoQs), Tender Documents, Specifications, Drawings, Engineering Estimates, Bid Evaluation Reports Resident Construction Supervision. Prepare performance improvement plans for small capital works where needed. Review of existing SCADA and MIS Monitoring system for capital works as required. Prepare IEE/EIA Reports and provide technical assistance for approvals.
