EXCITING EMPLOYMENT OPPORTUNITIES The Newborn Screening for Child Survival – Sickle Cell Disease Project (NBS) has received funding from Human Development Innovation Fund (HDIF) to establish a Newborn Screening programme (NBS) to identify children with Sickle Cell Disease (SCD) at birth. The NBS programme has exciting employment opportunities for highly motivated and result-driven professionals interested in working for the health sector. The duty station for all these positions is Dar es Salaam. 1. Monitoring and Evaluation Specialist Reporting to the Programme Director, the job holder is responsible for the overall monitoring and evaluating of NBS programme activities. Specific Responsibilities Manage and ensure that routine annual planning, monitoring and reporting of all program activities is carried out through quality and timely annual progress reports, semi-annual progress reports and quarterly progress reports; Work in collaboration with the Programme Manager to support partners (provide technical support) in results based planning and budgeting and program monitoring and evaluation; Oversee all appropriate analysis , documentation and dissemination of activities and accomplishments in the form of reports, publications and presentations to donors; stakeholders, and the international community; Providing technical support through mentoring to the Lab Coordinator and Clinical Coordinator to enable them to better collect, monitor, and utilize data for decision making and programming; Spearhead the annual revision of the Performance Management Plan as per the need; Overseeing the NBS programme database and develop procedures and tools for planning, monitoring and evaluation of project activities based on the Results Framework and the Activity Timeline; Key Qualifications A Bachelor’s degree in Public Health, Statistics, Economics, Sociology or a related field and/or A Master’s degree in Public Health, Statistics, Economics, Sociology or a related field. A minimum of seven (7) years working experience in a relevant field with a Bachelor’s, five (5) years of which should be at a managerial level; and/or A minimum of five (5) years working experience in a relevant field with a Master’s degree, three (3) of which should be at managerial level 2. Laboratory Coordinator Reporting to the Programme Director, the position holder will be responsible for smooth and efficient dayto-day operation of the NBS Laboratory. Specific Responsibilities Develop and draft Standard Operating Procedures (SOPs), Validation Protocols and other controlled documents for lab; Conduct diagnostic procedures according to SOPs, including specimen processing, performing test procedures, data analysis and reporting test results including timeliness of completion of the Proficiency Testing (PT) samples, review of PT results by appropriate staff to evaluate performance and take corrective action if necessary; Assist in review, approve and recommend the purchase of new laboratory equipment and reagents; Ensure adequate maintenance and calibration of laboratory equipment; Manage Clinical Laboratory Quality Assurance compliance activities and ensuring that lab accreditation is update; Oversee all upgrades and exporting regarding the Laboratory Data Management System (LDMS); Manage and monitor lab resources/consumables and ensure that these are continually available and raise requisitions for replenishments in a timely manner; Ensure that the equipment is running smoothly by implementing a service planning and keeping up to date with occurrence logs and corrective measures; Ensure that records are maintained that permit the evaluation of the quality and reliability of the data produced. Key Qualifications A minimum degree in MSc in Medical Laboratory or equivalent At least 7 years’ experience in clinical laboratory with 3 years spent in a supervisory position 3. Clinical Coordinator Reporting to the Programme Director, the position holder will be responsible for coordinating, monitoring and ensuring smooth and efficient daily clinical operations of the NBS programme. Specific Responsibilities Ensure clinical personnel are aware and fully equipped to conduct screening for new born babies;. Organize, supervise and participate in running of outpatient clinics and appropriate care for inpatients; Supervise and participate in preparation of patient information education and communication materials; Assist develop training materials for clinicians and nurses to identify and manage SCD complications; Participate in developing strategy and policy for management of SCD at health facility level. Responsible for preventive maintenance of equipment in the clinic; Coordinate clinical teams including allocating duties, co-ordinate off/leave schedules, training. Key Qualifications A medical degree; an MPH or equivalent. At least 5 years’ experience in clinical work especially public health programmes Previous work in research will be of added advantage 4. Information, Communication and Technology Coordinator Reporting to the Programme Director, the position holder is responsible for developing, managing and supporting all ICT aspects of the NBS programme. Specific Responsibilities Maintaining the organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies; Directing technological research by studying organization goals, strategies, practices, and projects; Completing projects by coordinating resources and timetables with user departments and data centre; Recommending and implementing information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements; Maintaining inventory of all ICT related equipment; Managing IT systems and facilities and designing and enforcing system security; Facilitating ICT applications in support of the delivery system; Establishing and maintaining LAN and WAN; Installing and upgrading the database servers and application tools and creating database storage structures for different design applications. Key Qualifications The prospective candidate for the post should possess a minimum of a Masters Degree from a recognized institution in Information Technology, Computer Science, Telecommunications Engineering, Mass Communication, Networks and Communications Management or equivalent. Other professional ICT certifications are an added advantage. Hands on experience designing and implementing a distributed IT infrastructure is mandatory. 5. Data Manager Reporting to the Programme Director, the position holder will be responsiblefor analyzing business needs of the NBS programme and develop, implement, train on and maintain the database and surveillance systems. Specific Responsibilities Develop and maintain database for data entry and analysis; Design, implement and maintain database using an approved software which is user friendly and can capture all variable needed; Create a system for the effective production, distribution and collection of data forms to be used in all NBS data collection areas; namely the hospitals, laboratories and surveillance areas; Train staff on the software applications and all other data related issues; Supervise the data team to ensure accuracy and completion of data entered in a timely manner and resolve entry issues; Ensure data on subject tracing, scheduled clinic visits, hospitalisation, and death are readily available to the different program staff as needed; Develop and implement proper backup procedures for data files stored on NBS project servers and maintain up to date electronic back-up copies at an offsite location; Coordinate trainings and mentorships of data entrants. Key Qualifications A Bachelor’s Degree in Computer Science, Information Technology, or equivalent qualification from a recognised University plus relevant professional qualifications. This post requires a candidate with not less than 5 years of experience in a data management/programming position. Prior experience in a health related field will be advantageous. 6. Office Attendant Reporting to the Administrative and Communication Officer, the Office Attendant is responsible for assisting all administrative activities for the NBS programme. Specific Responsibilities Handle incoming and outgoing mail and messages. Receive and direct visitors for the NBS programme. Follow up of tasks assigned by the Administrative and Coordination Officer. Monitor and assist with procurement of local supplies. Assist in locating documents for staff members; and filing documents in their corresponding locations. Ensure clean office premises. Scan petty cash vouchers and receipts for research facilitation expenditures. Perform errands that assist daily functions such as: post office, bank, etc Assist in organizing meetings and events management. Assists in guest welfare management. Any other duties that might be assigned by the Programme Director Key Qualifications At least a certificate of Secondary School Education. At least 1 year experience in a project working as an Office attendant.
