Luncheon Meeting, Elects Officers
Ron Klicker

Klicker, 62, of rural
Seneca and formerly of Eldon, Iowa,
passed
away
Saturday, April 4,
2015 at Morris
Hospital.
His funeral service will be at 12
noon,
Thursday,
April 9, at Reece Funeral
Home, 607 E. 2nd St.,
Ottumwa, Iowa, following
visitation from 10 a.m.
Burial: Agency Cemetery
in Agency, Iowa.
The family received
friends Tuesday, April 7,
from 4 until 8 p.m. at Reeves
Funeral Home, Morris.
Ronald Lee was born
January 10, 1953 in
Ottumwa, Iowa, son of
Harry Edward and Marianne
Chickering Klicker. He was
a graduate of Cardinal High
School in Eldon, and went
on to follow his father’s
career as an electrician.
Ron was a proud union
electrician, who was well
known, respected and loved
by his fellow brothers
throughout the country. He
served his apprenticeship
with IBEW Local #173, and
recently retired from IBEW
Local #176 out of Joliet after
40 years of service.
Ron enjoyed sports and
was a great fan of the St.
Louis Cardinals, Iowa
Hawkeyes
and
Dallas
Cowboys. He took pleasure
in collecting coins, and will
be remembered most for his
time spent with
family, friends and
his dogs.
Survivors
include his wife of
43 years, Jeanette
Lee Payne Klicker,
who he married
September
11,
1971 in Bladensburg, Iowa; four
children: Trent (Melissa)
Klicker of Seneca; Kelly
(Randy) Green of Quincy;
Wes (Kim) Klicker of
Mazon; and Ryan Klicker
(Adrienne Brady) of Morris.
His mother survives in
Agency, Iowa. He leaves 15
grandchildren, to whom he
was the proud papa: Cole,
Abby, Maddy, Casey, Dison,
Teira,
Braelyn,
Anna,
Cayden, Lexi, Hayden,
Leslie, Haylee, Merek and
Jackson; one brother, Chuck
(Jeanne) Klicker of Texas;
two sisters: Kathy (Dan)
Thrasher of Agency, Iowa;
and Jody (Bill) Conrad of
Cedar Rapids, Iowa; one
brother-in-law,
Mike
(Letitia) Payne; and two sisters-in-law, Janeen (Bryan)
Morris and Jo Ellen (Scott)
McDowell; as well as his
dear companion, “Bear
Dog.”
Ron was preceded in
death by his father; and one

Focusing attention to the
importance of preserving
important historic materials,
Joyce Schmale talked about
how she and her husband,
John, acquired an 1861
Republic of Louisiana Flag.
Recognizing the incredible
historic significance of the
flag, they wanted to give it a
final home where it would
be available for viewing by
the public. After some years
and much consideration they
decided to donate the flag to
the
Museum
of
the
Confederacy (now The
American
Civil
War
Museum) in Richmond,
Virginia. At this time it is the
only Republic of Louisiana
flag that has been conserved
and on public display. It is
the only conserved State
Republic flag known to
exist. John and Joyce
Schmale attended the flag
unveiling ceremony held at
the
Museum
of
the
Confederacy, Richmond, VA
on April 30, 2014.

high school diploma. A similar bill has been either
passed or introduced in
North Dakota, Louisiana,
Missouri, New Mexico,
Oklahoma, South Dakota
and Utah. Other states across
the country are expected to
follow Arizona’s lead in
requiring America’s students
to have basic knowledge of
history, government and citizenship. Test questions are
based on subjects such as the
Founding Fathers, the Bill of
Rights and U.S. presidents.
The law, called the
American Civics Act, was
inspired by the Civics
Education Initiative.

11th. Regent Jean Fox stated
that the Awards program for
the five state JAC winners
and the American History
winner will take place on

parents and teachers of the
JAC winners to inform them

decriminalizes possession of

Policy Institute, says it
would redirect criminal-justice resources to focus on
crimes with more victims
and public safety risks than
marijuana possession.

around a few thousand people in the 1970s but that

towards focusing on
streamlining and reducing
our prison population. It’s
not just about this one drug.”
If passed, HB 218 would
punish marijuana possession
under 30 grams with a fine
of $100, and would lower
penalties for possession
of over 30 grams but
less than 500.
Currently possession of 30
grams of
marijuana
is punishable by up
to one year
in prison.
Marijuana
possession
already has
been decriminlized in more than a
dozen states and Washington
D.C.
Jackson Green says
Illinois has the fifth highest
arrest rate for marijuana possession and those arrests dis-
proportionately fall on
minority communities.
“It does matter that these
are the people that tend to be
punished most for this crime
and it affects your ability to
later go on and find employment, get admission to college, to apply for student
loans,” he says. “It can have
a really big impact on your
future career prospects.”
Jackson Green says there
are economic benefits to
locking up fewer people.
Research from the Vera
Institute found it cost more
than $38,000 a year to
imprison someone in Illinois
and Jackson Green says the
state’s prison system is more
than 150% of capacity.
