Dear participants of the 2015 Global Forum
on Modern Direct Democracy!
Welcome to Tunis, Tunisia, and the University of Carthage, one of the largest higher
education institutions in Tunisia. Welcome to the 5th World Conference on Active
Citizenship and Participatory Democracy.
Tunisia is a country in full transition. Since the revolution four years ago, we have
been able to establish institutions to support the political, social and economic
dynamics of Tunisia. The most critical was - without any doubt - the Higher Authority
for Realisation of the Objectives of the Revolution, Political Reform and Democratic
Transition. This Commission opened the door and paved the way for the first free and
fair elections in our country in late 2011.
As a next step, a Constitutional Assembly was elected, and it drafted a new,
modern and democratic constitution. This process was supported by both a transitional government and a strong civil society, which is committed to the progress of
people power and the social cohesion of the country.
The people of Tunisia further honoured this revolutionary path to democracy by
electing - for the second time - a legislature in October 2014. In December 2014, the
people elected a new head of state.
As a key player in this process, the General Trade Union of Tunisia (UGTT) has been
instrumental in making democratic ideas more common among citizens and supporting
the further modernization of the country.
Now is the time to bring the ideas and practices of direct and participatory democracy
to the local and regional level, where the first elections will be held in the near future.
To decentralize Tunisia by active participation of its citizens will be an important step
towards a better balance and equality between different parts of the country.
In this spirit, the University of Carthage and the UGTT are together hosting the 2015
Global Forum on Modern Direct Democracy in Tunis. It is a unique opportunity to
make you all part of our common effort towards active citizenship and participatory
democracy on all political levels - and to show all kinds of anti-democratic forces that
we will not let them scare us!
The Global Forum will take place on the Campus of the National Institute of Agronomy
of Tunisia (INAT). The forum is an expression of the people power dynamism
established by the declaration of the 2nd Republic, the formation of a new coalition

government, and the establishment of public institutions to safeguard our achievements
in the medium- and long-term.
The 2015 Global Forum offers a historic opportunity to discuss, assess and consider the
next steps in implementing the constitutional requirements to decentralize the country
by participatory means. The role of young people, women and the protection of our
cultural heritage and environment will also be important subjects at the Forum.
After all, it was young people who started the Arab Spring with the Revolution in
December 2010 – with the goal of building a better future for everybody.

Bienvenue à Tunis, en Tunisie et à l'Université de Carthage, l’une des institutions
d'enseignement supérieur les plus anciennes et les plus grandes du monde. Bienvenue à
la 5ème Conférence Mondiale sur la Citoyenneté Active et la Démocratie Participative.
La Tunisie est pays en pleine transition. Depuis la révolution, nous avons pu établir des
institutions pour soutenir la dynamique politique, sociale et économique de la Tunisie.
La plus éminente était - sans aucun doute - la Haute Instance pour la Réalisation des
Objectifs de la Révolution, de la réforme politique et de la transition démocratique.
Cette commission a ouvert la voie et a frayé le chemin pour les premières élections
libres et honnêtes dans notre pays à la fin de 2011.
A l’issue de cette étape, une Assemblée Constituante a été élue et a rédigé une
nouvelle constitution moderne et démocratique. Ce processus a été soutenu tant par
un gouvernement transitoire que par une société civile forte et engagée pour le
développement du pouvoir du peuple et pour la cohésion sociale du pays. Le peuple
tunisien a couronné plus tard ce chemin révolutionnaire à la démocratie en élisant pour la deuxième fois - l’Assemblée des Représentants du Peuple en octobre 2014 et
un nouveau chef d'État, en décembre de la même année.
Acteur principal dans ce processus, le Syndicat Général de Tunisie (UGTT) a contribué à la cristallisation des idées démocratiques les plus communes aux citoyens et au
soutien de la nouvelle modernisation du pays. Maintenant, il est temps de concevoir les
idées et les pratiques de la démocratie directe et participative au niveau local et régional dont les premières élections seront bientôt organisées. Décentraliser la Tunisie par
la participation active de ses citoyens sera un pas important vers un meilleur équilibre
et une égalité entre les différentes régions du pays.
Dans cet esprit, l'Université de Carthage et l'UGTT accueillent ensemble le Forum Mondial
2015 sur la Démocratie Directe Moderne à Tunis les 14-17 mai. C'est une occasion unique
de vous faire part de notre effort commun vers la citoyenneté active et la démocratie participative sur tous les niveaux politiques - et de montrer notre solidarité face à toutes les forces
antidémocratiques que nous ne laisserons pas nous intimider!
Le Forum Mondial aura lieu au campus de l'Institut national d'Agronomie à Tunis
(INAT). Le forum est une expression du dynamisme du pouvoir du peuple établi selon
la déclaration de la 2ème République, la formation d'un nouveau gouvernement de
coalition et l’établissement d'institutions publiques pour sauvegarder nos acquis au
moyen et au long terme.

Le Forum Mondial 2015 offre une occasion historique pour discuter, évaluer et
envisager les prochaines étapes dans la mise en œuvre des exigences constitutionnelles
de décentraliser le pays par des moyens participatifs. Le rôle de jeunes, des femmes et
la protection de notre héritage culturel et notre environnement seront aussi des sujets
importants au Forum. Après tout, c'était les jeunes qui ont déclenché le printemps arabe
avec la Révolution de décembre 2010 - dans le but de construire un meilleur avenir
pour tout le monde.

Dear participants of the 2015 Global Forum
on Modern Direct Democracy,
Decentralisation by Participation is the focus of this 5th worldwide gathering of
experts, activists, supporters and observers of direct citizens’ participation in government. It is a key issue not only in our host country Tunisia, but also in many other
societies around the globe. So welcome to four days of intense conversation in Tunis
at the University of Carthage.
The Global Forum process is about sharing and comparing. We start with the proposition (and yes, as students of democracy, we use the word “proposition” advisedly) that
each and every one of us around the world has gained – through firsthand experience
and through study – valuable perspectives on the practice of democracy. And we
gather because we believe we all can benefit when we are able to share what we’ve
learned – in a safe space open to all – and to compare.
These are exciting and perilous times for those who believe in democracy.
Last year, more people participated in elections than ever before. But as democracy and
modern direct democracy grow in reach, they become more threatening to those who
would rule us un-democratically. And so our success in spreading the right of citizen
lawmaking to people around the world creates greater perils. This forum will focus on
how we respond to those threats – through decentralization of democracy, which provides a bulwark against threats, and by building new kinds of civic media and other democratic infrastructure.
No place on earth better represents today’s mix of excitement and peril than Tunisia,
four years after an improbable democratic revolution. The progress that our hosts have
made – progress about which we will hear so much during the forum – is exciting, and
it opens new opportunities. But it is accompanied by dangers, a tragic fact that the
world saw this March when terrorists attacked the national museum Bardo and killed
many innocent people.
The global forum process is now in its eighth year. Those of you who have joined us
previously – in Montevideo, in San Francisco, in Seoul, in Switzerland – know the
power of these gatherings. But we have never been so excited about a forum as we are
about this one. It is not just that our hosts — at the University of Carthage and among
the civil society organizations that have been so vital to democratization and the building of civil society in Tunisia – will impress you. It is not just that we will be gathering in spring, that most optimistic of seasons, in the birthplace of the Arab Spring.
It is that there is nothing so exciting as the experience of sharing in the stories of those
who have made difficult and democratic progress in these perilous times.

La décentralisation par la Participation est au centre de cette 5ème réunion mondiale
des experts, des activistes, des partisans et des observateurs de la participation des
citoyens directs dans la gouvernance. C'est un problème-clé non seulement dans notre
pays d'accueil la Tunisie, mais aussi dans beaucoup d'autres sociétés autour du globe.
Ainsi bienvenue à quatre jours de conversation intense à Tunis à l'Université de
Carthage.
La dynamique du Forum Mondial a pour objet le partage et la comparaison. Nous
commençons par la thèse (et oui, comme étudiants de la démocratie, nous utilisons le
mot "thèse" intentionnellement) que chacun d'entre nous, à travers le monde entier, a
gagné - par l'expérience immédiate et par l'étude - des perspectives de valeur sur la
pratique de la démocratie. Et nous nous réunissons parce que nous croyons que nous
pouvons tous en profiter quand nous avons la possibilité de partager ce que nous avons
appris - dans un espace sûr, ouvert à tout - et de comparer.
Ces temps-ci sont passionnants et risqués pour ceux qui croient en démocratie. L'année dernière, plus que jamais auparavant, les gens ont participé aux élections.
Cependant, comme la démocratie et la démocratie directe moderne prennent de l’envergure,
elles deviennent plus menaçantes à ceux qui nous gouverneraient d’une manière non démocratique.Ainsi, notre succès dans la diffusion de la législation du droit du citoyen aux gens
dans le monde entier, crée des périls plus grands. Ce forum focalisera sur la manière avec
laquelle nous devons répondre à ces menaces - par la décentralisation de la démocratie, qui
fournit un rempart contre les menaces, et par la création de nouveaux types de médias civiques et d'autres infrastructures démocratiques.
Aucun endroit sur la terre ne représente mieux le mélange actuel d'enthousiasme et de
danger que la Tunisie, quatre ans après une révolution démocratique inattendue. Le
progrès que nos hôtes ont réalisé - progrès à propos duquel nous allons tant entendre
pendant le forum - est passionnant et ouvre de nouvelles perspectives. Mais, il est
accompagné de dangers et de risques, mars dernier, le monde a vu un fait tragique
quand les terroristes ont attaqué le musée national du Bardo et ont tué beaucoup de
personnes innocentes.
Le processus du forum mondial est maintenant en sa huitième année. Ceux d'entre

nous nous réunissions au printemps, le plus optimiste des saisons, dans le lieu de naissance du printemps arabe.
C’est que rien n’est si passionnant que l'expérience de partage des histoires de ceux qui
ont fait un progrès difficile vers la démocratie en ces temps périlleux.

Social media is taking the world by storm. From new, interactive web sites to portable
apps, there is an increasingly diverse array of options for “plugging in.” While much
of this new technology focuses on casual communication for social purposes, it is also
being used for political communication and civic information/education. In this workshop, we are interested in discussing the rise of social media and its impact on political
participation – and to present various toolkit for direct and participatory democracy.

As one of the few Arab countries Morocco knows a couple of provisions of participatory and direct democractic provisions in it’s national constitution featuring a petition
and a popular agenda initiative right. Around these provisions a debate about the role
and possibilities of civil society organizations have developed – and many stakeholders have engaged in a public conversation and development work. This workshop
will introduce and share this interesting process and discuss the options and limits of
active citizenship and participatory democracy in Morocco and beyond.

Ask questions. Demand follow-up. Present own ideas. The web makes this possible and
we are seeing a rapid shift from one-way communication to true exchange. This implies a big step from indirect to direct democracy. The change is so dramatic that it is
no exaggeration to say: yes, we are witnessing a revolution!

THE GLOBAL FORUM PROCESS
Welcome to the Global Forum on Modern Direct Democracy-the dynamic, worldwide
support and development community for active citizenship and participatory
democracy.
This year’s 5th world conference in Tunis is hosted by the Global Forum International
Coordination Committee together with the Local Organization Committee at the
University of Carthage.
The Global Forum process was launched in 2008 in response to the rising use of forms
of modern direct democracy – especially initiatives and referenda – in countries, regions and municipalities around the world. Today more than 100 countries worldwide
have legally established forms of modern direct democracy. And these forms have been
used by citizens thousands of times, offering new avenues to active citizenship and
participative democracy – and making representative democracy more representative.
The first Global Forum in Aarau in autumn 2008 established the premier global network around these issues – by taking stock of the world’s most established polity when
it comes to modern direct democracy–Switzerland. The Swiss Republic did not invent
direct democracy, but it was invented by direct democracy. The 2008 Forum gathered
more than 100 activists and professionals from 20 countries across the globe and was
co-organized with the Aarau-based Center for Democracy at Zurich University.
At the Aarau Global Forum, participants focused on emerging opportunities to establish
and develop direct democratic tools like the citizens initiative at the transnational level
of the European Union. Ever since then, the Global Forum has examined various political contexts and the options and limits they present when it comes to make citizens’
participant in government more accessible and efficient. To remain relevant and flexible, the Global Forum process does not have a central, formal organization with a headquarters; it remains a vibrant, changing network of active citizens and organizations
that together take responsibility for this open and free event.
At the second Forum in Seoul in autumn 2009, more than 200 participants from 30
countries worldwide assessed the encouraging developments in post-autocratic countries such as South Korea, Taiwan and the Phillippines, and in regional powerhouses
like Japan, Australia and China. Modern Asian societies, we learned through the Seoul
gathering, are both keen and able to link the modern opportunities of the internet age
with the needs of reformed and transparent government structures. The 2009 Forum
was co-organized with the Korea Democracy Foundation and many other supportive
stakeholders in the region.
On its journey around the world, the Forum reached the American West and California in the summer of 2010. The San Francisco Forum, held in a hot spot for initiative
and referendum activities over the past century, gathered a record-number of almost
500 participants from across the state, the US and the world. It became clear however
that more direct democracy is not always beneficial to the culture of dialogue and

cohesion in a society as diverse as California. The 2010 Forum, hosted by the University of California Hastings College of the Law, not only triggered a great deal of reform debate within California but also offered many other recommendations on
transparency, open access and deliberation.
Another major result of the Global Forum process has been the development of several useful tools for understanding and charting the rules and practice of direct democracy. Chief among these are the open-source database Direct Democracy Navigator
and the multilingual media platforms swissinfo.ch/directdemocracy and
people2power.info. The latter links to citizens journalism portals such as Zocalo Public Square and Bella Caledonia.
In November 2012, the Global Forum finally reached south of the equator, meeting in
another worldwide hotspot of modern direct democracy: Uruguay. With its strong political parties the country have fashioned a potent mix of indirect and direct democracy
and a rich culture of citizens participation that survived the military dictatorship of
1973-1984.
The 2012 Forum, which gathered more than 250 worldwide democracy supporters
worked hard on questions of how to develop a participatory infrastructure that can support the comprehensive involvement of all peoples, especially minorities and the underprivileged. In a Montevideo statement issued at the forum’s conclusion, the
participants, referring to Art. 21 of the Universal Declaration of Human Rights the
Forum, concluded: ” We firmly believe that the power of citizens to make their own
laws (and not merely pick representatives) is both a basic human right we all have– and
a responsibility we all must bear. We are committed to advancing this right and responsibility – and we believe that, in doing so, we can change the world.”
The Montevideo Forum also resolved to hold the next world conference on citizens participation in a Arab country, a region that showed great promise towards for democracy. In acknowledging the requirements and traditions of the forum (an open and
free event in a safe country with promising outlooks), it took some time to find the
”next home” for the Forum: Tunisia. As the most advanced (and basically only) success story of the Arab spring, Tunisia managed in the last four years since its 2011 revolution to find an initial balance between differing internal interests. Thanks to its
strong civil society and wise political leaders, a new, modern and progressive constitutions was adopted in 2014, which also saw the first free elections to both the national parliament and the presidency. As a next big challenge the country is now beginning
the process of decentralizing its governing structure – a process mandated by the constitution that must be both participatory and must produce local and regional forms of modern direct democracy. This is the truly right moment to hold the 5th Global Forum,
which will take place in May 2015 at the University of Carthage in Tunis.

Bienvenue sur le Forum mondial a propos de la démocratie directe moderne- le soutien dynamique mondiale ainsi que le développement de la communauté vers une citoyenneté active et une démocratie participative.
La 5ème conférence mondiale de cette année à Tunis est organisée par le Forum Mondial Comité International de Coordination avec la Comité d'Organisation Locale à
l'Université de Carthage.
Le processus du Forum mondial a été lancé en 2008 en réponse à l'utilisation croissante
des formes de démocratie directe et moderne - en particulier les initiatives et référendums - dans les pays, les régions et les municipalités à travers le monde. Aujourd'hui,
plus de 100 pays dans le monde ont légalement établie des formes de démocratie directe et moderne. Et ces formes de démocraties ont été utilisés par les citoyens des
milliers de fois, ouvrant de nouvelles voie à la citoyenneté active et la démocratie participative - et rendre la démocratie représentative beaucoup plus représentative.
Le premier Forum mondial à Aarau à l'automne 2008 a établi le de premier plan de réseau mondial autour ces sujets, en faisant le point sur le plus établi des systèmes politiques du monde, quand il s’agit de la démocratie directe et moderne- le système
politique de Suisse. La République Helvétique n'a pas inventé la démocratie directe,
mais c’est la démocratie directe qui a inventé la République Helvétique. Le Forum
2008 a réuni plus de 100 militants et professionnels de 20 pays à travers le monde et
a été co-organisée avec le Centre pour la démocratie basé à Aarau à l'Université de
Zurich.
Lors du Forum Mondial Aarau, les participants se sont concentrés sur l’émergence
des possibilités d'établir et de développer des outils de démocratie directe comme l'initiative des citoyens au niveau transnational de l'Union Européenne. Depuis lors, le
Forum mondial a examiné des divers contextes politiques et les options et les limites
qui doivent être présenter quand il s’agit de rendre la participation des citoyens au gouvernement plus accessible et efficace. Pour demeurer pertinent et souple, le processus
du Forum Mondial ne dispose pas, une organisation centrale formelle avec un siège;
il reste un réseau dynamique et évolutif des citoyens et organisations actives qui prennent ensemble la responsabilité de cet événement ouvert et libre.
Lors du deuxième Forum à Séoul à l'automne 2009, plus de 200 participants venus de
30 pays du monde entier ont évalué les progrès encourageants dans les pays post-autocratiques comme la Corée du Sud, Taiwan et Philippines, ainsi qu’en puissances
régionales comme le Japon, l'Australie et la Chine. Nous avons appris grâce à la collecte de Séoul que les Sociétés Asiatiques modernes sont à la fois motivés et capables
de lier les possibilités modernes de l'ère de l'internet avec les besoins des structures

gouvernementales réformées et transparentes. Le Forum 2009 a été co-organisé avec
la Fondation de Démocratie Coréenne (Korea Democracy Foundation) et de nombreux autres intervenants de soutien dans la région.
En voyageant autour du monde, le Forum a atteint l'Ouest Américain et la Californie
à l'été 2010. Le Forum de San Francisco, tenue dans un endroit chaud en raison des activités d’initiative et de référendum au cours du dernier siècle, a rassemblé un nombre record de près de 500 participants de tout l'État (Californie), les États-Unis et le
monde entier. Il est devenu clair cependant que plus de démocratie directe n’est pas toujours bénéfique pour la culture du dialogue et de la cohésion dans une société aussi diversifiée que la Californie. Le Forum 2010, organisé par l'Université de Californie
Hastings Collège de la loi, n’a seulement déclenché beaucoup de débat sur la réforme
au sein de la Californie, mais il a également offert de nombreuses autres recommandations au sujet de transparence, l'accès ouvert et de délibération.
Un autre résultat majeur du processus du Forum Mondial a été le développement de
plusieurs outils utiles pour la compréhension et la cartographie des règles et de la pratique de la démocratie directe. Parmi ceux-ci sont la base de données open-source, Navigator de Démocratie Directe (Direct Democracy Navigator) et les plateformes
médiatiques multilingues wissinfo.ch/directdemocracy et people2power.info. Les derniers liens relient les citoyens avec des portails de journalisme comme Place Publique
Zocalo et Bella Calédonie.
En Novembre 2012, le Forum Mondial a finalement atteint le Sud de l'Equateur, une
réunion à un autre point chaud de la démocratie directe et moderne: L’Uruguay. Avec
ses partis politiques forts, ce pays a façonné un mélange puissant de la démocratie directe et indirecte et une riche culture de la participation des citoyens qui ont survécu à
la dictature militaire de 1973 à 1984.
Le Forum 2012, qui a réuni plus de 250 partisans de la démocratie à travers le monde
a travaillé dur sur les questions de la manière de développer une infrastructure participative qui peut soutenir la participation complète de tous les peuples, en particulier
les minorités et les plus démunis. Dans une déclaration de Montevideo publié à la
conclusion du forum, les participants, en se référant à l'art. 21 de la Déclaration Universelle des Droits de L'homme ont conclu: " Nous croyons fermement que le pouvoir
des citoyens de faire leurs propres lois (et non seulement choisir des représentants) est
à la fois un droit humain fondamental que nous le possédons et une responsabilité que
nous devons tous prendre. Nous sommes engagés à faire avancer la garantie de ce
droit et l’engagement à cette responsabilité - et nous croyons que, en faisant cela, nous
pouvons changer le monde."
Le Forum Montevideo a également décidé de tenir la prochaine conférence mondiale
sur la participation des citoyens dans un pays arabe, une région qui a montré de grandes

promesses envers la démocratie. En reconnaissant les exigences et les traditions du
forum (un événement ouvert et libre dans un pays sûr avec des perspectives prometteuses), il a fallu un certain temps pour trouver la "prochaine maison" pour le Forum:
la Tunisie. Comme le plus avancé (et fondamentalement seulement) histoire de succès
du Printemps arabe, la Tunisie est parvenue au cours des quatre dernières années, depuis sa révolution de 2011, à trouver un premier équilibre entre des intérêts divergents
internes. Grâce à sa société civile forte, ses dirigeants politiques sages, et son nouveau,
moderne et progressiste constitution, qui a été adoptée en 2014, la Tunisie a vu les premières élections libres à la fois au parlement national et à la présidence. En tant que
prochain grand défi du pays maintenant est commencer le processus de décentralisation de sa structure de gouvernance - un processus mandaté par la constitution qui doit
être à la fois participative et doit produire des formes locales et régionales de la démocratie directe et moderne. Ceci est le bon moment pour vraiment tenir la 5éme
Forum Mondial, qui aura lieu en Mai 2015 à l'Université de Carthage à Tunis.
