Taxis were the topic of the night: Rides were down 27 percent last year and a franchise, which allows five companies to operate in the city, expires at the end of this year. Four of the five companies wrote to council suggesting that they extend the franchise but one company, the largest, wants council to cut it down to two companies in order to decrease supply and meet the shrinking demand. Councilmember Gleam Davis listed a bunch of advantages taxis have over ridehailing apps like Uber and Lyft that she’d like to see continued or accentuated. “I care less about what we do and more about what our goals are,” she told council. JULIA MIELE As a parent in the Santa MonicaMalibu school district, Julia Miele has spent ample time volunteering, fundraising and supporting education. But having a daughter also inspires Miele to focus on improving the community for future generations. He also suggested a system that would allow more drivers on the street during the hours where demand is highest. Councilmember Sue Himmelrich said she supports allowing taxi drivers more flexible pricing than previously offered “as long as it’s not surge pricing.” She, too, expressed an interest in reducing the total number of cabs. The proposed location for these Medical Marijuana dispensaries is Wilshire Blvd. and Santa Monica Blvd. between Lincoln and Centinela. This geographic area is walking distance to our schools: the Lighthouse Elementary School (close to 20th St. and Wilshire Blvd.), the Lighthouse Christian Academy (close to Yale St. and Santa Monica Blvd.) and the Lighthouse Preschool (close to 20th St. and Santa Monica Blvd.) I would never deny a sick person access to his medication however I also believe we have to protect the integrity and welfare of our community: building medical marijuana dispensaries so close to schools sends the wrong message to kids. The fact of the matter is that there are plenty of medical marijuana dispensaries in Venice and/or West Los Angeles — all within walking distance from Santa Monica City limits. Our City is so small — only 8 square miles — and we have the complication of having schools within walking distance within every proposed geographical location of the marijuana dispensaries. They simply do not fit into the unique circumstances and hence constraints of our City. I am asking that the City of Santa Monica not allow these dispensaries within city limits for the sake of our students and schools. Editor: • 1640 5th Street, Suite 218 • Santa Monica, CA 90401 • [email protected] Owning your zoning LAST WEDNESDAY NIGHT I WATCHED our Planning Commission complete the last of 33 public hearings on our city’s new draft zoning ordinance. Yes, that’s right: thirtythree! During over a year’s meetings, the commission spent more than 140 hours on the code’s many details, including hearing testimony from over 550 speakers. Besides that in-person input, the commission received thousands of emails and letters, most of which were also copied to us at the City Council. Why? Because now, at last, it is time for your directly elected City Council to represent you in amending and adopting a final version of our new zoning ordinance. After last year’s signature-gathering campaign against the oversized and traffic-generating Hines project, development became the primary issue as voters chose a new City Council. ELECTIONS MATTER. With our new Council, we now make final decisions in a process that has incorporated massive public input over a stretch of almost 12 years. First, we created a new Land Use and Circulation Element, a task that took six and a half years. For the five years since then, we have been operating under an interim zoning ordinance, which by law cannot be extended any further. It is time to bring everyone together to decide the future of our beloved Santa Monica. This new zoning code will determine where new construction will be allowed, what it must provide to our community, what it will look like, and how our existing neighborhoods will be protected. This decision will affect us all for years to come, and is one of the reasons I’m honored to be your Mayor in this crucial year. I believe in public process, and the ability in our democracy for a community to wisely determine its own future. We know the economic opportunities in Santa Monica are very enticing to those who wish to invest in our city. Now is our chance to determine what we want from future development, for ourselves and for our children and grandchildren. Whatever is built under the new zoning code will become the Santa Monica in which they grow up. Some major choices confront the Council. After the so-called “Subway to the Sea” was delayed by decades, City staff recommended we remove proposed activity centers from Wilshire Boulevard. The Planning Commission majority disagreed. Now the City Council will have to decide. What residents may not know, though, is that many of the potential threats to our quality of life already have been removed from the draft zoning code. To protect existing neigh- borhoods and avoid resident displacement, allowable units per lot for replacement projects have been further reduced, and parcel consolidations limited. Maps were modified to retain residential zoning. Most development review thresholds were cut, meaning even smaller projects will require full discretionary review, and public noticing requirements were increased, to cover up to four times as many neighbors. More uses than ever will require a neighborhood-protecting Conditional Use Permit. Still concerned? When we on the City Council look at the new zoning code starting in mid-April, we will have one more opportunity to weigh effects on neighborhoods and evaluate the cumulative impacts of change. This is a task in which we need your help. No one knows and appreciates a city more than those of us who live here. I appeal to us all to make this a productive conversation. We must work to identify common interests, not just stake out positions that don’t respect our shared future as one community, living together. Recent opinion columns published here in the Daily Press have articulated two very different points of view - from unrestrained enthusiasm about maximized growth to suggestions that residents might want to abandon the zoning process in favor of planning a referendum against a zoning code that hasn’t even been approved yet. I’m willing to guess most Santa Monicans fall between those two extremes, and I hope to convene an intense and productive conversation over the next two months that lets everyone be heard. A recent column from the business community encouraging full speed ahead on development may underestimate how very engaged residents have become in protecting neighborhood quality of life, as I pointed out to the Chamber of Commerce two months ago in my State of the City address. The call for a referendum on an as-yet unwritten zoning ordinance, on the other hand, may underestimate our residents’ long-proven ability to make public process work for us through participation, not negation. You clearly care about this wonderful city we live in (or you wouldn’t have read this far!). Will you join us now in making sure the City Council makes the very best decision for you? HS 15T What is most frightening is that commissioners Jason Parry, Jim Ries, Amy Anderson and Gerda Newbold think that the deeply flawed and well-manipulated LUCE was created by and for residents and we like it. As with the zoning code updating process, the creation of the LUCE was compromised by politics, back room deals, special interests and favoritism. Resident input was ignored or conveniently left out by commissioners and planning staff alike. Throughout the zoning update process, developers and commissioners have said that opposition to LUCE and placement of high-density housing on transit-rich, main thoroughfares is based on fear. If that means opposition to LUCE and some zoning update recommendations is based on fear of more traffic congestion, more parking problems, more pollution, more demands for resources such as water, more air and water pollution and a distinct downgrade in quality of life — I’d say, “Yaahh!” Commissioner Ries emailed me last week and commented on my column criticizing him and other commissioners for proposing an extra 6 feet of height (or an extra floor) for new construction on Montana Avenue and Main Street - which ultimately was dropped by the commission. “Why is it acceptable to incentivize affordable housing in Neighborhood Commercial areas along Pico, but not other Neighborhood Commercial districts? If it is good/acceptable for Pico, it should be good for other areas. If it is not good/acceptable for other Neighborhood Commercial districts, than it should be excluded from all Neighborhood Commercial Districts ... “ he wrote. My response was, “Not all neighborhoods are the same. ‘One size fits all’ is bad planning ... “ But, we all know that the majority of planning commissioners care more about advancing their own ideals and vision for Santa Monica than representing and carrying out the residents’ vision for the community. Why incentivize extra height and density along Pico Boulevard if adjacent neighbors aren’t willing to give up lower heights and density zoning for additional housing? It doesn’t make any sense. As with members of City Council, this bunch is obsessed with its own social engineering agenda and the rest of us get screwed over and over as a result. “Jennifer Kennedy and Richard McKinnon fought valiantly against Tier 3, the Wilshire Activity Centers and up-zoning 1801 Wilshire, but they had no chance with this pro-height and density commission,” said Taffy Patton, chair of the Residents Coalition. Thanks to Kennedy and McKinnon, who’ve been leading the fight to support resident recommendations. However, what was McKinnon thinking when he opened a can of worms by suggesting up-zoning Santa Monica Catholic Church property from low-scale R2 zoning to denser, higher R3 zoning? Saint Monica is in the middle of a low-scale residential neighborhood. (BUT WE MAKE IT EASY!!!) # T. HS 14T ing last Wednesday provided more evidence of how out of sync commissioners are with the community. The occasion was the crafting of final recommendations for changes required in the zoning and building code updates so they’re in harmony with the 2010 Land Use and Circulation Element (LUCE) before forwarding them to City Council for the final word. The good news is the politically appointed commission recommended that the majority of the 115 “A” lot parcels on the LUCE and “official districting” maps that were mysteriously changed from “residential” to “commercial” should change back to “residential.” Then came the bad news - lots of it. The commission voted to oppose everything that residents wanted. Wilmont, the Northeast neighborhood and Mid-City neighbors all got the shaft. The commission voted to keep Tier 3 developments — high-density, mixed-use residential/commercial buildings with four to six floors — proposed for Wilshire and Santa Monica boulevards. They also voted for the much-despised, traffic-generating shopping centers (“activity centers”) on Wilshire. Neighborhood activists vowed to appeal the decision so that it’ll have to be considered by City Council when it deliberates on code changes next month. Controversy swirled around a huge property adjacent to the residential neighborhood at 1801 Wilshire Blvd. The rear surface parking was changed from low-rise, residential (R2) land use to high-density mixed-use boulevard (MUB). Outraged neighbors have vowed to fight like a banshee to return 1801 Wilshire to R2. Typical of the controversy were suggested code changes to permit a 6-foot height bonus, or an extra floor, in renovated buildings that were either a historical resource or a “structure of merit” in R2-zoned, lowscale, multi-family neighborhoods that were formerly R3-zoned, medium-scale multifamily neighborhoods. I know, it’s a lot of wordy minutiae, but in a neighborhood such as WilshireMontana with a slew of historic properties, adding an extra floor to those buildings (when renovated) cuts off sunshine and air for neighbors, and invites conversions from apartment buildings to hotels and medical offices. It commercializes the neighborhood. The historical preservation lobby also nabbed a ruling that allows a developer to build to higher and denser Tier 3 heights without a development agreement. No public review? Are they kidding? These aren’t benign, harmless ways to save historical buildings. It permits developers to build five- and six-floor buildings next to one- and two-story homes. Here’s the deal: Under the new Zoning Ordinance, developers are gifted with construction incentives and bonuses for historical preservation, affordable housing, child care, “sustainable” construction and unspecified community benefits. Instead, J.J. Redick gets better. On Friday, the 30-year-old shooting guard set a new Los Angeles Clippers single season record for three-point shots made with 164 in a 113-99 victory over the Washington Wizards. “I knew I was getting close [to the Clippers Previous all-time record for 3pointers made of 161 by Jamal Crawford],” Redick said. “I didn’t know I was that close, that I was one away. Jamal had mentioned something to me two or three weeks ago, when I was at 130-something. It’s cool to break Jamal’s record — a good friend, and a guy I love playing with. It is safe to say that he is having a career year. On top of this new franchise record, Redick is also among the top ten in the NBA for three-pointers made and three-point shooting percentage. “I feel like every shot I take is going to go it,” Redick said while glowing with confidence as he always does. “It’s a great feeling as a player.” With the opportunity to play and start every game — which he didn’t do for the Orlando Magic and Milwaukee Bucks prior to joining the Clippers - Reddick is able to convert his confidence into high level production. Drafted by the Orlando Magic with the 11th overall pick in the 2006 NBA Draft, Redick was never utilized as their main play- er. He didn’t start his first game until his third year, when the Magic reached the NBA Finals in 2009. The most games he started in a season was in 2011-12 with only 22. Clippers head coach and head of basketball operations Doc Rivers saw Redick in the same light as Ray Allen. When he joined the Clippers in 2013, he sought to acquire Redick in a trade with the Milwaukee Bucks and Phoenix Suns so he could be to the Clippers what Allen was to the Boston Celtics. “Looking at our team from afar, we were a stagnant team that when you watched us, we were a dribble team,” Rivers said. “My first thought was, we need a mover without the ball on this team to make this work better. “He creates offense with his movement,” Rivers said about Redick. “He doesn’t have to make shots to make offense for us because you have to react to him. When he comes off a pick, it’s the guy guarding him and someone else usually stunting at him, and that creates offense for us. That’s the way I was looking at him. Volk was detained, positively identified by the victims and arrested. Volk was booked for juvenile annoyance and sexual battery. Bail was set at $20,000.
