1. INTRODUCTION / RFP PROCESS
A. Purpose
The Salt Lake City Department of Airports (SLCDA, the Airport) is installing End of Runway
Deice Pads (EORDP) at the Salt Lake City International Airport (SLC). It is an operational
goal for aircraft deicing operations to be consolidated into a common use environment limiting
the number of vendors on the pads as well as reducing the amount of equipment transitioning
to and from the pads during deicing operations. This goal is driven by safety and
environmental considerations first as well as maximizing flow in and out of the pads.
The airport is served by seven carriers, and is a major hub for Delta Airlines. Four carriers
(Southwest, American/US Airways (combined), United and Alaska (growth) also have a
significant traffic presence. A deicing operation plan has been developed to minimize activity
on the deice pads and apply a management structure to reduce the probability and/or severity
of an incident or accident occurring in and around the deice pad environments. Delta will only
spray Delta and Delta Connection aircraft with their personnel and equipment. In addition it
is desirable to have one more spray vendor for all of the other carriers.
In support of a more common use deice environment the airlines serving SLC have formed a
“Committee” to oversee the implementation of this plan as well as to be the point of
coordination with the vendors who provide services for the deice operation. In addition to the
spray vendor discussed previously there are three other operational areas that support deicing
operations including: glycol purchase and inventory management, pad management and
management of the facilities. Pad management and management of the facilities will be
provided by the Airport.
An RFP with specific information to the prospective proposers concerning the solicitation and
award of a three (3) year management and service contract at the SLC Airport has been
advertised effective March 19, 2015.

A Mandatory pre-proposal meeting and site tour will be held in the _Kibbie Executive
Terminal at 09:00 AM local time on Wednesday April 1st, 2015. All interested proposers must
attend the pre-proposal conference to be considered for the award.
The Kibbie Executive Terminal is located at 337 North 2370 West, Salt Lake City, UT
 From I-215, exit at 700 North and go west
 At the T-intersection, turn left on to 2200 West
 Turn right at 340 North—there’s a blue sign at that street which says “General Aviation
Access 3” and it’s between rows of gray hangars. Drive straight ahead approximately 0.2
miles—the Executive Terminal is straight ahead at the end of that road and is labeled
with a large sign on the front of the building. You can park in the large parking lot on
your right (on the north side of 340 North).
 Once inside the front door, the meeting room is immediately on your right.

C. Minimum Qualifications
This request for proposal is open only to proposers with a minimum of 3 years of recent direct
and relevant aircraft deicing operations and facility management experience at a major airport,
whose size is classified by the Federal Aviation Administration as a medium hub category or
larger. This experience must include, at a minimum, the following:



Applications with complex mechanical deicing facilities including storage tanks,
pumps, refilling stations and computerized control systems.
Aircraft deicing operations of various aircraft size and type demonstrating safe and
effective fluid applications.
Maintaining mobile deicing systems while effectively and efficiently managing aircraft
flow during adverse weather conditions.
Interested firms must demonstrate this experience, be thoroughly familiar with Federal
Aviation Administration standards and environmental requirements and have a working
knowledge of FAA advisory circulars. The firms must also show they have been or are
certified for aircraft deicing using a major airline(s) Approved Deicing Program(s) with the
FAA to perform the services described in this RFP or demonstrate the capability to be certified
by the FAA when required by the airline or airport.
