6. Project outline
Dong Xuan Market is located in the
Northern part of Hanoi Ancient
Quarter. Dong Xuan Market was
named after an adjacent village.
Dong Xuan market is the biggest
market in the city with 6500 m2
shopping stalls.
The market was first renovated in 1890
The market was rebuilt in 1990 and 1995. Instead of
5 arches, there were 3 arches kept on the main
façade of the market. The below part was
constructed 3 floors.
Market in the urban network
Market is considered as a main part of the urban
network. Located in the Northern part of the
Ancient Quarter, Thang Long Royal Citadel and
Red River, DXM is a convergent point of the
whole city.
Because of the dense urban network, public
spaces around the market reduced sharply.
Additionally, a new line for electric car has been
organized with its stop right in front of the market.
The market was rebuilt in 1990.

Public spaces around the market from 1889 to 1990
Since its establishment, Dong Xuan Market has
become the center of the Ancient Quarter. Space in
front of the market’s main entrance is occupied by a
temporary market and a stop of the electric car line.

Despite of its chaos, the market is organized well
with dry and fresh market behind.
There is no need to change the market’s programs
but other problems such as high density traffic
flow.

There are 3 formative parts of the market

The market is zoned based on its product.
The remained parts are filled with other
activities. For example, the open space in
Hang Khoai street is used as delivery and
supply area. However, its connection to
Cau Dong street is not efficient.
Inside the market, activities are divided into floors. The
higher the floor is, the less activities are.

Parking around the market
Parking around the market occupies an
area of 1300 m2. It was designed to provide
sufficient spaces for each type of vehicles.
However, currently, there are not enough
spaces for truck parking and delivery,
especially in the area around Long Bien
Bridge.
Parking spaces are also overloaded. It is
necessary to establish a new permanent
parking space.
Case study: Hang Da Market
During its construction, the market was moved under its basement. Therefore, stall
owners also moved out and continued their business in other areas.
Since then, the market has no longer maintained its programs.
Activities of the public spaces are impoverished as well accesses.
Hang Da Market lost its characteristics and its important role in the ancient quarter.
The market is covered by massive parking spaces. The square in front of the market is
mainly used as traffic intersection. The current Hang Da Shopping Mall can not satisfy
any requirement of a shopping mall inside the ancient quarter.
If the project “Dong Xuan Market Shopping Mall” invested by HAPRO is realized, Dong
Xuan market will experience the same failure as Hang Da Market, in other words,
“loose its own manner and identity”
In order to preserve the ancient quarter, it is crucial to preserver Dong Xuan Market
and its surrounding area.
Circulation around the Ancient Quarter
All types of vehicles can circulate one-way inside
the ancient quarter. Daily vehicles circulate in the
North-South axis.
Observation:
- North-South axis and the Eastern part of the
market are suitable for tourism because of their
conveniences.
- Parking blocks the sidewalks.
- Electrical cars and cyclos are mainly used be
tourists
Circulation around the market
Dong Xuan Market is located in the North-South axis, the
main axis of the ancient quarter.
It directly connects with the truck delivery system on
dyke-road.
However, parking spaces are overloaded. Moreover, these
parking spaces encroach spaces for pedestrian and
neighborhood.
Pollution caused by vehicles is various in all types: air
pollution, noise pollution…
Stopping or parking during peak hours can result in
severe congestion.

PROPOSAL FOR A NEW ROAD HIERARCHY IN THE
ANCIENT QUARTER AND HOAN KIEM LAKE’S
SURROUNDINGS
3 proposals:
- Establish a new pedestrian path combining with new
parking area.
- Establish a new circulation separating cars and
motorbikes.
- Efficiently use current public transportation system/

It is convenient to deliver goods directly from Long Bien
Bridge to Dong Xuan Market and the dyke-road to entrance
in Hang Khoai street.
The loops system allows all types of vehicles to reach the
center of the ancient quarter except crossing it. It creates a
circulation around Dong Xuan Market
Parking spaces for cars and motorbikes are planned.
Keep the direct route from Hang Khoai street to Dong Xuan
Market.
Establish an frontage road adjacent to the dyke-road to
reduce accidents, especially in the congestion between
Long Bien Bridge and Tran Nhat Duat street.
Reduce stops for cars and motorbikes in the ancient
quarter.
5. STRATEGIES AND RECOMMENDATIONS
Recommendation 1
Main targets are:
- Reduce speed limit for cars.
- Add more trees.
- Improve lifestyle and conditions.
- Establish more sidewalks.
- Establish stops for cars and motorbikes.
- Construct multi-storey parking garage, replace small
parking houses.
- Renovate the fresh market.

Recommendation 2
Main targets are:
- Improve the public spaces around Dong Xuan marker,
Nguyen Thien Thuat street, parking areas and HAPRO
site.
- Redesign the façade .
- Transform Nguyen Thiet Thuan into delivery area.
- Prohibit trucks to access the ancient quarter.
- Move the fresh market to Hang Khoai street
- Establish parking areas for motorbikes.
New outdoor fresh market.
6. PROJECT OUTLINE
1) In the first project, we improve the living conditions.
2) Comparative project can not solve the current
problems.
3) Public spaces in Dong Xuan market is designed
mainly for pedestrian. This proposal is suitable for 2
projects.
4) New parking spaces (530m2) replaces the current
parking spaces for motorbikes with no harm to the
landscape of Huyen Thien Pagoda.
5) Rearrange parking areas for trucks.
6) Rebuilt the Fresh market but keep the number of
stalls.
7) These proposals have no relation to the project TTTM
HAPRO.
1) Drop-off taxi and parking in front of the market will be
limited in order to leave spaces for outdoor activities
and events.
2) The parking spaces for all types of vehicles will
connect directly with the market. The number of
motorbike stopping around the market will be
reduced. Parking areas will be upgraded into a multistorey garage with ground floor used for the night
market and stalls.
3) Fresh market in Nguyen Thien Thuat street will be
organized in a 1 floor buildings using light materials
that can not cover the market’s façade. Dry and fresh
food will be comparted by the flow of customers.
Proposal 2 – Phase 1
1) There is no need to rebuild the 2 arches in the 2 sides
of the market in order to restore its façade.
2) After 100 years, the city has changed significantly in
every aspects. Copying the exact design of the old
market can result in a disharmonious image of the
ancient quarter.
3) Taxi and electrical cars will be moved out of the area
in front of the market.
4) Parking spaces will connect directly to all market’s
floors through pedestrian bridges. Additionally, it will
be more convenient for delivering goods.
5) Area for delivering and supplying goods will be moved
to Nguyen Thien Thuat street where is much easier to
access from the dyke-road.
6) This suggestion can solve all the problems.
Proposal 2 – Phase 2
The 2nd phase of the project is the implementation of all
the 1st phase’s targets.
A new market with canopy and a public spaces in front of
the market will be established.
A new parking garage will replace current parking spaces
with canopy. It will be covered by light materials for
temporary use only. This garage will be mainly used for
motorbikes. Cars can be parked in the parking space
adjacent to the dyke-road.
The entrance of the market in Nguyen Thien Thuat street
will become an attractive destination with a new public
space attached.
A frontage road adjacent to the dyke-road will be
constructed in order to reduce accidents, especially in the
congestion between Long Bien Bridge and Tran Nhat Duat
street. Moreover, it will also provide more parking spaces
and safer pedestrian path.
This suggestion will make a great change in the
circulation around the market.
The fresh market will be moved to Hang Khoai street. It
will be constructed in 1 floor with retractable canopy.
The fresh market will attach to the public space in front of
Dong Xuan Market.
Current parking garage is not sufficient and only used
temporarily. It will be removed and replaced by a multistorey garage attaching to different floors of Dong Xuan
Market.
Delivering and supplying goods will be organized in
Nguyen Thien Thuat street. This solution will solve the
problems of congestion around the market and leave
spaces for public activities in the ancient quarter.
Public spaces in front of Dong Xuan Market will consist of
3 main parts:
- Shaded footpath for pedestrians
- One way traffic flow
- Parking spaces and stops for taxi
This project targets at pedestrians in the ancient quarter,
providing them a destination with various social events.
This space will be the end point of the night market and
the landmark of the whole ancient quarter.
Existing trees will be reserved and other types of trees will
be planted in front of Dong Xuan Market. It will create a
shaded footpath attracting different activities.
Space in front of Dong Xuan Market can be paved with stone
plates and decorated with trees and exterior benches for
pedestrians.
Deceleration lane
A deceleration lane will be established by heightening the
street level (maximum 13 cm) in order to reduce vehicles’
speed.
This solution has been widely used in Europe to encourage
social activities in public spaces.
