Earlier, Laude’s family said they will not accept a homicide charge, which has a lower jail term compared to murder, for 19-year old US Marine Pfc Joseph Scott Pemberton because they want him to suffer in jail. Laude was found dead inside a bathroom of an Olongapo City motel on the night of Oct. 11, 2014 an hour after he and a Caucasian man entered the motel. Witnesses later on testified that the Caucasian man is Pemberton. The next murder trial of the US serviceman is set on March 23, 2015. (PNA)• MAGNA CARTA FOR WOMEN. We will release lists of delinquent dealers in the coming weeks to show which ones aren’t fulfilling their promises to their customers,” Secretary of Transportation Jun Abaya said Tuesday. Abaya said the problem is that the delinquent dealers tell their customers that the LTO does not have new plates, when in fact, the car dealers are the ones not fulfilling their services. “They let months pass despite knowing fully well that the plates are ready—and they even mislead their customers about it,” Abaya explained. LTO chief Assistant Secretary Alfonso Tan Jr on the one hand said that license plates for first-time motor vehicle registrants are available-on-demand. “Yet many of these plates remain unclaimed from LTO offices,” Tan said. The DOTC and the LTO will release the lists of delinquent dealerships in the coming weeks, to better inform the public as to which dealerships actually deliver the services they offer to their customers, and which ones are shortchanging them. “For owners of new motor vehicles whose dealers tell them that the LTO is not ready with new plates: come to our offices so you can claim them yourselves. Your license plates are ready at your place of registration,” Tan said. Vehicle dealerships are regulated by the LTO, which can suspend and even revoke accreditation when warranted. Page 7 4 OPINION Headline Gitnang Luzon • MARCH 19, 2015 EDITORIAL No joke FOR WANT of a peaceful Pampanga, Gov. Lilia Pineda has called on all mayors to bat for zero crime in the province. She said that lives will be at stake of crimes – as well as the proliferation of illegal drugs – are not curbed. She told the mayors and those in attendance during a meeting of the Provincial Peace and Order Council that their main task as officials of the province is to safeguard the Kapampangans. In her own words, the Governor said, “Ang gusto natin ay wala ng drugs at wala ng patayan. Ang mga naliligaw ng landas, kailangan magbalik loob sa gobyerno.” She also urged the mayors to prioritize the maintenance of peace and order in their respective towns and cities. In line with this, the provincial government has allocated a P30-million budget for the maintenance of peace and order in Pampanga. She is adamant on keeping her kabalens safe, despite the reported shortage of police personnel in the province. Sr. Supt. Rodolfo Recomono Jr., director of the Pampanga PPO, for his part assured the Governor that the peace and order in the province is “manageable”. Manageable or not, the peace and order situation in the province is one that needs the attention of all sectors of government, as well as private entities and individuals. The Governor is right in saying that we should all work together for a peaceful Pampanga. Attaining zero crime is no joke. Listless? Gabriela was the closest adviser of her husband Diego Silang, an Ilocano insurgent who collaborated with the British for the brief expulsion of the Spanish officials from Vigan, Ilocos Sur during the British occupation. After her husband was assassinated on May 28, 1763 upon orders of the Spanish authorities. Gabriella continued the revolt and led her husband’s followers in several victorious encounters against the Spaniards in Santa and Vigan. She launched guerrilla attacks on the Spanish garrisons on the coastal towns. Her unique policy of har- assment was so successful that the name “Generala”, which was given to her by the masses, struck terror to the Spanish troops and to Ilocanos who collaborated with Spain. However, she and her troops were captured in Abra on September 29, 1763 and were subsequently hanged in Vigan’s plaza, with Gabriela being the last to die. In honor of Gabriela Silang as a heroine, Ilocos Sur’s provincial hospital was named Gabriela Silang General Hospital. Also inspired by her heroism, a Filipino organization advocating women’s issues was founded in April 1984 and named GABRIELA, or the General Assembly Binding Women for Reforms, Integrity, Equality, Leadership, and Action. --KAHIMYANG.INFO OPINION 5 Panyulung pamu K asanting isipan at kayap a akit na deng antimo babalak na kumandidatu keng daratang a banwa ing maninap la para kng ikanono ning balen. According to the Department of Energy (DOE) Electric Power Industry Management Bureau Irma Exconde, power plant operator GNPower, has no forecast of its return online yet. ”No timeline yet, when it will be back online,” Exconde told PNA in a text message. She revealed the water level, to create steam, in- side the boiler was above the normal level. It caused the power plant to trip Tuesday which already reached a capacity of 290 MW. On Monday, the coal plant climbed to its highest level of 180 MW, it further climbed to 240 MW in the afternoon, but had tripped at 290 MW due to the boiler problem. Some of Meralco’s customers had experienced brownouts Tuesday due to the outage of the Mariveles coal plant. ”The temporary power interruption experienced in some areas from 6:40 PM is not due to supply deficiency. Last Friday, a day before the Malampaya shutdown, two units of Sual went on shutdown and stopped supplying power to the Luzon grid. All sorts of opportunities are within reach. Higher-ups, supervisors and co-workers want to see you succeed–anything you ask of them will be granted. This is a good day for making decisions, carrying out plans and communicating to others just where you stand. Make sure the dialogue goes both ways, however. Others have good ideas, too, particularly if you stick to the main subjects and do not become hung up on trivialities. Relationship with a spouse is on solid ground. Expressing affection or appreciation should come easily at this time and can do positive things for your disposition. You are feeling inner peace and smooth sailing regarding your relationships. This is a great time to count your blessings. ARIES (MAR. 21-APR. 19) Take care not to push your viewpoint in a work-related situation. Watch for changes or steps that you can do to get ahead. Today brings new inspirations. Agreements with others are reached as you give the opposition time to think through the options you give them. Basic needs and issues must be met this afternoon. Regular checks around the home front will help keep things in running order. It is time to tend to some important matters now– whether you hire someone or do the work yourself. You could take turns with a friend to check or help with each other’s repair jobs. This evening begins a rather agreeable period. There are smooth relationships with friends and loved ones and travel together may be a consideration this spring. CANCER (JUN 22- JUL 22) Companionship with others is most rewarding at this time–you should take every opportunity to be with friends. A luncheon would be a fine way to become reconnected. Find ways in which to merge your spiritual life into every other aspect of your life. This will give you encouragement and turn your intuitive eye toward the beneficial. Plan before you act and create clear, defined objectives; you will find success in many areas of your life. Your disappointments are minimized through the avoidance of self-analyzing and an acceptance of yourself. This is a good time to learn about meditation or to spend a little time to prepare a place for regular meditation times. You will find a positive result in lowering the blood pressure and renew your energy. CAPRICORN (DEC. 22 - JAN 19) Communicating and getting your message across to others is at a high. Your timing should be perfect and those around you should find you full of energy. You may be sought after for your advice and counsel regarding some professional or financial issues. Your psychic abilities are high and not one person would dare try to fool you today. Keep up with your physical exercise–an afternoon walk will help you make the transition between work and home. You will want to build your stamina and get in shape for the good things that are ahead for you this spring. Don’t be too surprised when unexpected friends drop over this afternoon. This may be the boost you need–they bring good news. Your love relationship is in great shape now. GEMINI (MAY 21-JUN 21) You intuitively know that things are looking upward! You are entering a phase of emotional directness and impulsiveness–one marked by powerful feelings. Do not expect to complete a multitude of jobs or you will totally slow yourself down–you are independent and ardent. You will be satisfied as you accomplish your goals. Creative and pleasurable interests are high. Get serious about travel plans and include your loved one in your future plans. Spontaneity is the special word for today. You and a friend talk of investments. Your fertile mind will be picking up new concepts and inspirations. Another person’s ideas are captivating. Think about investing in the fields of child care, restaurants, home decorating and furnishings, hotels, etc. LEO (JUL 23 - AUG. 23) Your attitude toward good health will make a big difference in how you feel physically. A strong intention to change things may be met with opposition–do not push, you will find a compromise. You are entering a phase of emotional directness and impulsiveness–an aspect marked by powerful feelings. However, the energies will be working in your favor if you pace yourself and take plenty of time to think through your argument or methods of persuasion. Your taste in art is heightened. Perhaps this is a good time to select furnishings, paintings, colors, etc. You may also prefer to just sit back and enjoy what you have–to live life. Young people and a special loved one will be plotting to show their appreciation of your generosity. LIBRA (SEP. 23 - OCT. 23) Your sense of humor is pretty apparent today and if you are in a position to work in teams, you may find your co-workers fussing over who gets to be with you! Over the duration of the day, something will capture your attention and keep you amused. You may take a sudden interest in intellectual games such as trivia or quizzes. Later today you could take your skill to the winner’s line and win a little money. Support is there when you need it. You must realize that friends and relatives rely on you as much as you depend on them. This is a time when you can expect some sort of extra support or recognition from those around you. You seek philosophical truths. You must gradually let go of inhibitions and increase your trust in loved ones. PISCES (FEB. 19 - MAR. 20) You may not be able to lose yourself in your imaginings. Your home or family may demand much of your time today. Quit procrastinating–you know that the needs of these people are important to you. They depend on your intelligent mind and strength to see them through difficult problems. Your creative thinking is fluid and regardless of how busy you are–your ideas benefit everyone. You are determined to achieve whatever is set before you now. This, however, can leave you exhausted toward the evening. Take some time to enjoy your loved ones in a relaxed atmosphere. Involve yourself in something that the whole family can enjoy. Enjoy a romantic time with your loved one later tonight. SAGITTARIUS (NOV. 22 - DEC. 21) Keep to your usual routine and try not to take on anything too difficult just now. Refrain from forcing issues in business–especially with an authority figure. A business hunch of yours is right but it may take time to develop. You will receive good news about a financial or property matter today. You may receive a gift or a favor from a close tie. Unexpected news could lead to a change in some of your appointments. Artistic and spiritual inspiration comes easily at this time–write down your ideas so that they are not forgotten or set them aside. Later today you might run some of those ideas by a loved one or good friend. Good friends enjoy an afternoon visit with you and your family. A sense of support and harmony makes this a happy time. SCORPIO (OCT. 24- NOV. 21) It should be easy for you to push forward, just now, in any project that is before you. Things may seem almost magical in the eventual outcome. It is a great time for getting your ideas across to others. Meetings, lectures and round table discussions are successful and productive. Later today you may have an interest in some tourist attraction. Perhaps you have news that friends or relatives will be visiting soon. You will be making plans for this visit and a cycle of nostalgia and domesticity begins. You enjoy the feeling of belonging and contributing to the happiness of others. Family, home, relatives and real estate play a big part in your life. If you are by yourself this evening, put on some music. Your home is your safe haven–make it enjoyable. TAURUS (APR. 20-MAY 20) Someone may try to sell you something fantastic today. You may decide that now is the best time to start asking questions that will give you a good idea of quality, quantity and any guarantees. You may be able to save a few dollars. Watch your driving so as not to exceed the speed limit. You may have to help put an end to a dispute this afternoon–take a little time to think through your answer. Loved ones may be puzzling today. This is one of those days where it may be best to leave well enough alone. You may have some difficulty speaking or getting your ideas across to others. However, you could gain some insights into future events for this spring. Plan to add to your flower garden with a few vegetables, fruits or a flowering tree. VIRGO (AUG. 23-SEP.22) Today you may be called upon to do a job that might be a little out of the ordinary. There are good energies for most anything you want to become involved with just now. You have good eye-hand coordination and a sustained effort will make almost any task run well. This afternoon you spend time in research–finding answers to long-term quandaries in the workplace. It is hard to satisfy your curiosity. The knowledge you seek is well hidden. You leave no stone unturned to get at the answers you will eventually obtain. Take time to enjoy the results of your labor. A friend has your attention later today. You may want to lend a helping hand. Finding new ways to make your dreams come true is essential. Some alterations will actually improve your life now. Secondly, there will also be fewer new jobs for women, possibly in sectors that are vulnerable and informal leading to greater inequalities. Another possible consequence of the ASEAN integration will also affect professionals as other Asian workers will be welcomed to work into our country. Knowing that the Philippines is still one of the remaining three countries in the world which only has 10 years for basic education, the impact will indeed be very appalling for our professionals and graduates. Imagine the worst-case scenario wherein our graduates will have a hard time competing with other nationalities for jobs in our own country as the competency level and skills of our graduates is far behind those from other countries which have at least 12 years of basic education. This is, personally speaking, the biggest concern that the K-12 Program seeks to address. On the full implementation of the program in 2016 by virtue of RA 10533 or the Enhanced Basic Education Act of 2013, each Filipino is expected to have skills in Information Technology, Learning and Innovation, Communication, and Life Skills and will be able to go to school, start their own businesses or be employed. I think it’s high time that people rooting for the suspension of the K-12 Program need to realize this reality because otherwise, it will be too late for all of us to say there is still hope in our country.• SAF 44 WIDOW... from Page 8 groups, [who] murdered and robbed the Philippine National Police SAF.” “Yung investigating bodies po yung BOI (Board of Inquiry) and yung Senate committee report sapat na po yun para mapatunayan kung sino po talaga yung… nagkasala. Cigaral By Butch Gunio BALANGA CITY – The Bureau of Internal Revenue (BIR) Bataan Revenue District Office 20 has kicked off its 2015 tax campaign at T. Del Rosario College covered court to increase tax collection in the province. In the morning a motorcade was held around the province. Tarpaulins bearing BIR’s theme were posted in many establishments. This year’s tax campaign carries the theme “Angat Pa Pinas! Do Your Share Pay your Taxes Correctly”. Bataan Revenue District Officer Rey Roberto Manalili led the tax campaign kickoff. OIC BIR Regional Director Conrad Lee served as main speaker. The two BIR officials urged that taxpaying public to do their share in nation building by paying taxes promptly and correctly. They reminded that the deadline for the paying of taxes is on April 15. They added that paying taxes is as simple as register, file, and pay. Mark Castro who represented Gov. Albert Garcia in the activity, pointed out that there are two things people cannot escape: death and tax. He said the governor fully support BIR Bataan in its thrust to efficiently collect taxes. Manalili has expressed optimism in the collection of tax in the province for the year 2015. The BIR Bataan office was physically improved for better service to the taxpaying public. E-BIR form is also already being used. Kasi dalawa na po yung results ng investigation. Malinaw po sa report na pinabayaan po talaga yung SAF 44 during the encounter.” These were the words of elementary school teacher and widow of one of the victims of the “Fallen 44” when asked by the media what her message is to President Benigno S. Aquino III. “Sa simula pa lang magkakasama na sila (the President, Gen. Purisima and the SAF officials) planning, preparation hanggang sa communication. So bakit po nagkaganon?,” she narrated. She believes, based on the way she understands the reports, that the Mamasapano incident was not an encounter but a massacre. Raechelle Sumbilla, 26, just got married to PO3 John Lloyd Sumbilla on December 2014, one of the 44 PNP-Special Action Force commandos who was killed in the Mamasapano, Maguindanao siege last January 25 of this year. She was six months pregnant with a baby girl when her husband was killed. During a rare five-minute media interview, Raechelle said she immediately went back to her job as a teacher at the Morong Elementary School on the third week of February after the cremation of her husband. “So far nakaka move on na po. At least ngayon may linaw na sa amin ang imbestigasyon hindi tulad noon nangangapa kami sa dilim,” Raechelle added. When asked about her reaction and thoughts on her husband’s superiors particularly sacked SAF chief Chief Supt. Last Tuesday, Senator Grace Poe said the joint inquiry by three Senate committees has found President Benigno Aquino III “ultimately responsible” for the death of 44 Special Action Force (SAF) commandos in the January 25 Mamasapano debacle. In the seven-page executive summary released to the media, Poe said that the President must bear the responsibility for giving assent to and failing to prevent the unlawful exercise of official functions by a suspended Philippine National Police (PNP) chief, Director-General Alan Purisima, in connection with Oplan Exodus. The report also said Purisima may face usurpation of authority charges; and indirect contempt by the Ombudsman. Some of the highlights of the tri-committee report include the recommendation to file murder, frustrated murder and robbery against those individuals who killed and robbed the SAF, that is, “concerned members of MILF, Bangsamoro Islamic Freedom Fighters (BIFF), and other armed SAF 44 WIDOW... pagE 7 ORANI
