Great question, Marge! Yes, there are. There is one primary
Corvallis-specific rental ordinance that limits the number of
residents in any rental unit. Corvallis landlords are limited to
approval of no more than 5 adult residents (18 years of age or
older), who are “unrelated by blood or marriage, living together in
any dwelling.”

If you want to find the actual ordinance, it can be hard to find
as this specific Corvallis tenant occupancy regulation is not found
in the Rental Housing Code, as it is in comparable municipalities
such as Bend, Eugene, and Medford. Instead you will find it in the
definitions portion of Corvallis Land Development Code (Chapter
1.6), which was re-adopted in 2006, and remains the enforced
Corvallis occupancy guideline.

General occupancy limits for multi-family rental units are not
clearly written, yet landlords need to take precautions to avoid any
missteps with fair housing laws. The industry recognized prevailing
occupancy guideline for landlords is a maximum of “two-plusone” – signifying two occupants per bedroom, plus one additional
occupant in any single unit. If the apartment or house is especially
small or lacking living spaces beyond the bedrooms, kitchens and
bathrooms (i.e. a studio), you may be able to limit the occupancy to
