SMO The Santa Monica Fire Department
bolstered its ranks Saturday with the
graduation of seven new recruit firefighters.
City officials, friends, family and fellow
firefighters filled the Museum of Flying at
the Santa Monica Airport to see the nowprobationary members of the department
receive their badges and be sworn into
service.
Before the event, the recruits — Clark
Coble, Zigifredo Hernandez, Brandt
Loucks, Brian Sathre, Austin Tuer, Charles
Walker, and Nicholas Zuppardi — gathered outside in the parking lot and circled
in prayer. It was something they started
right before their first test, the men said,
and the exercise always seemed to calm
nerves and bring them closer together.
They came from different places: a few
were already working firefighters for
other cities and counties, one brought an
emergency medical technician background, another a police officer.
When they marched into the museum
before the waiting crowd they were in
perfect unison.
“Who are we?” one called out.
“SMFD!” the others proudly replied.
The recruits were put through a rigorous 12-week academy that started each
day at 5:45 a.m. with a grueling physical
workout, Captain Sean Van Sluis told the
audience. Then there was classroom
instruction and afternoons running
through strenuous drills, going up and
down ladders, handling the hoses and
water, and simulating fire and medical
emergency operations. The men were also
trained for hazardous materials, auto
extractions, urban search and rescues and
wildland firefighting.
“These firefighter are definitely prepared,” Van Sluis said.
Fire Chief Scott Ferguson told the men
the department was ready to put them
into action.
“While you’ve had it tough in the
academy you know the real work begins
after you’ve put the badge on your uniform,” Ferguson said.
Ferguson and other fire officials who
spoke also acknowledged the family
members and significant others who supported the recruits through their training.
Clark Coble, the class speaker, said the
group may have passed the academy, but
the “real test” was ahead.

40 months behind the Inyo County detention facility’s barbed wires as tens of thousands of Japanese Americans were interned
by the U.S. government during World War II
at sites across the western half of the country.
He and his family shared a small shelter
with another family. It had a single light bulb
and no running water.
Maeda came back to Southern California
after the war — he has lived in Mar Vista
since 1958 — and he struggled to come to
terms with how he and other internees had
been treated by their own country.
“Whenever I came near this intersection,
I would react with deep emotional feelings,”
he said at a 2012 event — 70 years after the
start of his imprisonment. “(But) ... that visceral feeling has been replaced by feelings of
hope.”
His hope is due in part to serious
momentum in the effort to install the Venice
Japanese American Memorial Marker, which
he and other organizers have sought for
years to put in place at the busy Los Angeles
intersection where hundreds of Santa
Monica, Malibu and Venice residents boarded buses to Manzanar.
The memorial committee has been hard
at work to bring the project to fruition,
winding its way through numerous local and
state government agencies to receive
approval and appropriate permits.
In 2012, the National Park Service awarded organizers a $50,000 grant to design,
build and install a commemorative obelisk.
This past August, members of the memorial committee and a representative of Los
Angeles City Councilor Mike Bonin presented plans to the Cultural Affairs Commission,
which approved the project.
On March 25, the L.A. public works
board approved a recommendation by the
city’s Office of Community Beautification to
allow for the 9-foot-6 monument to be
erected at the northwest corner of Lincoln
and Venice boulevards.
As the committee awaits additional permits and hashes out a required maintenance
plan, it will host its fourth-annual fundraiser April 23 at Hama Sushi (213 Windward
Ave.) in Venice. The restaurant’s proprietor,
Esther Chaing, has donated more than
$7,500 towards the monument over the last
three years.

Dear Editor,
We should like to respond to the article Zoning
Issues: Child Care, Marijuana, Residential Density published on April 10, 2015. This article mentions the
Zoning Ordinance Update rules for medical marijuana
dispensaries. Santa Monicans for Safe Access
(SAMOSA) would like to point out a few important
things, as follows.
The article says “Despite the plethora of options in
the surrounding municipalities ... .” In fact, there is not
a plethora of LEGAL dispensaries in surrounding
areas. Of the total 134 dispensaries Los Angeles
allowed a couple of years ago, less than 50 of these
legal dispensaries remain. Plus, only a few of them are
on the Westside. Any other dispensary is illegal.
Surely, it is unsafe and unwise to encourage patients to
go to illegal dispensaries. Moreover, if there is a
plethora of any type of business outside of Santa
Monica, it is alcohol stores and drug stores. And yet,
our reasonable and compassionate City officials do not
ban those types of stores from Santa Monica. Nor are
residents required to drive outside the City to visit
these stores.
This article also states that “The Police
Department and the city officials had opposed that
inclusion [of dispensaries], noting that residents could
simply order delivery .... .” However, in an SMDP article
published last February 5 (Planning Officials Say No To
Pot Shops), the SMDP confirmed that only one of the
four delivery services cited at that time by City Staff
was legal. Today, there are no — as in none — legal
delivery services anywhere in LA. Worse, last year in
other press articles, City Staff acknowledged that any
delivery service operating in Santa Monica would have
to have a Santa Monica business license. And yet, City
Staff confirmed that none had been issued. SAMOSA
believes that it is very unsafe to invite illegal delivery
services into one’s home. The Police, Chief Seabrooks
said in her testimony to the Planning Commission that
if the City asked her, the Police would have no problem
policing medical marijuana dispensaries — just as they
do for any other business.
Finally, the article says “most” of the Planning
Commissioners supported allowing dispensaries. In
fact, five out of the six then present Commissioners
supported allowing dispensaries. The baseless myth
regurgitated in the article that dispensaries lead to
more crime has been resoundingly shown to be a
shameful scare tactic reminiscent of “Reefer
Madness.” indeed, UCLA studied this very issue
(“Exploring the Ecological Association Between Crime
and MMD” [Medical Marijuana Dispensaries]). UCLA
found the opposite to be true — crime DECREASES in
neighborhoods where dispensaries operate. Legal dispensaries have robust security plans which decrease
crime in their surrounding areas.
The ordinance permits only two dispensaries within
a very limited and well thought out zone. They are
barred from being close to schools, parks and other
sensitive uses. The ordinance is fair, reasonable and
compassionate. The near unanimity of Commissioners
who supported this ordinance mirrors the 90 percent
or more (according to a “Field Poll”) of Santa Monicans
who desire legal, local and safe access to medical marijuana.

Will residents lose when council
“OKs” zoning revisions?
TOMORROW EVENING AND WEDNESDAY
evenings, City Council will review and officially promulgate nearly 500 pages of zoning
code updates required by the adoption by
the Land Use and Circulation Element
(LUCE) part of the city’s master plan.
There are literally dozens of updates that
have residents up in arms. They are mostly
revisions that would facilitate a marked
increase in development throughout the city
as well as lead to much higher and denser
mixed-use (apartment/retail) developments
and inappropriate commercial uses in residential neighborhoods.
The most despised revisions would allow
“Activity Centers” for larger commercial
properties when (and if) they are redeveloped. Examples are the Rite-Aid/Von’s properties at 14th and Wilshire Boulevards,
Bristol Farms property at Wilshire and
Berkeley Street and the Albertson’s Center at
Lincoln and Ocean Park Boulevards.
These could become regional shopping
centers like Santa Monica Place - massive
structures soaring 57 feet with another 14 to
18 feet for walls to mask rooftop mechanical
equipment, elevator shafts, cell towers, heating and air conditioning. Total height: 75
feet.
The “activity centers” would cover most
of the lot with retail stores, apartments,
offices and huge parking garages
Community benefits would include open
courtyards, prominent sidewalk facings
and bicycle amenities. Other amenities
would include huge increases in traffic,
noise, pollution and structures towering
four floors over single and two floor
homes, next door.
One of the goals of the updated codes is
to concentrate development near transit
lines, so city planners want to add Tier 3
developments - four to six floor tall apartment buildings with ground floor retail
components - to most major thoroughfares
such as Wilshire, Santa Monica, and Lincoln
Boulevards. However the presence of these
larger mixed use structures will also cause
traffic, increased density and crowding as
well as infringe upon adjacent residential
neighborhoods. Council needs to say “No”
to Tier 3, too.
To a lesser extent, Montana Avenue and
Main Street would have a ‘bonus” height
added to their zoning when a developer
includes affordable housing in its plans.
This would enable three floor buildings on
primarily single and two floor commercial
streets and forever change their scale and
unique ambience. Let me say it again:
Social engineering makes for bad city planning.
The leaders of Santa Monica Forward
(SMF), that new citizen’s group that claims
an exclusive right to promote “values that
will shape the future of the city,” have
requested code updates to allow commercially operated early child care/education
centers to operate in single-family home
neighborhoods.
Enter former Mayor/councilwoman and
current Santa Monica for Renters’ Rights
Steering Committee member Judy Abdo
who was the Director of Child Development
Services for the Santa Monica Malibu
Unified School District before retiring and is
a member of City Hall’s Early Education and
Childcare Task Force. She and a handful of
fellow school/education supporters are lobbying hard for this exercise in excessive
social engineering over good planning.
Commercial businesses operating in residential neighborhoods is a major source of
problems. For example, City Hall’s possibly
illegal “OK” for the conversion of a 1920sera apartment building into the Palihouse
Hotel in the middle of a multi-family
neighborhood at Third Street and
Washington Avenue has caused nothing but
grief for neighbors by exacerbating parking
problems, traffic and “round-the-clock”
noise.
A friend (who asked for anonymity) from
a Mid-City neighborhood has an early childhood education/daycare center operating
out of an adjacent condo. He told me about
constantly being subject to “the noise of crying of infants to toddlers which cause one to
always wonder when is there true suffering,
abuse or neglect.” In addition to noise all
day, vehicles come and go from early morning until well into the evening dropping off
and picking up children. The facility applied
for and received reduced time “pedestrian
loading” parking that virtually eliminates
two, scarce, on-street parking spots.
Abdo and her cohorts also want these
daycare/early childhood education facilities
to allow outdoor play to 8 p.m. Proposed
code revisions would restrict outdoor activity to no later than 6 p.m. Playground noise
puts an undue and unnecessary burden on
those living next to them - especially when
these playgrounds may be as close as ten or
twenty feet. Later hours only builds a
stronger case for why these uses should not
be in single family residential neighborhoods.
Present zoning allows childhood education/daycare operations in single-family
neighborhoods, but getting a permit to do so
requires an extensive bureaucratic process
including hearings before the Planning
Commission and City Council. However,
this revision is needed so residents shouldn’t
have to spend inordinate amounts of time,
money and energy fighting non-conforming
uses that should be prohibited outright.
I agree that “high quality early childhood
education for working families is truly
indispensable for our community” although
there is a time and place for everything and
single family neighborhoods are not the
place for traffic generating, noisy businesses
even if they have a noble purpose. Abdo’s
pet projects shouldn’t become a burden to
residents and prevent the enjoyment of
quietness and tranquility of one’s own
home.
I’m betting City Council they will throw
residents a bone and eliminate “activity
Centers” and do a token Tier 3 reduction
unless affordable units are involved. They’ll
do what they always do and go with their
personal social engineering agenda by voting
for more development overall then justifying
it as a benefit to the community and allow
commercial child care/education businesses
in residential neighborhoods. I hope I’m
wrong, but I feel a screwing coming.

Will Our Zoning Code Be a
Blueprint for Displacement?

how many parking spaces should be allotted
for any new property. The commission recommended that parking requirements be
determined based on use and whether or not
the project is located in commercially zoned
areas near the incoming Expo Light Rail or
high service transit areas around Lincoln
and Pico boulevards or Santa Monica
Boulevard at Fourth Street.
“A parking maximum would also be
established, allowing a relatively small proportion of additional parking spaces to be
provided by right with the two exceptions,”
city officials said in their report to council.
“1) additional parking being permanently
provided as public parking or 2) replacement parking fulfilling the requirement for
another use.”
The traffic demand management (TDM)
requirements for developers would be
increased.
“The Draft Zoning Ordinance would
lower the threshold at which an Emission
Reduction Plan is required from 50 or
more employees to 30 or more employees,”
the report to council says. “For developers
the threshold for requiring an annual
TDM plan would be 7,500 square feet for
non-residential projects and 16 or more
units for residential projects; and the
intensity of TDM that is required for a
project/employer would be based on the
proximity to transit services with higher
Average Vehicle Ridership targets in transit-rich districts.”
Preservationists rely on City Hall’s
Landmark and Structure of Merit designations to keep landowners from tearing
down or altering historically significant
buildings.
Under the proposed ordinance, modifications to the height standards would only be
authorized if a Landmark or Structure of
Merit was being preserved. As a result two
height modification allowances would be
established.
This would allow developers to do more
if they are saving old, significant buildings
within certain boundaries.
EXISTING HOTELS
The current ordinance prohibits hotels in
certain residential neighborhoods but does
allow those in existence prior to 1995 to continue its service.
“This provision allows such existing
hotels to remain and be rebuilt or expand
consistent with the governing development
standards,” city officials said. “The Draft
Zoning Ordinance would change this categorization of existing hotels from permitted
to legal non-conforming. As with all legal
non-conforming uses, this change would
not require these uses to cease operation and
such uses would be authorized to be rebuilt
if damaged or destroyed through any nonvoluntary event.”
This would allow existing hotels to continue to operate but would halt intensification or expansion, city officials said.

tions facing us as we consider our first comprehensive zoning update in 30 years is
whether we will truly be able to preserve
Santa Monica’s existing neighborhoods.
That won’t happen if we turn our backs
on the vision in the Land Use and
Circulation Element (LUCE), which we vetted as a community and the City Council
unanimously approved in 2010, by eliminating the possibility of building new homes on
our commercial boulevards.
As part of the six-year LUCE process, we
agreed, as a community, that we wanted to
put new homes on the boulevards and near
transit precisely because we didn’t want desperately needed new homes to displace longterm residents in existing neighborhoods.
In order to make that happen, we agreed
to allow some four-to-five story buildings —
all residential above the first floor — on our
commercial boulevards. As we are about to
adopt a new zoning update, some now want
to undo the years of work by the community and limit standards along our boulevards
in what would amount to a de facto moratorium on housing there.
By taking away the option to build future
housing on the boulevards, we would be setting the stage for a potentially disastrous
wave of displacement of long-term residents, many of whom benefit from controlled rents.
Unfortunately, the Ellis Act allows that
and the city has no control over this. But the
zoning decisions to fulfill the LUCE’s goal to
avoid displacement are completely within
the Council’s control.
Santa Monica in 1980 was home to
88,314 people. That number has inched up
to about 93,000 today. The pressure to build
new homes for the people who want to live
in Santa Monica has been mounting for 30
years and it will only continue to mount.
For the past 10 years or so, we have been
allowing a healthy number of new homes,
mostly concentrated in the downtown area.
But, we’ve seen that steady, moderate
progress screech to a near halt recently. Only
32 new homes have been approved since
January 2014.
The LUCE anticipates that we will add
4,955 new homes by 2030. That number
reflects Santa Monica’s fair share of housing
for the growing regional population. Our
great schools, resilient economy, and amazing climate will draw people here. If there
will be no new homes built on our commercial boulevards, we will see long-time rental
homes replaced by condos at rates similar to
what we are seeing in San Francisco.
Make no mistake: We cannot stop Santa
Monica from changing, but we can decide if
those changes will be for the better. Let’s not
turn the LUCE, our community’s roadmap
for a sustainable future, into a blueprint for
displacement.

most of whom are complete strangers. And
we’ll be pushing our bodies to the limits to
do so. But we’ll be doing it together,” Coble
said. “It’s now time to put all of our training
to the test. It’s time to join our fellow Santa
Monica firefighters and make out training
cadre and our friends and family proud.”
The men then received their Santa
Monica Fire Department badges, which were
pinned on by persons of the recruits choosing. Doing the honor for Coble was his
father, retired Deputy Chief Kent Coble.
Together the group took their oath of
office.
The now-probationary firefighters also
received their station assignments on
Saturday, with some scheduled to report to
work the next day.
Captain James Altman, the president of
the local fire union, said after the ceremony
that getting the six additional firefighters
was critical to public safety. Department
staffing is already strained, a situation that is
exacerbated with the new Metro Expo Line
that cuts through the city. Saturday’s gradu-
ation brings the staff number up to 93, he
said, below a desired target of 105.
With a significant number of firefighters
retiring, the new firefighters will help the
department get to needed personnel levels,
said Ferguson before the graduation. The
Santa Monica City Council also signed off
on the hiring of six additional firefighters,
which will come through a second academy
class that’s expected to start in August.
There’s also the possibility of another class at
the start of next year and six new firefighters,
“that we’re hoping to get [approved] in the
middle of the two-year budget cycle,” the
chief said.
Having such turnover in the department
is a challenge, but comes with some advantages, the chief said.
Ferguson is retiring in May to take a position leading the Murrieta Fire Department,
said Saturday’s graduating class will be his
last with Santa Monica.
“You lose institutional memory, a lot of
experience with fires and understanding of
the community, but you bring in a whole
new batch of enthusiasm,” Ferguson said.
“So it’s a give and take.”

Point of no return

What is the best way to measure how
close we are to the dreaded “point of no
return” with climate change? In other
words, when do we think we will have gone
too far?

WHILE WE MAY NOT YET HAVE REACHED
the “point of no return” — when no amount
of cutbacks on greenhouse gas emissions
will save us from potentially catastrophic
global warming — climate scientists warn
we may be getting awfully close. Since the
dawn of the Industrial Revolution a century
ago, the average global temperature has risen
some 1.6 degrees Fahrenheit. Most climatologists agree that, while the warming to date
is already causing environmental problems,
another 0.4 degree Fahrenheit rise in temperature, representing a global average
atmospheric concentration of carbon dioxide (CO2) of 450 parts per million (ppm),
could set in motion unprecedented changes
in global climate and a significant increase in
the severity of natural disasters - and as such
could represent the dreaded point of no
return.
Currently the atmospheric concentration
of CO2 (the leading greenhouse gas) is
approximately 398.55 parts per million
(ppm). According to the National Oceanic
and Atmospheric Administration (NOAA),
the federal scientific agency tasked with
monitoring the health of our oceans and
atmosphere, the current average annual rate
of increase of 1.92 ppm means we could
reach the point of no return by 2042.
Environmental leaders point out that this
doesn’t give us much time to turn the tide.
Greenpeace, a leading environmental advocacy group, says we have until around 2020
to significantly cut back on greenhouse gas
output around the world — to the tune of a
five percent annual reduction in emissions
overall — if we are to avoid so-called “runaway” climate change. “The world is fast
approaching a ‘point of no return’ beyond
which extremely dangerous climate change
impacts can become unavoidable,” reports
the group. “Within this time period, we will
have to radically change our approach to
energy production and consumption.”
In a recent lecture at Georgetown
University, World Bank president Jim Yong
Kim reported that whether we are able to cut
emissions enough to prevent catastrophe
likely depends on the policies of the world’s
largest economies and the widespread adoption of so-called carbon pricing systems
(such as emissions trading plans and carbon
taxes). International negotiators meeting in
Paris next December are already working to
hammer out an agreement mandating that
governments adopt these types of systems to
facilitate emissions reductions. “A price on
carbon is the single most important thing we
have to get out of a Paris agreement,” Kim
stated. “It will unleash market forces.”
While carbon pricing will be key to mitigating global warming, Greenpeace adds
that stemming the tide of deforestation in
the world’s tropical rainforests and beyond
and adapting our food systems to changing
climatic conditions and increasingly limited
resources will also be crucial to the health of
the planet.
“Without additional mitigation, and even
with adaptation, warming by the end of the
21st century will lead to high to very high
risk of severe, widespread and irreversible
impacts
globally,”

(IPCC), an international group of leading
climate experts convened by the United
Nations to review and assess the most recent
scientific, technical and socio-economic
information on global warming. Indeed,
there’s no time like the present to start
changing our ways.

ON APRIL 4 AT APPROXIMATELY 10:50 A.M.
Officers responded to a report of an assault with a deadly weapon in the 2100 block of
Delaware Avenue. Upon arrival, officers made contact with the victim which stated that
she was inside of her residence when a woman, later identified as Dana Brown, 51, was
standing in front of her residence yelling obscenities. The victim went on to ask Brown
to leave; five minutes later she was seen entering a parked vehicle.
As the victim walked out of her home and toward her vehicle, Brown was sitting in her
vehicle when she began to yell at her and drive her vehicle toward her. At this point, the
victim realized that there was a male passenger in the vehicle. Hearing the sound of the
vehicle accelerating and in fear of being struck, the victim jump out of the way and she
noticed that the vehicle made its way up the curb. The driver and passenger were apprehended and identified by the victim as the two subjects in the vehicle. Brown was booked
for assault with a deadly weapon. Bail was set at $30,000.

advertising contracts, collection of
billed and prepaid accounts, management of the back office database
and publishing systems. Management
of website advertising contracts and
execution of placements and billing. This position is responsible for
monthly billing, application of payments, reconciliation of A/ R and
bank and merchant service deposits.
Also responsible for management
of the classified data entry and billing/ payment systems. This position
will direct and oversee the approval
of office purchases, phone coverage
and customer coverage. Manage all
legal advertising of existing and new
customers. Market the newspaper
to agencies through direct contact,
email and by ensuring representation
in all listing collateral for qualified
publications. Manage all City legal
advertising Human Resources: Manage intake of new employees, train in
relevant areas, assist with paperwork,
employee benefits and general office
policies and procedures. Monitor sick/
vacation days for staff. Additionally,
applicants must have strong grasp of
the Microsoft Office Suite as well as be
proficient in the Macintosh operating
system. Applicants must be organized
and deadline orientated, get along
well with others and have strong interpersonal skills. The position is 30
hours per week. 9 AM - 2 PM Monday
- Thursday and 9 AM - 5 PM on Friday.
