Minutes of meeting of review held by CMD, BSPHCLon 17.04.2015 for review
of work progress of ongoing Turnkey projects in South Bihar Power
Distribution Co. Ltd.
Review meeting was held by CMD, BSPHCL with representatives of executing agencies, and
officers of head quarter in the Conference Hall ofVidyut Bhawan, Patna on dated 17.04.2015 to
review'~.rogress and quality of rural electrification works carried out by turn-key .contractors in
seventeen districts of SBPDCL.

Progress of XIth plan Phase-II projects
Patna:
1. Mis SPML achieved 28 UE villages out of 74 villages targeted till April' 15. In 41 UEV,
work is in progress and in 5 UEV, work yet not started. Agency agreed to hand over 55
UE villages in April.
2. Also the agency achieved 11 IE villages out of 84 targeted lEV in April but agreed to
complete 25 IE villages in April.
Gaya:
Mis SPML achieved 143 UE villages out of 287 villages targeted till April'15. In 88

UEV, work is in progress and in 56 UEV, work yet not started. Agency agreed to hand
over 90 UE villages in April. Documents of only 40 UE villages were submitted by
agency.
2. Agency agreed to hand over 20 lE villages out of 179 targeted lEV in April.
Rohtas:
1. Agency has achieved 28 UEV out of36 UE villages. Documents of25 nos UEV handed
over and 16 villages were taken over. In 8 villages, work is in progress and agency
agreed to complete in this month.
2. Agency achieved 73 lE villages out of 125 targeted villages and agreed to complete rest
villages in April.
3. EEE Project pointed out that after giving several times SOR, the agency was not
rectifying the issues.
Nawada:
1. Agency has achieved 15 UEV out of targeted 22 UE villages. In 7 villages, work is in
progress and agency agreed to complete in this month.
2. Agency achieved 21 IE villages out of 73 targeted IE villages and agreed to complete
rest villages in April.
Bhojpur:
1. Agency has achieved 52 UEV out of 87 UE villages. In 30 villages, work is in progress
and in 5 villages only pole was dumped. Agency agreed to complete all villages in this
month.
2. Agency achieved 24 IE villages out of 67 targeted villages and agreed to .complete rest
villages in April.
Banka:
1. Agency has achieved 22 UEV out of 27 UE villages. In 4 villages, work is in progress
and in 1 village, work yet not started. Documents of 14 villages were handed over out
of which 11 were taken up. Agency agreed to complete all villages in this month.
2. Agency achieved 21 IE villages out of 123 targeted villages and agreed to complete rest
villages in April.
3. EEE Project Banka pointed out shortage of manpower which ,causes slow progress of
work.
4. CMD shows his displeasure against the poor progress of Mis Technofab and directed to
improve performance.
Nalanda:
1. Agency has achieved 32 UEV out of 44 UE villages targeted till April '15. In 12
villages work is in progress. Agency agreed to complete all villages in this month.
2. Agency achieved 26 IE villages out of 82 targeted villages and agreed to complete rest
villages in April.
3. Due to shortage
of manpower,
work progress
is still very slow in Parwalpur,
Karaiparsurai and Hilsa blocks after giving several reminders by EEE Project Nalanda.
Progress of XlIlh plan Projects:
Munger:
Work is in progress in all 8 nos targeted UE villages and agency agreed to complete all
villages till April' 15.
Jamui:
Mis Bajaj Electricals Limited agreed to complete all 24 nos. UE villages in April.
Buxar:
Agency informed that in 20 nos villages, WIP and agreed to achieve all 20 nos. targeted
UE villages till 30.04.2015.
Kaimur:
Mis ECI Engineering and Construction Limited agreed to complete 10 nos. UE villages
in this month. Work is in progress in all 10 villages.
Bhagalpur:
Agency failed to achieve 2 nos UEV targeted in March' 15. Cumulative target for April
is 7 UEV, in which work in only 5 UEV is in progress. CMD showed his displeasure
against slow progress.
Aurangabad:
Cumulative target of agency till April is 25 UE villages but work in only 7 villages is in
progress. Agency was directed to put extra manpower and start work in left over
villages immediately.
Jehanabad, Lakhisarai, Anval, Sheikhpura:
Agency was directed to submit their request letter for taking materials on loan basis, if
required, to achieve the 5 no's UEV target in Jehanabad and 8 no's UEV target for
Sheikhpura district in this month.
16/25 KV A Burnt DT Status:
1. All agencies are directed to submit their survey report and freeze till 25.04.2015.
2. Mis Chadalavada was directed to submit their request letter, if required, for diversion of
material on loan basis from Gaya store for urgently starting work for replacement of
burnt DT.

The progress of works for cluster-I
Date
i.e. Patna Town was reviewed. The review meeting was
focused on the targets allotted by CMO during the last review meeting held on 17/03/2015.
He
expressed deep concern over the progress which could not be achieved as per allotted targets.
TKCs were instructed strictly to adhere to the targets allotted in the review meetings. CMO
warned all TKCs that no further relaxation in achieving allotted targets shall be allowed to any
TKC in future and drastic action shall be taken in case of non achievement. MO, SBPOCL
informed that the progress of the projects is being monitored through weekly review meeting.
I. Construction of 31 os. PSS by Mis. Shyama Power India Itd.Gurgaon.
(LOA 0.-01102, Dt.- 06.01.2009 & repeat Order No.-456/457,
Dt.- 21.02.2011).
II.
Construction of 33 KV and 11KV lines for 31 Nos. PSS by Mis. Supreme & Co. Pvt.
Ltd., Kolkata.
(LOA No.-5311532, Dt.- 24.02.2010 & repeat Order No.-2687/2688,
Dt.- 29.11.2011).
Out of 31Nos. 2X5 MVA ,33111KV PSS ,21 Nos. PSS have been completed and charged
.Target for balance 10 nos. PSS and lines has been fixed as below:-

1. Andwas (Nalanda Dist.) ':PSS is almost complete and will be commissioned on 10.05.2015.Both the agencies
have assured to achieve the target.
2. Nuwaon (Jehanabad Dist.): PSS will be commissioned on 05.05.2015. Mis. Supreme assured that 33 KV Line
will be ready by 05.05.2015 and all 11 KV feeders will be ready by 15.05.2015.
3. Chiksaura Bazaar (Nalanda Dist.): PSS completed and will be charged with 33 KV line on 22.04.2015.
Two nos. 11 KV feeders are complete. Mis. Supreme assured that balance 02 feeders
will be completed by 30.04.2015.
4. Ghogha (Bhagalpur Dist.): - .
Mis. Shyarna Power have assured to complete the PSS by 15.06.2015.
Mis. Supreme was asked to synchronize the line work with above target of PSS.The
agency have assured to complete the 33 KV line by 10.06.15. and 11 KV feeders by
20.06.15.
5. Dihra (Aurangabad Dist.): PSS will be completed by 15.05.2015.
Mis. Supreme assured to complete the 33 KV & 11 KV lines by 30.05.2015. EEE .
(Project), Aurangabad was directed to obtain Railway Crossing clearance for 33 KV line
on time so as to achieve the target.
6. Sangrampur (Munger Dist.):Mis. Shyarna Power have assured to complete the PSS by 15.05.2015.
Mis. Supreme have assured to complete 33 KV line by 05.05.15 and 11 KV feeders by
30.05.15.
7. Shokiya PSS (Aurangabad Dist.):PSS completed.
Mis. Supreme assured to complete 33 KV line by 10.05.2015.
02 Nos. 11 KV feeders are ready and balance 2 nos. shall be completed by 10.05.2015.
8. Piribazaar, Kajra and Mananpur PSS (Lakhisarai Dist.)
All the three nos. PSS will be completed by 31.05.2015.
Kiul River Crossing of 33 KV line for above three PSS will be done under BRGF
scheme for which BRGF agency working in Lakhisarai District has been asked to do
this work on priority so as to achieve the above target.
s. upreme as ured that 33 K line (except Kiul Ri er Cro sing) and 11 Kline
for all the three nos. PS will be completed b 31.05.15.
9. Simultalla PSS (Jamui Dist.) : For construction of 33 KV and 11 KV line for this PSS, forest clearance between
Simultalla to Katoria is pending since long. The revised proposal for forest clearance has
been submitted to DFO, Jamui on 04.04.15 by EEE , Jamui. EEE (Project) was directed
to expedite and to coordinate for obtaining forest clearance. Matter shall be followed up
by the department of Planning from HQ level.
Both the agencies assured to complete the work within one month after obtaining
NOC for forest clearance.
III. Construction
of Dedicated feeders at Naubatpur Block.
Agency- MIS Accurate Transformers Ltd, Noida.
• The contractual completion period has already expired on 23.08.2014.
• The agency had committed in Nov'20 14 that the project will be completed in all
respect by Feb, 2015 and handed over to SBPDCL.
• As on date R&MI Augmentation of none of the three PSS has been
completed.
Also none of the six dedicated feeders has been completed.
• The representative of the agency requested to give one more chance to complete
the project.
• Following targets were fixed with assurance of the agency:
Dariyapur- R&M I Augmentation of PSS along with entire works related-to
dedicated feeders shall be completed in all respect by 31.05.2015.
Neora & Naubatpur- R&MI Augmentation of both PSS along with entire
works related to dedicated feeders shall be completed by 15.06.2015.
The representative of the agency was directed to submit their work plan to
achieve the above assured targets by tomorrow along with an affidavit to this
effect.
SBPDCL assured to consider their payment issues only after submission
of affidavit by the agency.
The Target assured by the agencies must be adhered to strictly.Further
target assured ~ay not be treated as time extension for any purpose.
