A BILL TO BOLSTER THE HOUSING INDUSTRY TO
STRENGTHEN THE GROWTH OF THE ECONOMY

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The housing industry will hereby receive more funding under the fiscal
3

budget of the US economy.
SECTION 2. The housing industry refers to the development, selling and acquisition of
houses and living spaces.
SECTION 3. The Department of Housing and Urban Development as well as the
7
Department of Treasury will oversee the economic and infrastructural
8
assets of this bill.

A. If passed, this bill would allocate 10% of the fiscal budget towards the

growth of the housing market.
B. To help entice the purchasing of homes, temporary tax cuts will be
issued to people who purchased a new house.
C. Temporary tax cuts will last for five years after the immediate
14
purchase of a house and will be based on the level of income and the
15
price of living cost for the buyer(s) of a house.

SECTION 4. This bill would go into effect on June 1st, 2015
17
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Improve the Electoral College
1. Whereas: The current “winner-takes- all” system used by 48 states unfairly disenfranchises
2. millions of voters each year
3. Whereas: The “congressional district method” currently utilized by Maine and Nebraska
4. would benefit the voters of the United States if it were implemented on a national level
5. Be it resolved that: The United States Congress work towards implementing the
6. “congressional district method” of electoral voting in every state.

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.
Younus-Skidan Initiative) sets out to reinvigorate the financial industry.

SUBSECTION A: Repeal the entirety of the Dodd Frank Wall Street Reform and
Consumer Protection Act.

SUBSECTION B: Levy a financial transaction tax derivative of the stipulations of the
Inclusive Prosperity Act (2014).

SUBSECTION C: Fortify the provisions within the Basel III Capital Requirement Accords to
increase the liquid asset backing of banks to 12.5% of investments.

The Consumer Yield Security Act (Commonly referred to as the Chen-
SUBSECTION D: Supplant the FSOC, which is currently in place under the jurisdiction of

Dodd Frank, with a bipartisan oversight commission appointed by the

SEC.

SUBSECTION E: Ensure the regulation of Credit Default Swaps and Adjustable Rate
Mortgages to ameliorate the American credit rating back to AAA.

SECTION 2.
All provisions of the Dodd Frank Wall Street Reform and Consumer
16
Protection Act including the Volcker Rule shall be included under the
17
aforementioned.

SECTION 3.
The Securities and Exchange Commission shall enforce this bill.

SECTION 4.
This bill shall take effect on January 1st, 2016.

SECTION 5.
All laws in conflict with this legislation are hereby declared null and void.

A BILL TO MAKE SURE IRAN IS COMMITTED TO A NUCLEAR DEAL
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
1. SECTION 1. If the current nuclear talks with Iran brake down or a deal is not reached

by May 1st 2015, all petroleum companies doing business in Iran
3.
will be banned from doing business in the United States.
4. SECTION 2. Nuclear talks shall be defined as the talks discussing nuclear

enrichment Iran is having with the United States. Petroleum
6.
companies doing business with Iran shall be defined as all
7.
companies importing, exporting or refining oil in Iran..
8. SECTION 3. The Treasury Department and Department of State will enforce this
9.
legislation.

A. The treasury department will enforce the new sanctions (if
11.
necessary).

B. The state department will report on the status of the nuclear
13.
talks.
14. SECTION 4. This legislation will go into effect on passing.

A Bill to authorize the use of military force against international terrorism
1. Be it enacted in this Student Congress that:
2. SECTION 1. SHORT TITLE.
3. This Act may be cited as the ‘Authorization for Use of Military Force against
4. International Terrorism Act’.
5. SEC. 2. AUTHORIZATION FOR USE OF ARMED FORCES.
6. (a) In General- The President is authorized, with the close consultation, coordination, and
7.
cooperation with NATO and regional allies, to use all necessary and appropriate force
8. against those countries, organizations,
9. or persons associated with or supporting terrorist groups, including al Qaeda and its
10. regional affiliates, the Islamic State of Iraq and Syria, al Shabaab, Boko Haram, and any
11. other emerging regional terrorist groups that share a common violent extremist ideology
12. with such terrorist groups, regional affiliates, or emerging terrorist groups, in order to
13. eliminate all such terrorist groups and prevent any future acts of international
14. terrorism against the United States or its allies by such terrorist groups, countries,
15. organizations, or persons.
16. (b) War Powers Resolution Requirements17. (1) SPECIFIC STATUTORY AUTHORIZATION- Consistent with section 8(a)(1) of the
18. War PowersResolution, Congress declares that this section is intended to constitute
19. specific statutory authorization within the meaning of section 5(b) of the War Powers
20. Resolution.

A Bill to Restructure the Counter-ISIS Coalition

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.
The American coalition with Middle Eastern and European countries shall

be reformed with the inclusion of key actors and the military support of
4
Europe.

SUBSECTION A: Military relations with Turkey and Iran shall be strengthened and
formalized with Turkey and Iran.

SUBSECTION B: The alliance with the Gulf-Arab states shall be heavily monitored and
8
overseen to prevent the misallocation of aid packages.

SUBSECTION C: Request the increase of military aid from European nations without
restrictions.

SUBSECTION D: Integrate Israeli humanitarian and military aid into the coalition.

SECTION 2.
The current coalition shall be supplanted with the new agreement
13
between the involved states. All current coalition members shall be
14
included.

SECTION 3.
The Department of Defense and the Department of State shall enforce
this bill.

SECTION 4.
This bill shall take effect 91 days after passage.

SECTION 5.
All laws in conflict with this legislation are hereby declared null and void.

A Bill to Recognize Somaliland as Sovereign State
1. Section One: The United States will recognize Somaliland as a sovereign state
2. Section Two: The United States delegation to the United Nations will fully support The
3. Republic of Somaliland’s sovereignty within the United Nations.
4. Section Three: The United States will accept ambassadors and delegates from the
5. Hargeisa based government to Washington D.C and New York City.
6. Section Four: The United States will recognize the current government in Hargeisa as
7. The legitimate governing authority of Somaliland.
8. Section Five: The United States will no longer refer to Somaliland as an autonomous
9. Region of Somalia, recognizing them as two separate entities.
10. Section Five: This bill will go into effect on immediately after it is passed.

A Resolution to Endorse the Development of the Autonomous Car
1. Whereas, the United States government has not taken any action to promote the
2. development of the autonomous car.
3. Whereas, the autonomous car has the potential to eliminate the highways of thousands of
deadly accidents that occur every year.
4. Whereas, there are many car manufacturers developing Autonomous car technology.
5. Whereas, only four states have passed legislation that allows for the testing of the
autonomous car on the open road.
6. Whereas, due to strict legislation regarding distracted driving, car manufacturers are
greatly restricted in their ability to test new autonomous car technology.
7. Resolved, the United States strongly urges the fifty states to pass legislation to allow for
the testing of autonomous cars on public roads.

A BILL TO STABILIZE NIGERIA AND COMBAT BOKO HARAM

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. The United States shall issue humanitarian and developmental aid to limit

the political and social influence of Boko Haram in Nigeria.
4
SECTION 2. Humanitarian aid shall be delineated as a sum of money or supplies
5
designated to provide emergency relief and developmental aid to support
6
programs that encourage a stable government, democracy and counter
7
terrorism.

SECTION 3. This legislation shall be overseen by the United States Agency for
International Development (USAID) and by the United States Treasury.

A. $500 million dollars will be allocated for humanitarian aid, and will be
11
bequeathed to the Nigerian National Emergency Management Agency.
12
B. $200 million dollars will be allocated for developmental aid.
13
SECTION 4. This bill will be implemented in January 2016.
14
SECTION 5. All laws in conflict with this legislation are h
15
and void.

A Bill to Restructure American Agriculture
1.Be it enacted by the congress here assembled that
2.Section 1: All Genetically Modified Organisms (GMOs) must be labeled as such at the
3.expense of the company that produced them
4.Section 2A: The United States government will not renew any crop subsidies contained within
5.the farm bill upon expiration unless an extreme case such as famine arises.
6.Section 2B: Upon expiration of the farm bill (in 2019), the funds previously allocated to
7.subsidies for corn, soy, livestock, and sugar will be allocated to converting non organic farms
8.to organic and to subsidizing organic food products in schools.
9.Section 3A: A twenty billion dollar annual fund will be established to subsidize crops and
10.livestock produce that are sold within 50 miles of where they were grown and/or raised
11.Section 3B: A 5% additional tax will be levied on synthetic pesticides which will help fund
12.the aforementioned program and will be used to subsidize natural pest prevention practices
13.Section 4: A 5% tax will be levied on soft drink products, which will be used to subsidize
14.organic vegetable production with the exception of potato production.
15.Section 5: The measures of this bill will take effect on January 1st, 2019

A BILL TO RAISE THE GAS TAX TO HELP AMERICAN INFRASTRUCTURE
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
1. SECTION 1. The Federal Gas tax shall be increased from 18.4 cents a gallon to

53.4 cents a gallon for gasoline, and from 24.4 cents a gallon to
3.
59.4 cents a gallon for diesel.
4. SECTION 2. Any further increases in the Federal Gas tax shall be tied to the
5.
Consumer Price Index. This model shall be modeled after the
6.
Florida State system, adjusting to the general rate of inflation using
7.
the CPI every January.
8. SECTION 3. The United States Department of Transportation shall oversee the
9.
implementation of this legislation.
10. SECTION 4. This legislation shall take effect in FY 2016.
11. SECTION 5. All laws in conflict with this legislation are hereby declared null
12.
and void.
