first-ever BTVAR Expo “Realtor Royale”, a tremendous success. This trade
show was top notch, with many interesting/informative exhibitors, beautifully
decorated booths and expo area, helpful “classettes”, fun casino games, and
exciting prizes. The greatest benefit, I believe, was the wonderful day-long
opportunities to network with a vast array of professionals offering services and
products which greatly assists us, as Realtors, in our day to day business. I know I
picked up new contacts, and have already called on some in my business.

Changes coming to HUD-1 & Closings
The days of filling out the HUD-1 settlement form and getting a Good Faith
Estimate (GFE) from the lender are winding down! The Truth in Lending Act
(TILA) disclosure form is going away, too!

Starting Aug. 1, you will have to work with two new forms, the Closing
Disclosure and the Loan Estimate. Also, you will have to get all of the
transaction paperwork finalized three days before closing. You can learn about
these changes HERE.

NAR’s New Legal Pulse Report
Each quarter, the National Association of Realtors (NAR) issues the Legal Pulse
newsletter tracking when — and for what reason — real estate professionals are currently being held
liable! The Legal Pulse also identifies emerging issues and trends, helping to reveal where additional risk
reduction training is needed.
A new edition of the Legal Pulse, issued on April 15 (Tax Day!), highlights research from the fourth quarter of
2014, including a review of the entire past year, and looks at trends and emerging issues such as Agency,
PCD, RESPA, and Fair Housing.

U.S. Housing Market
This past week on April 21, the nation’s leading housing economists
spoke at an economic and policy forum to appraise the state of the
U.S. housing market. The event, held by the National Association of
Realtors, National Association of Home Builders, and McGraw Hill
Financial Global Institute, drew more than 80 attendees representing
industry analysts, congressional staff, and members of the media.
“Realtors support legislative and regulatory efforts to protect
homebuyers from the risky and predatory lending practices that
contributed to the nation’s financial crisis nearly a decade ago,” said
NAR Immediate Past President Steve Brown during his opening
remarks. “In some cases though, well-intentioned but overly-corrective
policies are hampering access to credit and holding back the housing
market from a full recovery. We need to strike a balance.” [Just a few
days prior to this forum, NAR President Chris Polychron told the U.S.
Senate Banking Committee at an April 16 hearing that unnecessary
regulatory burdens are preventing qualified, creditworthy
borrowers from purchasing homes.]
At the April 21 forum, NAR’s Chief economist Lawrence Yun made this
observation: “I do expect first-time buyers to slightly pick up this
year as the economy and job market continues to stabilize.” Yun
added that a combination of new home construction and a responsible
increase in credit access would create more opportunities for firsttime and move-up buyers to enter the market.

DPOR Launches New Online Transfer Process
In 2013 VAR worked with DPOR and VREB staff to create a transfer
process that allows a licensee to begin work at his new firm on the day the
transferring agent and new broker sign and submit a fully completed
application to DPOR. The new process eliminated long wait times for
transferring licensees and allowed licensees to get back to work sooner.
This process can still be utilized and is described at VAR's website.
DPOR's new online transfer process will further improve the speed of
licensees transferring from one firm to another. It should also reduce the
number of applications that are sent back due to errors. A few points about
this new process:

The Real Estate Board will introduce an online transfer process but will
look to add more online services in the future.

Although the online transfer process is simple, it is critical licensees read
the VREB Speaking Article below. It provides a concise overview of the
process and links to a video and other resources that walk licensees
through the process step-by-step.

Brokers and salespersons are encouraged to create a DPOR Online
Services profile at DPOR Online Services as soon as possible so they
can easily take advantage of the online license transfer feature when
needed.
