The proposals for staff car parking include the following:

For posts which are assessed as Contractual Car User using the revised criteria, a
monthly allowance will be paid plus a non-contributory parking pass for City Centre
car parks (parking pass is for use where the post holder is City based and does not
have access to on site “free” parking; this pass will be for the post holder only and
will not be transferable). Service managers will be involved in confirming which
posts are eligible and affected people will be advised of this.

For all other staff the following schemes will be available for purchase:
1. A season ticket for use in the following multi storey car parks: Grosvenor Square
MSCP, Eastgate MSCP and Bedford Place MSCP (excluding Marlands MSCP which is
already discounted to £5 between 08.00- 18.00). This will cost £85/month
(£1020/year) and represents a 15% reduction in the normal parking fee of a Season
Ticket which is currently £1200.
(The proximity Season card can be used with any car 24/7)
OR
2. A season ticket for city centre General Purpose surface car parks: College Street,
Kings Park Road, Amoy Street, Gloucester Square, Compton Walk, Six Dials, Trinity
Road, Harbour Parade, Grosvenor Square North, Southbrook Road Car Parks,
Handford Place Southampton Street, Ordnance Road, and West Park MSCP. This will
cost £85/month (£1020/year) and represents a 15% reduction in the normal parking
fee of a Season Ticket which is currently £1200.
(This Season Ticket can be used with any car 24/7)
Alternatively there are the current decrementing schemes available which staff can
choose to access:
3. A Pay As You Go “decrementing” card for Grosvenor Square MSCP, Eastgate MSCP
and Bedford Place MSCP which can be purchased preloaded with credit of £50, £75,
£100, £250, £500 etc. and then recharged with increments of £10 at Paystations
located in MSCP car Parks. This card will deduct money every time the card is used.
This may be particularly useful for part time staff or those with irregular working
weeks. The decrementing card automatically provides a 20% discount on every use
and is transferable
OR
4. A Pay As You Go “decrementing” card for Marlands MSCP ( a PAY AS YOU GO system
); this is sold preloaded with £100 credit and can be recharged with increments of
£10 ; this will deduct money every time the card is used. (This card can also be used
at Grosvenor Sq, Eastgate and Bedford Place MSCP but without the 20% discount)

Parking Services will be looking to issue the Season Tickets on a similar basis
to existing car passes – i.e. rather than apply annually the new card will be
issued for the “lifetime of employment” or until the employee opts out of the






season ticket scheme. This means the monthly salary deduction will roll over
year on year unless the person leaves / opts out and no longer requires such
a pass. This will not apply to any “surface” car parks or West Park which will
need to be applied for annually.
Season ticket Passes can be applied for using the e-HR form (link will be sent
out once this is on-line and available); decrementing cards are available from
Gateway and these can be purchased with immediate effect
Any new passes (season tickets) will be effective from 1st June
Only one card will be issued per user
An up to date list of people eligible, by post/role for non-contributory passes
( i.e. those with Contractual Car User Status) will be cross checked with
existing pass holders
Passes no longer valid following the checking will be cancelled by Parking
services
Old / invalid passes will need to be returned to Jas Sahota(Parking Services)
The Car Club scheme will also remain an option for areas where occasional car use for work
