provided in the Clearing the Waters Assessment
and Mudeford Quay Sampling, we are content that
Water Framework Directives (WFD) objectives for
the associated transitional and coastal waters will
not be compromised by the proposed works.
Subject to the mitigation measures identified being

Salmonid species and the maximum duration of
the works being limited to two weeks, we can
withdraw our objection to this proposal.

The rear parking space for plot 1 has splays
leading to the back of the footway. The one
nearest the house is beneficial as it will assist a
vehicle in being able to avoid the existing raised
platform traffic calming feature which may be an
issue for some occupants who can then perform a
turning manoeuvre further into the site. However
the splay to the rear of the plot is not only
superfluous, but also leaves the street lighting
column exposed to collision and this must be
altered by squaring off the parking bay with the
back of the footway.
Adequate consideration should be given to the
location of services to avoid obstruction of the road
during any works which will affect residents.
The road hasn‟t been adopted yet and it would be
advisable for the developer to liaise with Dorset
County Council‟s Developer-Led Infrastructure
team as if road openings are performed prior to
adoption then the developer may become liable for
surfacing the whole of the carriageway, and
possibly footway rather than just making trench
reinstatements. The adequacy of the road gullies

Parley. It is also the Parish Council‟s
understanding is that further applications may

in Barrack Road, Parley, emits a constant “buzz”
even at night when the panels are not operating.

for the following reasons:
1.It was noted that the suggested life of the solar
farm would be 35 years (not the usual 25), and it
was felt that the loss of green belt land for such a
considerable period of time was inappropriate and
unacceptable, especially as the proposed site is
productive agricultural land. It will reduce the
openness of the green belt between Hurn and
Parley.
2.Hurn Parish already has the largest solar farm in
the country along Chapel Lane, which was
submitted in 3 separate applications. The Parish
Council believe that sufficient green belt land has
already been taken up and enclosed by those 3
solar farms in Hurn, and that should additional
farms be granted in a different location, they would
have a detrimental cumulative effect on the green
open space in the Parish. Councillors felt that
“enough is enough”.
3.The solar farm would detrimentally effect the
open visual aspect of this green field and green
belt site and surrounding area.
4.The Parish Council is aware of a proposal for a
second solar farm close to Hale Farm, at
Woodtown Farm in the Parish of West Parley, East
Dorset (application No. 3/14/0956/FUL). It seems
that Hurn Parish Council has not been consulted
on this application, and Parley Parish Council has
not been consulted on the Hale Farm application
as it is in the Parish of Hurn, Christchurch.
Together these proposals would have a
detrimental cumulative visual effect on the area
between Hurn and Parley. It is also the Parish
Council‟s understanding that further applications
may come forward for solar farms in the vicinity of
Hale and Woodtown Farms.

This is an application to formalise the existing
storage containers on the Bostwick Farm site.
The TPO is an „Area‟ classification covering all
trees of whatever species that were growing in
1976. There are some Pines and Birch on the site
and the proposal is not to remove any trees; there
are a number of trees dotted round the site which
are all to be retained. However one Scots Pine
leaning against a container has a wound where the
tree rubs on the container and I have suggested to
the applicant that the tree be felled and supplied
him with a tree work application form. The tree is
not worthy of retention as it has no public amenity.
The landscaping on the south side of the site
comprises a row of conifers planted on a bund.
Behind the bund the land drops away into the Tall
Trees caravan park. The slope contains
regenerated Birch and Gorse with some Pine
coming through. I see no reason to remove the
conifer screen on the bund to replant when the
screen itself will be hidden from the caravan park
by the growing vegetation on the slope.
I have no objection to the proposals.

Rec 14/11/14 - HPC discussed the application at
their meeting on 10/11/14 and resolved to object.
They considered that the development is not
appropriate in the green belt and no special
circumstances have been provided. Paragraph 87
of the National Planning Policy Framework states
"inappropriate development is, by definition,
harmful to the green belt and should not be
approved except in very special circumstances".
Comment was made that need for these units had
not been demonstrated, as there are local
business areas, for instance the airport business
park, that are not in the green belt that are
specifically designated as appropriate for this type
of development.
The site is bounded by two holiday parks and a
residential house, and the immediate local area
has several other tourist sites. The Parish Council
supports tourism in this area and considers
commercial development to be inappropriate in this
context.

However, taking account of recent information
provided by your Authority regarding the proposed
Unilateral Undertaking to rescind the previous
appeal decision (APP/E1210/A/13/2208938) for a
replacement dwelling, Natural England is satisfied
that the proposal will not result in an additional
residential dwelling within 400m of the European
designated sites. On this basis, Natural England
considers that there is no likely significant effect on
the Dorset Heaths SAC and SPA as a result of the
proposal being carried out in strict accordance with
the details of the application as submitted.

The National Planning Policy Framework Planning
Practice Guidance states that when drawing up
wastewater treatment proposals for any
development, the first presumption is to provide a

and sewerage companies). This should be done in
consultation with the sewerage company of the
area.
Where a connection to a public foul sewer is not

Received 2/2/2015 - I have a number of concerns
over the proposed scheme in this sensitive area.
Firstly when considering the character of the area
and the design principles that have evidently
formed a large part in this development, no
dormers have Juliette balconies, therefor the
inclusion on the front and rear will look odd and
out of keeping with the setting of the development.
I also have concerns over the proposed roof light,
which will further break up the roofline which is a
prominent feature in this elevation.
With regard to the proposed balconies to the rear, I
have no objection to the lower balcony and
additional windows on plan, however the window
material should match the existing to continue the
designed character of the Area.
The proposed higher level windows, and balconies,
introduce an alien symmetry to this elevation which
is designed to be absent, and would therefore sit
uncomfortably in its setting.
Overall as a grouping all the proposed
amendments to this elevation represent a cluttered
elevation, which does not enhance or preserve the
character of this special Area.
RECOMENDATION: Refuse with the
recommendation that consultation with interested
parties be entered into to find a more appropriate
design solution.
REASON: Overall the proposal will lead to harm to
the setting of the Conservation Area, by not
respecting the designed vernacular of the
development in this sensitive area.
