PROCEDURE OF ENTRANCE EXAMINATION AND SELECTION OF CANDIDATES
FOR DM/MCh SUPERSPECIALITY COURSES AT
MEDICAL COLLEGES/INSTITUTIONS IN
MAHARASHTRA FOR THE YEAR 2015
1. INTRODUCTION:
Govt. of Maharashtra has been conducting Superspeciality entrance examination (MHSSET) since 1990. The merit list of this entrance examination (MH-SSET-2015) will be
utilised for selection of candidates for admission to all DM & MCh Superspeciality courses at
the Medical colleges/Institutions in the state of Maharashtra in the academic year 2015-2016
1.1 Clarification
The Hon’ble Supreme Court (Bench of Hon. 7 judges) has delivered a judgment on
12/8/2005 in the case of P. A. Inamdar in respect of ‘rights and entitlement’ of Government
as against Private Professional Educational Institutions (including Private Medical
Colleges/Institutions conducting Superspeciality Postgraduate Medical Courses). This
judgment expects enactment of legislation by Central Government and in its absence, by
State Government in this regard. This process has been initiated. However it is not certain,
as of this date, as to when such legislation will come into force, as also its provisions.
In the meanwhile, in terms of the observations of the Hon’ble Supreme Court from
the aforesaid judgment, at least at this stage, it appears that State Government cannot claim
any quota/seats in these colleges/institutions and consequently cannot effect admissions in
these Private Medical Colleges/institutions, except to the extent agreed to with certain
institutions.
It is therefore made clear that on the aforesaid interpretation and advice given to the
State Government, this Brochure will not apply to the admissions to be effected in the
academic year 2015-2016 at the Private Medical Colleges/Institutions, in so far as
Superspeciality Postgraduate courses are concerned, with the above exception.
However, it is made expressly clear that if, after issuance of this Brochure, either on
account of any legislation or on account of any different interpretation/opinion/advice or due
to any judgment/order passed by any court of law or even otherwise, the State Government
is found entitled to any seat(s) in the Private Medical Colleges/Intuitions and consequently
entitled to effect the admission(s) to such seat(s), the rules and regulations set out in this
DMER, Mumbai
-1-
MH-SSET 2015 Brochure
Brochure will be made applicable to such seat(s) and admission(s). In such event, a
separate intimation will be issued with appropriate details.
It is also made hereby clear in no uncertain terms that the same ‘Common Entrance
Test’ that is proposed to be conducted in terms of this Brochure will govern such
admission(s), if any.
1.2 It is perceived that to become a Superspecialist, one needs to be a good generalist.
Hence this entrance examination gives a fair chance to all eligible generalists to compete for
the coveted seats. The entrance examination will be in the form of multiple - choice
questions (MCQs). The answer paper will be scanned and data response generated will be
assessed with the help of computer software to generate the marks and merit. The chances
of error in this assessment system are nil. The admissions will be done on the basis of
MERIT in MH-SSET examination.
1.3 The brochure for MH-SSET-2015 contains detail procedures of online application
form for entrance examination as well as rules for admission to various DM & MCh
Superspeciality Courses, subject to eligibility criteria.
It also contains procedure for
admission, process of selection, number of seats available and the names of institutes
where these courses are conducted. These procedures are compact, specific and selfexplanatory. These procedures are applicable to the seats available for the year 2015. No
promise is implied therein for subsequent year(s) and no expectations be based on these
procedures for future.
2. DEFINITIONS of important terms are given in annexure "A"
3.
The Directorate of Medical Education And Research will conduct MH SSET 2015
examination.
4.

The appeal/representation should be submitted to DMER, within 48 hours of cause of
