On February 5, the fourth
graders held their annual
Heritage Fair. The fair was the
culmination of the immigration unit the fourth graders
worked on over the past few
weeks. Each student chose
to study a country from his/
her own family’s heritage.
As expected, Norway was the country
most often studied. Some other
countries studied were Germany,
Poland, Ireland, Slovenia, Mexico,
Wales, Sweden, and the Netherlands.

Open Enrollment at Eleva-Strum
You may have seen on our website or in the Cardinal News information about the Wisconsin
Open Enrollment program. Open Enrollment allows students to attend any school of their choice,
with a few exceptions, if they apply by April 30th.
I remember the controversy when Open Enrollment first took effect seventeen years ago. Small,
rural districts were worried that students would flock to large districts where there were more
course offerings. There were also worries that top athletes would open enroll into districts with
better programs or state caliber teams. Although there have been isolated incidences where
these have occurred, they never became issues for Eleva-Strum.
For the first concern, parents like the personal attention their children receive at Eleva-Strum.
Teachers and principals know students by name, and they know most of the parents and even
some grandparents. Smaller classes mean more individual attention. Most discipline issues
are discovered early on and dealt with before they become larger issues. Research shows
that students feel safer in small districts like Eleva-Strum. Students and parents feel a personal
connectedness with the school that is absent in larger districts. Eleva-Strum students are
achieving academic success and are graduating ready for college, a career, or whatever they
choose to pursue after high school.
The second issue of athletes leaving Eleva-Strum was never a concern since we were the district
with an excellent athletic program, as well as excellent music, drama, and other co-curricular
programs. Our athletes, musicians, and performers have advanced to compete at the state level
and several have excelled at the collegiate level. Another benefit to Eleva-Strum students is that
anyone can be in sports, music, theater, or other co-curricular offerings. We do not turn down
any student who wishes to participate.
This year, 44 students are open enrolled into Eleva-Strum, and there are several reasons why. In
addition to our excellent curricular, extra-curricular, and co-curricular programs, the district has
won many awards of distinction in the past year, including the Bronze Medal School Award from
U.S. News and World Report, the WiRSA Tech Ed Teacher of The Year Award to Craig Cegielski,
and the DPI Standing Up for Rural Schools, Libraries, and Communities Award. We have been
recognized in the state for our one-to-one technology initiative and several of our 21st century
courses. Local newspaper and television media regularly cover positive and newsworthy events
at Eleva-Strum. We have a lot to offer students, which is why each year more and more students
choose to open enroll into Eleva-Strum.

8th Grade Planning Conferences
Grade 8 Individual Planning Conferences will be scheduled for March/
April. The focus is on finalizing their schedule for the next school year,
the ACT Explore results, high school requirements, GPA, class rank,
activities to get involved in and future planning for high school as well
as after high school.
Individual Planning Conferences are specifically designed for students
and parents to gain insight into the direction the student is headed in
the future. The conferences typically last 30-45 minutes and are offered
at various times during the school day. Please contact Meredith Jensen,
Middle/High School Counselor, at 715-695-2696, ext. 2132, to schedule
your student’s Individual Planning Conference.

CHILD DEVELOPMENT DAY
Friday, April 17th, 2015
STRUM PRIMARY SCHOOL
The child development screening will be
held on Friday, April 17, from 8:30 a.m. to
12:30 p.m. in the Early Learning Center at
Strum Primary School. Children between the
ages of 2 ½ and 3 ½ by March 1st are eligible
to be screened at this time.
Children will be encouraged to participate
in play that focuses on skills development
in the areas of social, speech and language,
fine and gross motor, and cognitive ability.
You and your child will meet with a teacher
or therapist, who will be able to speak with
you about any questions or concerns you
may have and will discuss the growth and
development of your child. Western Dairyland Head Start will also be available to
answer enrollment questions and provide
vision and hearing screening for children.

First Large Catering Event: Cardinal Catering served over 200 people for
the Music Department’s “Valentine Dinner and Show”. The catering class
10th Grade Planning Conferences used their own original meatball recipe which is being entered into a
Grade 10 Individual Planning Conferences will be scheduled for March.
The focus conferences is on transcripts, graduation requirements,
finalizing the student’s schedule for the next school year, career plans,
post-secondary options, ACT Plan results, and more.

Last Party: Senior homerooms celebrated Valentine’s Day by making
valentine boxes and giving out valentines and candy for the last time!
Financial Aid Updates
Financial Aid is important for students to pay for college. An FAFSA
form should be filled out after January 1st when taxes are filed. You can
fill out your paperwork before your taxes are filed, but you will need to
update the forms when your taxes are complete. When filling out
Financial Aid papers, you open the door for federal aid, grants, and loans
to be offered to you. Please do not pay to submit your financial aid
forms. It is FREE at www.fafsa.ed.gov.

What is Public School Open Enrollment?
Wisconsin’s inter-district public school open
enrollment program allows parents to apply for
their children to attend school districts other
than the one in which they live. Applications
may be submitted to up to three nonresident
school districts.
Who may participate in open enrollment?
Students in 5-year-old kindergarten to grade
12 may apply to participate in open
enrollment.
Open enrollment for prekindergarten,
4-year-old kindergarten and early childhood
education is limited. Parents should call their
resident school districts to find out if their
preschool-aged children qualify for open
enrollment.
How and when may parents apply?
The open enrollment application period for the
2015-16 school year is from February 2-April 30,
2015. The application period closes at 4:00
p.m. on April 30, 2015. Late applications will
not be accepted for any reason.
Parents may apply in one of two ways:
• On-line (recommended) at http://oe.dpi.
wi.gov.
• Although on-line application is recommended, paper applications may be obtained from
the Department of Public Instruction and must
be delivered (hand-delivery is recommended)
to the nonresident school district.
Can I apply to a virtual charter school under
open enrollment?
A student may only open enroll to an online/
virtual school if: (1) the school has been
created as a virtual charter school that meets
the requirements of the charter school law
[Wis. Stats. 118.40 (8)] or (2) the student is
required to physically attend school in the
nonresident school district every day that
school is in session. Other important things to
know about applying to virtual charter schools:
Can an application be rejected?
Yes. Nonresident school districts may deny
an application if regular or special education
space is not available for the student, if the
student has been referred for a special
education evaluation but has not yet been
evaluated. Nonresident school districts may
also deny an application if the student has
been expelled during the current or preceding two years for certain violent conduct, or
if the student was habitually truant from the
nonresident school district during any
semester in the current or previous school
year.
If there are more applications than spaces,
students must be selected randomly, after
giving preference to students already
attending school in the nonresident school
district and siblings of currently-attending
students.
Some school districts establish waiting lists
to fill unused spaces, but others do not.
Can a resident district prevent a student
from leaving?
A resident school district may prevent a
student from leaving the district if the tuition
charge for the student’s special education in
the nonresident school district is an undue
financial burden for the resident school
district.
If you have further questions about open
enrollment for children with disabilities,
contact the resident or nonresident school
district or the DPI.
Can parents appeal if an application is
denied?
Parents whose applications are denied may
appeal to the DPI within 30 days of the
denial. State law requires the DPI to uphold
the school district’s decision unless DPI finds
that the decision was arbitrary or unreasonable. The DPI’s decision may be appealed to
circuit court.
Must students reapply every year?
Once a student is accepted into a nonresident
school district, the student may continue to
attend that district without reapplication
except that:
• The nonresident district may require a
student to reapply one time—at the
beginning of middle school, junior high or
high school.
• A pupil may be returned to the resident
school district if the special education required in a new or revised IEP is not available
in the nonresident district or there is no space
or if the cost of the special education is an undue financial burden to the resident district.
• A pupil who has become habitually truant in
the nonresident district may be returned to
the resident district.
Is there a cost to parents for open
enrollment?
There is no tuition cost to parents for
participation in open enrollment. Parents of
open enrolled students may be charged the
same fees as resident students.
• A virtual charter school is not home-schooling. Students attending virtual charter schools
are public school students.
• You must know the nonresident school
district in which the virtual charter school is
located. If you have any questions about this,
call the virtual charter school.
• You must know your resident school district in
order to apply.

Who is responsible for transportation?
Parents are responsible for transporting their
children to and from school.
If transportation is required in the individualized education program (IEP) for a child with a
disability, it must be provided by the
nonresident district.
School districts may provide transportation to
open enrollment students if they wish. Usually,
if transportation is provided, parents must
transport the student to a location in the
nonresident district.
Low-income parents may apply to the DPI for
partial reimbursement of their transportation
costs.
Can a parent select a specific school in the
student’s resident school district?
The state’s open enrollment program applies
only to transfers from one school district to
another school district. It is up to each
individual school board to decide whether or
not to allow transfers from one attendance
area to another attendance area in the same
school district.
Can an open enrolled student participate in
sports and other extra–curricular activities
in the nonresident school district?
Open enrolled students have the same rights
and responsibilities as resident students.
Inter-scholastic athletics are governed by the
Wisconsin Interscholastic Athletic Association
(WIAA), which has recently adopted new rules
concerning transfer students. Parents should
check with the school district’s athletic director
about eligibility.
Important open enrollment dates
February 2-April 30, 2015 - Parents must
submit applications online or directly to the
non-resident school district.
June 5, 2015 - Nonresident school districts must
mail notices of approval or denial. If the application is approved, the school district must notify
the parents of the specific school or program to
which the student is assigned. If the application
is denied, parents have 30 days to file an appeal.
June 12, 2015 - Resident districts must notify
applicants if the application is denied. If the application is denied, parents have 30 days to file
an appeal.
June 26, 2015 - Parents of accepted applicants
must notify the nonresident district if the student
will attend the nonresident district in the 201516 school year. If the parent fails to make this
notification, the nonresident district may refuse
to allow the student to attend the district.

Juniors ACT Testing Information
Health News MEASLES: WOULD YOU BE PROTECTED?
The Centers for Disease Control (CDC) has recently reported that the
measles outbreak now involves seventeen states. While no cases have
been confirmed in Wisconsin yet, five cases have been confirmed in
surrounding states: Illinois (3), Michigan (1), and Minnesota (1). Early
February, I sent a letter from the CDC home with each elementary
student informing parents/guardians of the signs and symptoms of
measles and the benefits of the measles vaccine. District Administration
believes it is important to share this information with you, the community, so you can be proactive in determining you and your family’s level
of protection. It is also the district’s intent to inform you that if your child
is not vaccinated against measles he/she will be restricted from school
for two weeks if exposed to the disease. The following is adapted from
the CDC’s letter:
Measles is the most deadly of all childhood rash/fever illnesses. It is a serious
infection that causes a high fever, rash, sore eyes, cough and occasionally dangerous
complications. Measles spreads very easily so it is important to protect against infection.
Getting vaccinated is the best way to prevent measles. To have the best protection against
measles, two doses of Measles, Mumps, and Rubella (MMR) vaccine are required. As part of
the childhood immunization program the first dose of vaccine is required between 12-15
months and the second dose before entering school, at 4-6 years.
It is important that you check your child’s immunization records to make sure he/
she has received two doses of MMR vaccine at the appropriate ages. If your child received
two doses, but at times other than those specified, he/she may not have developed sufficient immunity and may require a “booster” vaccine. Discuss this with your child’s healthcare provider.
Measles can spread easily to and from unimmunized children. In addition to
being at risk for getting sick if exposed to measles, children with one or zero doses of MMR
will not be allowed to come to school for two weeks. If your child were to develop a rash
with a fever, he/she should not attend school and parents/guardians are to contact your
child’s health care provider, so he/she can be evaluated. When making the appointment it
is important to communicate to clinic staff that you suspect your child may have measles;
this is so steps can be taken to avoid exposing babies or unimmunized persons at the clinic,
to the disease.
If you are uncertain as to whether you or your child has been vaccinated
against measles, or if you are interested in becoming vaccinated, contact
your health care provider or the Trempealeau County Health Department (715-538-2311, ext. 220). Please don’t hesitate calling me with
questions.
Time to take the ACT! Don’t miss the sign up deadlines! If completing
registration online, it will take about 45 minutes the first time. Have
your Social Security number, a credit card, and photo to upload. (Photo
must be uploaded by noon four days before the test date).
Must upload a photo for identification!
When you register for a national test date, you will be prompted to
submit a photo of yourself for identification purposes. The photo will be
printed on your ticket and on the score report ACT sends to your high
school. Your photo will be valid for two years from the date it is added
to your ACT record. You MUST have both a printed copy of your ticket
that includes your photo and an acceptable photo ID to be admitted to
the test center.

E-S Alumni Basketball Tournament
Final Four Basketball Fun Fest
The date for this year’s Alumni Basketball Tournament has been
Watch the College Games on the High-Definition TVs! set for Saturday, April 4th, 2015. If we get enough interest, we may have
to play a couple of the games on Friday evening. Otherwise all games
will be played on Saturday. We are hoping to field an 8-team tournament,
with teams based on classes playing together or with classes close to
them. Participants must be graduates of Eleva-Strum and must have
played one full season of basketball during high school. Your entry fee
will help pay for shirts, officials, etc. Please return your entry form
below and payment by March 20th, or make arrangements with me by
then, so that we can get our teams together and shirts ordered.
Ladies, I would love to be able to run an actual tournament for
you as well. Let’s get more than 2 teams in this thing! We will try to
follow the same format as the men’s tournament.
The Fun Fest will follow the Alumni Tournament at The Viking.
All proceeds will go towards building a new community fitness center
at the high school. If you would like more information on the Fun-Fest,

School Board Minutes
School board meetings are held in the Central
Conference Room on the second Monday of each
month at 6:30 P.M. Meeting notices are put in the
local papers and posted at all three schools and the
post offices of Eleva and Strum.
January 12, 2015
Regular Board Meeting
President Havenor called the meeting to order at
6:29 P.M. in the Conference Room at Central.
Roll call: Dan Wallery, present; Jody Ausen,
absent; Greg Sather, present; Craig Marsolek,
present; Kris Devine-McKillip, absent; Jill Schoen,
present; Lois Havenor, present. Five present.
Verification of public notice that agendas were
posted at all three schools, the post offices in
Eleva and Strum, and on the school’s website.
Motion by Sather, seconded by Marsolek to enter
into a service agreement with CESA 10 to be
fiscal agent for Carl Perkins Grant. Motion carried.
Motion by Devine-McKillip, seconded by Wallery
to approve 2015-16 service contract with CESA
10 for Delivery Services; Educational Technology
Services including Leadership, Project Circuit,
Instructional Media Center, and Big Rivers Library
Consortium; Environmental Health and Safety
Services; Instructional Services including
Leadership, Curriculum, Assessment and
Instruction Support, District Instruction Support
and Educator Effectiveness; Special Ed Services
including Educational Audiology and Physical
Therapy. Motion carried.

Open
House
Over 85 MS and
HS students
came to Central
Library’s Open
House on February 11 to see the latest new
books, meet our new librarian, check-out books
to read and enjoy cider and treats served by Mrs.
Traaseth, library aide. A proper introduction -with hand shake -- to Mrs. Nord earned students
the opportunity to put their name in the drawing
for books and other literary-themed items. For
an extra chance, several students identified the
image trivia correctly which was the picture of
former British Prime Minister Margaret Thatcher
and the former President of South Africa, Nelson
Mandela. Thank you for the great turnout and we
look forward to more gatherings in the library!
Motion by Marsolek, seconded by Wallery to
approve the agenda as posted. Motion carried.
Board discussed a new administrative team
structure. At this time, decision was made to post
the Superintendent position being vacated by
Craig Semingson for 30 days on WECAN.
Motion by Schoen, seconded by Sather to
approve the minutes of the December 8, 2014
regular board meeting and the December 17,
2014 special board meeting. Motion carried.
Motion by Sather, seconded by Schoen to adopt
the teacher compensation model as presented
for the 2015-16 and 2016-17 school years. Six
yes. Marsolek abstained. Motion carried.
Havenor read a thank you from Ramona Hanson
for the retirement breakfast at Pammy K’s and
a thank you from the Eleva staff for the holiday
meat and cheese tray. Schoen presented a thank
you to the board members for their memorial for
her mother, Babbett Jaquish.
Mr. Kempf , Elementary Principal informed the
board of various upcoming assessments taking
place after the end of the first semester along
with staff reviewing current report card format
in order to create a template within Infinite
Campus.
Devine-McKillip and Ausen entered at 6:31 p.m.
Mr. Kulig, MS/HS Principal updated the board
about upcoming assessments, high school first
semester finals and 2015-16 class scheduling.

CESA #10 Special Ed Director, Vickie Waters along
with Jackie Schira, and Mistie Trowbridge, CESA
#10 Special Ed District Directors presented their
findings from a recent audit they performed
regarding the special education department.
Motion by Devine-McKillip, seconded by Wallery
to approve retirement request of Diane Knudsen,
Director of Pupil Services/Special Ed Teacher with
thanks for her years of service to the district.
Motion carried.
Motion by Wallery, seconded by Marsolek to
move the 2015-16 administrative contract
discussion to closed session. Motion carried.
Motion by Devine-McKillip, seconded by Schoen
to approve request from MS Teacher Kirsten
Wagner to change to a 60% position for the
2015-16 school year. Six yes. Marsolek opposed.
Motion carried.
Mr. Semingson, District Administrator, presented
2015-16 draft calendar. Motion by Sather,
seconded by Marsolek to approve 2015-16
calendar as presented with last student day
being only a half day. Motion carried.
Motion by Ausen, seconded by Schoen to
approve open enrollment seat availability as
presented by administration for the 2015-16
school year. Motion carried.
Motion by Wallery, seconded by Sather to
approve contracting with CESA #10 to provide
services to the district. Motion carried.
Motion by Devine-McKillip, seconded by
Wallery to enter executive session as per SS 19.85
to discuss administrative contracts. Roll call:
Devine-McKillip, yes; Marsolek, yes; Schoen, yes;
Sather, yes; Ausen, yes; Wallery, yes; Havenor, yes.

renew Marty Kempf’s administrative contract for
