Dear Sir/Madam,
Sealed Quotations are invited on behalf of Head, UED for above mentioned
subject i.e., Fabrication, Supply, Installation & Painting of various Safety related
items in, UED/BARC, as per following description.
1) Scope of Work:
a)
Work mentioned in subject is to be carried in various facilities of UED,
BARC (i.e. UMP, RUMP & UMRT&EH).
For i) Ladder & Roof Railing, ii) Cover for Shaft (ON RUMP Terrace) and iii)
Heating area platform (for MTR):

Fabrication & installation of hand railing for ladders (02 Nos.) on terrace of
RUMP provided for climbing on water tanks. Railing is to be made of 1 inch
MS pipes (issued by UED/BARC) and should run parallel to the inclined
ladder on both sides starting from base of the ladder. Termination of the
railing should be 2 mt. more than the ladder to provide complete safety to
the person climbing. After fabrication and installation railing is to be
painted with 2 coats of primer and one coat of epoxy paint.
Roof railing is to be provided on edges (03 sides) of water tanks (02 Nos.) at
height of 2.5 and 4.5 ft. from the tanks. Railing is to be made of 1 inch MS
pipes (issued by UED/BARC) to prevent any fall from height. After
fabrication and installation of roof railing, it is to be painted by primer (02
coats) initially and one coat of epoxy paint thereafter.
Fabrication, Installation and Painting of shaft cover on RUMP terrace for
10” X 20” Shaft. Cover is to be made with MS wire mesh (50 mm X 50 mm
mesh size) having proper support of MS angles from all four sides along
with 4 angles at equal distance Breadth wise and 2 angles at equal
distance Length wise of the Shaft so as to withstand the weight of app. 150
kgs.
Fabrication, installation and painting of heating area platform (10 Sq. mt.
having height of 1.5 ft.) in UMP, UED is to be done with MS plates.
Platform should be strong enough to withstand weight of 2 MT.
For Supply of iv) Queue Barriers and v) Blank Sun Boards:

Supply of Stainless Steel U-shape Stackable Queue Pole, Queue Barrier
with Retractable belt Barriers Separating, Self Adhesive Floor Tape Arrows
and Wall Mounted Arrow marking Boards (as per attached annexure).
The Barriers should have base diameter of 350 mm and total height
(including pole) of 880 mm. Diameter of the Tube of barrier should be of 51
mm and diameter of pole should be 63 mm.
U-shape base should consist of SS with piece of High Quality Sponge Pad
at bottom to avoid floor damage and get good grip on floor.
Belt of the barrier inside the pole should be 3 meter long. Retractable belt
cassette inside pole should have braking system so that belt retracts at
safe speed so as to avoid bodily injury.
The barrier posts are to be fitted with safety lock on belt terminal plastic
clip to make them tamper proof.
Each cassette on barrier pole should have three (03) receivers and one (01)
extension for 4 ways connectivity.
Supply of Blank sun boards of size 2 ft X 4 ft in RUMP, UED. Sun boards
should be polymeric board with sheet thickness of 3 mm.
For Supply & Installation of vi) Self Adhesive Floor Tape Arrows and vii) Wall
Mounted Arrow Marking Boards:

Supply of Self Adhesive Floor Tape Arrows for UMRT&EH and RUMP, UED.
Self Adhesive Floor Tape Arrows should be of 5 inches long and 2 inches
wide with tapered at one end (as per attached annexure). Arrows should
stick to almost any type of floor. Arrow should be of Low-Profile design to
minimize tears & scratches from skids, pallet jacks, etc and should be
tough enough to withstand forklift traffic without tearing of lifting. They
should be made of rugged polyester & aggressive adhesive.
Arrows should not chip and flake when being removed and should come off
in one piece with clean removal without any unsightly adhesive residue or
damage to the floor. Arrows should be of Auto-Glow or equivalent so that
they glow in dark.
Wall mounted arrow marking boards should be of polymeric sun-board
with lamination. Sheet thickness should be minimum 3 mm. Size of board
will be 7 inches by 4 inches containing arrow of size length 6” and width 3”
at its widest point (as per attached annexure).
Arrow should be at centre of board with mounting holes at four ends of the
board. Arrow in the board should be of Auto-Glow or equivalent so that
they glow in dark.
Installation job of boards shall be carried out at RUMP, UED inside BARC
premises under supervision and guidance of BARC representative only and
up to his/her satisfaction.
For viii) Material Shifting:

Job includes segregation of different miscellaneous MS & SS items (2MT)
kept in HF cylinder area. After segregation, all materials are to be shifted to
storage area in RUMP Service Building as per instructions of departmental
supervisor (100 meter travelling with material from HF Cylinder area and
carrying material to 10 meter height till storage area).
For ix) Structural Painting and x) Marking For Fire Extinguishers with Paint

Structural painting work includes painting of MS Ammonia tonner Stand
outside RUMP facility, UED. Ammonia Tonner Stand is to be cleaned
thoroughly with wire brush and to be prepared suitable for painting. After
cleaning and before putting primer, cleaned surfaces are to be got checked
from BARC representative.
After cleaning and checking one coat of red oxide primer are to be applied
on the prepared surfaces thoroughly. Thereafter two coats of epoxy paint
(as per the BARC representative instruction) to be applied.
Marking for Fire Extinguishers is to be done with paint on wall at each
location of Fire Extinguishers in RUMP and UMRT facilities of UED.
Marking is to be made with different colors (viz., Yellow, Black, Brown &
Blue) for different type Fire Extinguishers as per instructions of
departmental representative.

Quality of job, finishing and installation should be maintained sufficiently
well and skillfulness should be appreciable. All fabrication jobs are to be
carried out at RUMP, BARC site. All jobs are to be carried out by skilled
and experienced worker/s only. Vendor/Contractor should maintain the
area assigned to him for working very clean.
As the jobs of fabrication, installation & painting of railing and shaft cover
will be “Work at Height” (terrace to ~05 meters) in RUMP/UED,
Vendor/Contractor should take all necessary precautions like Safety Belts,
Helmets, Scaffolding, etc.
As per BARC security norms, the Vendor/Contractor shall have to obtain
the Police Verification Certificate (PVC) to work inside BARC for all the
persons to be employed for this work and should be comply with all
security regulations strictly. The contractor shall follow the Industrial
Safety Regulations strictly during the job. All tools, tackles and personal
protective equipment (PPE) required for the installation job shall be
arranged by the vendor.
Any injury/damage caused to the contractor's work force during execution
of the job for any reasons whatsoever shall be the liability of the contractor
only. The Vendor/Contractor will be only responsible for any labor related
dispute.
2) General Condition and Acceptance Criteria:
a)
Vendor/Contactor should have pre-cleared Security Vetting of his
company/Firm as per BARC Security rules. (Copy of “Clearance of Security
Vetting” is to be submitted).
b)
All workers/labors of the Vendor’s/Contractor’s Company/Firm should
have valid PVC (for minimum 05 persons) not expiring during the tender
period.
c)
All workers/labors given by the Vendor/Contractor for execution of job in
this tender should have proper PPE (viz., Helmet, Safety Belt, Full Face
Mask with Dust Canisters, Gloves & Safety Shoes) and Boiler Suits.
Arrangement for all above shall be made by Vendor/Contractor.
d)
Vendor/Contractor should submit copies of Medical Fitness Certificate of
his workers/labors given by him for execution of the job in this tender.
e)
Workers/labors given by the vendor should be well experienced in Painting
and Material Handling jobs. Proof for the same is to be submitted by
Vendor/Contractor.
f)
Vendor/Contractor and his work force should have experience of working
in BARC premises related to above mentioned jobs Proof for the same is to
be submitted.
During evaluation of the offers, these guidelines will be checked thoroughly and
final acceptance of the offer will also be considered based on the above
conditions.

4) Free Issue Material (FIM):
MS pipes & MS Sheets for fabrication work of Railing and Platform, Primer, Paint,
Wire brush, Soft Brush for painting work will be given by UED/BARC. Rest all
material/s required for fabrication of shaft cover will be arranged by
Vendor/Contractor.
5) Inspection & Testing:
Vendor/Contractor should submit the draft copies/drawings/samples of all
supply items for checking, corrections and approval before carrying out the final
supply job. Before delivery all materials are to be inspected and tested by
departmental representative. Lamination and anchor material quality of arrow
marked display board should be suitable for industrial application. Finished job
will be inspected / tested by BARC representative for workmanship and
suitability for use.
6) Work completion period:
45 days from the date of issue of work order. Any delay which is attributed to the
contractor is liable for penalty @ ½ % per week (max. 5%) to be imposed on
Vendor/Contractor. In case of extension of delivery for work completion period,
Vendor/Contractor should request for extension before expiry of work order (i.e.
in advance) in writing with adequate reasons.
7) Price:
The Vendor/Contractor should quote the price on unit basis and in total along
with applicable Taxes, Levis mentioned separately (to be added to the total
amount).
8) Facilities available:

Necessary letters / entry permit / photo passes for vehicle / helper(s) with
pre-intimation on production of required documents.
Suitable site for fabrication job/s.
Free electricity and water supply for the specific work at site and wherever
available and if required.
9) Guarantee:
The job/s shall be guaranteed for their quality and workmanship for period of 12
months (1 year) from the date of completion of work. Any defect / fault will be
replaced / repaired / attended by the Vendor/Contractor free of cost in the
Guarantee Period.
10) Payment:

No advance payment will be made.
Payment will be made by ECS approximately within 3 - 4 weeks after
satisfactory completion of work and required Stores Formalities as per
BARC procedure. Party should submit the Original Bill along with Advance
Stamped Receipt, Guarantee Certificate and Required documents of
nationalized bank for ECS payment. PAN / TIN number is compulsory on
the Bill for release of the payment.
11) Deduction Taxes & surcharge:
Income Tax @ 2 % or as applicable shall be deducted from your bill.
12) Confidentiality clause:
Confidentiality
No party shall disclose any information to any third party concerning the matter
under this contract.
Restricted information
Categories under section 18 of the Atomic Energy Act, 1962 and “Official Secrets”
under section 5 of the official Secret Act, 1923 - Any contravention of the abovementioned provisions by any contractor, sub- contractor, consultant, adviser or
the employees of a contractor will invite penal consequences under the aforesaid
legislation.
Prohibition against use of BARC’S name without permission for publicity
purpose
The contractor or sub-contractor, consultant, adviser or the employees engaged
by the contractor shall not use BARC’S name for any publicity purpose through
any public media like press, Radio, TV, or Internet without the prior written
approval of BARC.
13) Note:

Party should aware about the entry procedure of BARC. PVC is required for
site work for all workers and it is to be made by party. Party should be
responsible to submit all the supporting documents for the preparation of
entry pass.

Please mention your CST No. /PAN No. /VAT No. /TIN No. in the offer.
Otherwise the offer will be automatically cancelled.
The offer must be signed by competent authority with his/her rubber
stamp if any otherwise company stamp.
Quotations should be sent in sealed envelope to Head, UED with Tender
No. & Due Date clearly mentioned on the envelope.
Sealed quotations should be sent by Postal Services (Ordinary/Speed Post)
or Courier Services only. Hand Delivered quotations will not be entertained.
Quotations received after due date and time will not be entertained in our
office.
All guidelines mentioned in Point 2, Sub Points a - f, should be followed
strictly by the Vendor/Contractor as these conditions will also be
considered for acceptance of the offer.
Confidentiality clause should be followed strictly by the
Vendor/Contractor failure of which can lead to Disciplinary Action
against the vendor/contractor.
