Sir, I am directed to refer this Departmen s' letter of even number dated 1st November, 2013 regarding implementation of National Crop Insurance Programme (NCIP) during Xllth Plan from Rabi 2013-14. In this regard it is informed that the implementation of NCIP with its three components viz. (i) Modified National Crop Insurance Scheme (MNAIS), (ii) Weather Based Crop Insurance Scheme (WBCIS) and (iii) Coconut Palm Insurance Scheme (CPIS) will continue during the financial year 2015-16 (i.e. Kharif 2015 & Rabi 2015-16) as per the component schemes & Operational Guidelines circulated by this Department vide letters of even number dated 1st November, 2013 and 4 h February, 2014 respectively, throughout the Country. 2. The copy of NCIP Scheme/Administrative Instructions and Operational Guidelines of NCIP may be seen at the website of the Department of Agriculture & Co peration, Govt. of India (http://agricoop.nic.in/). 3. The implementation of National Agricultural Insurance Scheme (NAIS) will also continue during 2015-16. State Governments may implement NAIS or MNAIS component of NCIP in the notified area(s) as per their option. 4. Coconut Palm Insurance Scheme (CPIS) component of NCIP, shall be implemented by Agricultural insurance Company (AIC) of India Ltd. only. 5. There is no change in the list of the Insurance companies empanel led by Department of Agriculture & Cooperation, Govt. of India for implementation of MNAIS & WBCIS. At the beginning of each crop sea on, all empanelled insurance companies are required to submit the Prospective Plan covering details about the financial strength, infrastructure, solvency margin, business plan for the season, marketing channel, human resources and strategies for covering non-Ioanee farmers alongwith the details -2 about the proposed weather products etc., to the concerned State Government under intimation to this Ministry. 6. State Governments, AIC and Private insurance companies would provide wide publicity to the Scheme for creating awareness amongst farmers in notified districts. so that farming community can avail full benefits of the scheme. 7. allowed. State Government may notify only those Aut matic Weather Stations (AWSs) and Automatic Rain Gauges (ARGs) under WaCIS, which meet the specifications prescribed in the Guidelines for setting up of AWSs & ARGs circulated vide this Ministry's letter No. 12014/02/2010- Credit (Part) dated 1 i h February, 2015. 9. An interface for providing insurance related data for notified units in different parts of the country has been provided on the Farmers' Portal. It has been noticed in the past that contents of the notification take inordinately long time in getting uploaded on to the Farmer's Portal. Therefore, availability of such data on the web has remained by and large very sporadic. The interface has now been modified to expedite data entry process, which will now be carried out by the Insurance Companies in conjunction with the State Governments. Fixed data entry common for all insurance companies will be done by the State Governments. The State Governments will have the role of releasing the data so entered on the web by Insurance companies immediately after the notification is issued after vetting the contents of data entered by Insurance companies or alteration as may be necessary. Thus, the farmers will be able to access information relating to premium (including Insurance Calculator) on the web as well as through a Push SMS for USSD (Unstructured Supplementary Service Data). The State Governments & Insurance Companies should complete the data entry starting from Kharif 2015 well in time before the respective cut-off dates. 10. Accordingly, all participating State Governments and Union Territories are requested to make necessary arrangements for implementation of the Schemes and make required budgetary provisions for the year 2015-16.
