CITY OF SAN FERNANDO - The provincial government headed by Governor Lilia
Nanay Pineda allotted a total of
P30 million for the peace and
order of the province.
This came after the Sanguniang Panlalawigan and the
Provincial Peace and Order
Council (PPOC) approved the
budget at the 1st quarter meeting of the PPOC held at Benigno
Aquino Hall, Capitol Grounds
in this city, this Tuesday.
Governor Pineda wants to
ensure the safety of every Ka-
pampangan despite the shortage of police personnel in the
province.
Based on the records of the
Pampanga Police Provincial Office, there are only 1,251 police
personnel in the province.
Records also show that
crime rate in the province increased by 27.96% in January to
February 2015 compared to the
same months of 2014.
The 887 crimes in 2014 increased by 1,135 in 2014; 626 of
the total crimes are considered
index crimes while 509 are considered non-index crimes.

(ACTO) has lined-up activities
in observation of the Lenten
season done in partnership
with the socio-civic, performing arts and the religious sector.
Kicking off this year’s
Lenten observance is Sinukwan Kapampangan’s “Panata
at Panalangin: A Spiritual
Journey through Culture and
the Arts” which features a
mixed-media art exhibit and
dance performances depicting the religious practices of

BALANGA CITY – The Former president and current professor of Bulacan Agricultural
State College (BASC) is seeking the presidency of the Bataan Peninsula State University
(BPSU).

Valdez, 56, is a Doctor of
Philosophy in Agricultural
Engineering. He took his doctorate degree at Central Luzon
State University.
He was president of BASC
for two terms - December
2002 to December 2010, and
December 2010 to January
2011. He was also president
of Luzon Association of State
Universities and Colleges from
2005 to 2010.
Valdez is recipient of numerous awards, recognitions,
and appreciations particularly
in research works.
Among his notable recognitions are Civil Service Commission 2011 Pag-asa Award;
2010 Gintong Butil Award for
Professional Achievement by
the Central Luzon State University Alumni Association;
and 2009 Excellence Awardee
by Philippine Federation of
Professional Associations.

car dealers
MANILA - The Department of
Transportation and Communications and the Land Transportation Office will release list of
delinquent car dealers who deliberately misinform their customers as to the status of their
license plate applications.
“The public deserves to
know if their car dealerships are
shortchanging them. We will
release lists of delinquent dealers in the coming weeks to show
which ones aren’t fulfilling their
promises to their customers,”
Secretary of Transportation Jun
Abaya said Tuesday.
Abaya said the problem is
that the delinquent dealers tell
their customers that the LTO
does not have new plates, when
in fact, the car dealers are the
ones not fulfilling their services.
“They let months pass despite knowing fully well that the
plates are ready—and they even
mislead their customers about
it,” Abaya explained.
LTO chief Assistant Secretary Alfonso Tan Jr on the one
hand said that license plates for
first-time motor vehicle registrants are available-on-demand. “Yet many of these plates
remain unclaimed from LTO offices,” Tan said.
The DOTC and the LTO
will release the lists of delinquent dealerships in the coming weeks, to better inform the
public as to which dealerships
actually deliver the services
they offer to their customers,
and which ones are shortchanging them.
“For owners of new motor
vehicles whose dealers tell them
that the LTO is not ready with
new plates: come to our offices
so you can claim them yourselves. Your license plates are
ready at your place of registration,” Tan said.
Vehicle dealerships are regulated by the LTO, which can suspend and even revoke accreditation when warranted.

power interruptions due to maintenance operations being done by
Peninsula Electric Cooperative
(PENELCO).
PENELCO General Manager
Loreto Marcelino announced that
Morong will have an eight-hour
brownout, from 9:00 a.m. to 5:00
p.m. on March 19 due to correction of power transformer oil leak,
while Dinalupihan will have a
nine-hour outage, from 8:00 a.m.
to 5:00 p.m. on March 25 due to the
annual preventive maintenance of
the Dinalupihan Substation and
replacement of rotten poles.
Lastly, Abucay will face a day
without electricity on March 28,
from 9:00 a.m. to 4:00 p.m., due
to the annual preventive maintenance of the Abucay Substation.
Aside from maintenance op-
erations, Marcelino disclosed that
they are currently rehabilitating
80 kilometers of old transmission
lines, which it bought from the National Transmission Corporation.
Meanwhile, the provincial capital will experience eight to nine
hour power interruptions this Friday and Saturday, March 20 and
21.
“Majority of the city will be affected on March 20 due to the correction of power transformer oil
leak in Balanga New Substation,”
Peninsula Electric Cooperative
said in a statement.
Affected by the 9:00 a.m. to 5:00
p.m. brownout are Bataan Doctors
Hospital and Medical Center, St.
Joseph Hospital, Isaac and Catalina Medical Center, and the staterun Bataan General Hospital.

FOR WANT of a peaceful Pampanga, Gov. Lilia Pineda has called
on all mayors to bat for zero crime in
the province. She said that lives will
be at stake of crimes – as well as the
proliferation of illegal drugs – are
not curbed.
She told the mayors and those in
attendance during a meeting of the
Provincial Peace and Order Council
that their main task as officials of
the province is to safeguard the Kapampangans.
In her own words, the Governor
said, “Ang gusto natin ay wala ng
drugs at wala ng patayan. Ang mga
naliligaw ng landas, kailangan magbalik loob sa gobyerno.”
She also urged the mayors to prioritize the maintenance of peace
and order in their respective towns
and cities.
In line with this, the provincial
government has allocated a P30-million budget for the maintenance of
peace and order in Pampanga. She
is adamant on keeping her kabalens
safe, despite the reported shortage
of police personnel in the province.
Sr. Supt. Rodolfo Recomono Jr., director of the Pampanga PPO, for his
part assured the Governor that the
peace and order in the province is
“manageable”.
Manageable or not, the peace and
order situation in the province is one
that needs the attention of all sectors
of government, as well as private entities and individuals.
The Governor is right in saying
that we should all work together
for a peaceful Pampanga. Attaining
zero crime is no joke.

Josefa Gabriela Silang was born
On March 19, 1723, Josefa Gabriela Silang, the first
Filipino woman to lead a revolt during the Spanish colonization of the Philippines,
was born in Santa, Ilocos
Sur.
Gabriela was the closest
adviser of her husband Diego
Silang, an Ilocano insurgent
who collaborated with the
British for the brief expulsion of the Spanish officials
from Vigan, Ilocos Sur during the British occupation.
After her husband was
assassinated on May 28,
1763 upon orders of the
Spanish authorities. Gabriella continued the revolt and
led her husband’s followers
in several victorious encounters against the Spaniards in
Santa and Vigan.
She launched guerrilla
attacks on the Spanish garrisons on the coastal towns.
Her unique policy of har-
assment was so successful
that the name “Generala”,
which was given to her by
the masses, struck terror to
the Spanish troops and to
Ilocanos who collaborated
with Spain.
However, she and her
troops were captured in Abra
on September 29, 1763 and
were subsequently hanged in
Vigan’s plaza, with Gabriela
being the last to die.
In honor of Gabriela
Silang as a heroine, Ilocos
Sur’s provincial hospital was
named Gabriela Silang General Hospital.
Also inspired by her heroism, a Filipino organization
advocating women’s issues
was founded in April 1984
and named GABRIELA, or

MARIVELES, BATAAN
– The first unit of the Mariveles Coal Power Plant, which
has an installed capacity of
325.8 megawatts (MW), has
no restoration timeline yet
after it tripped and brought
brownouts to some of the
Manila Electric Company’s
(Meralco’s) customers on
Tuesday.
According to the Department of Energy (DOE)
Electric Power Industry
Management Bureau Irma
Exconde, power plant operator GNPower, has no forecast of its return online yet.
”No timeline yet, when
it will be back online,” Exconde told PNA in a text
message.
She revealed the water
level, to create steam, in-
side the boiler was above the
normal level. It caused the
power plant to trip Tuesday
which already reached a capacity of 290 MW.
On Monday, the coal
plant climbed to its highest
level of 180 MW, it further
climbed to 240 MW in the
afternoon, but had tripped
at 290 MW due to the boiler
problem.
Some of Meralco’s customers had experienced
brownouts Tuesday due to
the outage of the Mariveles
coal plant.
”The temporary power
interruption experienced in
some areas from 6:40 PM is
not due to supply deficiency.

Lenten observance is HRPC’s Easter Vigil, Easter Procession and the
traditional “Salubong” which celebrates Christ’s resurrection and His
symbolic reunion with the Blessed
Virgin Mary.
The pre-dawn procession is slated to happen on April 4 from 8pm to
10:30pm.
Mayor Edgardo Pamintuan
stressed the need to keep these religious observances amidst the city’s
growth and modernization.
“This is yet another opportunity
for our citizens to preserve and promote our intangible heritage and
that is by safeguarding our traditions and religious practices,” Pamintuan said.

those from other countries which have at least 12
years of basic education.
This is, personally speaking, the biggest concern
that the K-12 Program seeks to address. On the full
implementation of the program in 2016 by virtue of
RA 10533 or the Enhanced Basic Education Act of
2013, each Filipino is expected to have skills in Information Technology, Learning and Innovation, Communication, and Life Skills and will be able to go to
school, start their own businesses or be employed.
I think it’s high time that people rooting for the
suspension of the K-12 Program need to realize this
reality because otherwise, it will be too late for all of
us to say there is still hope in our country.•

Bay Rehabilitation Project held a
series of forums that seeks to educate and tap barangay captains
in Bataan, Bulacan, Nueva Ecija,
Pampanga, and Tarlac to be part of
the crusade.
“The Supreme Court Decision
of December 18, 2003 ordered for
the immediate rehabilitation and
cleanup of Manila Bay to restore
its waters to Class SB, which is fit
for swimming, skin diving, and
other forms of contact recreation.
To achieve this, the awareness, acceptance, and cooperation of the
communities along the Pampanga
River of the implemented rehabilitation projects for Manila Bay
is necessary. Since the barangays
are in the middle of everything,
their support and participation
in these projects is important,”

BALANGA CITY – The Bureau of Internal Revenue (BIR)
Bataan Revenue District Office
20 has kicked off its 2015 tax
campaign at T. Del Rosario College covered court to increase
tax collection in the province.
In the morning a motorcade
was held around the province.
Tarpaulins bearing BIR’s theme
were posted in many establishments.
This year’s tax campaign carries the theme “Angat Pa Pinas!
Do Your Share Pay your Taxes
Correctly”.

served as main speaker.
The two BIR officials urged
that taxpaying public to do their
share in nation building by paying taxes promptly and correctly.
They reminded that the deadline for the paying of taxes is on
April 15. They added that paying
taxes is as simple as register, file,
and pay.
Mark Castro who represented
Gov. Albert Garcia in the activity, pointed out that there are
two things people cannot escape:
death and tax.
He said the governor fully support BIR Bataan in its thrust to
efficiently collect taxes. Manalili
has expressed optimism in the
collection of tax in the province
for the year 2015.
The BIR Bataan office was
physically improved for better
service to the taxpaying public.

Corporation (PHLPost) recently
launched the commemorative stamps
featuring the Birth Centenary (19152015) of Dr. Severino Montano, National Artist for Theater, held at the
National Commission for Culture and
the Arts (NCCA) in Intramuros, Manila.
Assistant Postmaster General
Luis Carlos along with Felipe M. de
Leon, Jr., NCCA Chairman presented
the commemorative stamps frame to
Pedro Montano Ruenduen, Jr., neph-
ew of Dr. Montano, who represented
the family of the late National Artist.
“The Philippine Postal Corporation
pays tribute to National Artist Dr.
Severino Montano and his contribution to the preservation and promotion of the arts as he joined other National Artist in the country who have
been immortalized in stamps”, Postmaster General Josie Dela Cruz said.
Montano, a Yale University, Master
of Fine Arts graduate, is credited for
professionalizing the theater industry
in the Philippines with Arena The-
ater, which he funded with his own
money and established while dean at
Philippine Normal College.
Before he died in 1980, he played
mentor to theater luminaries like
Rolando S. Tinio, Emmanuel Borlaza, Joonee Gamboa, and Behn Cervantes. He was a playwright, director
and actor.
Among his awards and recognitions are the Patnubay ng Kalinangan
Award from the City of Manila (1968),

These were the words of elementary school
teacher and widow of one of the victims of the
“Fallen 44” when asked by the media what her
message is to President Benigno S. Aquino III.
“Sa simula pa lang magkakasama na sila (the
President, Gen. Purisima and the SAF officials)

communication. So bakit po
nagkaganon?,” she
narrated.
She
believes,
based on the way
she understands
the reports, that
the Mamasapano
incident was not
an encounter but a
massacre.
Raechelle Sumbilla, 26, just got
married to PO3 John Lloyd Sumbilla on December 2014, one of the 44 PNP-Special Action Force
commandos who was killed in the Mamasapano,
Maguindanao siege last January 25 of this year.
She was six months pregnant with a baby girl
when her husband was killed.
During a rare five-minute media interview,
Raechelle said she immediately went back to her
job as a teacher at the Morong Elementary School
on the third week of February after the cremation
of her husband.
“So far nakaka move on na po. At least ngayon
may linaw na sa amin ang imbestigasyon hindi
tulad noon nangangapa kami sa dilim,” Raechelle
added.
When asked about her reaction and thoughts on
her husband’s superiors particularly sacked SAF
chief Chief Supt. Getulio Napenas and retired PNP
Chief Alan Purisima, she said: “Yung kay Napenas
ok lang naman po at least umamin siya ng pagkukulang niya. Yung kay Purisima nakakasama ng
loob hanggang ngayon tinatanggi niya na involved
siya sa operation.”
Last Tuesday, Senator Grace Poe said the joint
inquiry by three Senate committees has found
President Benigno Aquino III “ultimately responsible” for the death of 44 Special Action Force
(SAF) commandos in the January 25 Mamasapano
debacle.
In the seven-page executive summary released
to the media, Poe said that the President must bear
the responsibility for giving assent to and failing to
prevent the unlawful exercise of official functions
by a suspended Philippine National Police (PNP)
chief, Director-General Alan Purisima, in connection with Oplan Exodus. The report also said Purisima may face usurpation of authority charges;
and indirect contempt by the Ombudsman.
Some of the highlights of the tri-committee report include the recommendation to file murder,
frustrated murder and robbery against those individuals who killed and robbed the SAF, that is,
