Supporters of a bid to oust Rojas said Tuesday they are confident they have collected enough valid signatures to place his recall on the November ballot. They turned in more than 10,000 signatures to the Los Angeles County RegistrarRecorder’s Office and are “very confident” enough of them are valid to meet the 8,874-signature threshold. “The signatures were well scrutinized and we firmly believe they are valid,” said Jack Foreman, president of the teachers union, which has financially backed the recall of Rojas. The recall supporters did not, however, get enough signatures to attempt a recall of board members Maritza Molina and Rocio Pizano. “If I had known at the beginning of the process what I know now, I think we would have been doable for all three of them. Northern California Rep. Jared Huffman came to Southern California to push his $1.4 billion drought bill and find some common ground in what he called the state’s water wars being waged in the halls of Sacramento and Washington. The San Rafael Democrat, former assemblyman and environmental attorney, blasted his Republican colleagues for turning the state’s water shortage into a fruitless battle over environmental laws, instead of funding common-sense solutions such as recycled water plants, storm-water capture projects and desalination. “The federal government has been absent on the funding side of things. If you can imagine something, you can make it real. You are an artist, a creator, and you create your life every moment. You can do it unconsciously, or you can do it consciously. Even when you don’t pay attention, or without making any effort, you create. What if I told you that you are not a victim of your circumstances? That you can choose what you want in your life? You can create by using all your resources, your passion, your energy, and by imagining the life you want to live. You were born with a powerful tool: your imagination. Kids use it all the time. They believe in fairies and in other worlds. It seems that when we grow up, we slowly stop dreaming. We don’t allow ourselves to believe in anything that is not “real”, and we become grounded and serious. We stop daydreaming. Don’t lose your power, practice with it. You can do creative visualization, active imagination, or active dreaming. Any of these 3 techniques will help you create the life you want, by allowing you to explore different ways and paths, and helping you hold on to your vision to make it real. The secret is to believe that everything is possible, that there is always a way, and to allow the universe to show you the way. You need to use your imagination to create the reality you want to live in, and start living as if it is already happening. You need to feel that it is real, that it is coming, and your imagination will allow you to do it. There are a lot of things around you that you cannot see, but you believe in them. Love is very real. Do you love your kids and your partner? I am sure you do. You have to believe in the existence of Love because you cannot touch it, but you know that it exists. It is real. When you can imagine or visualize to a level that you can almost touch it, when you can feel it as if it were real, in this exact moment, you can create it. You can do it with all the elements of the life of your dreams: love, friends, sex, money, happiness, properties, time, resources, health, experiences, business, family… Every moment of your life is a moment of creation. Life is a field of infinite possibilities. Don’t tell yourself what you are not capable of doing, achieving or being. Encourage yourself, believe in you! You will see how the Universe conspires to help you achieve what you are capable of dreaming. www.judithmcosta.com In the households of droughtstricken California, something finally clicked. This May, the last month in which water conservation was voluntary, urban water users consumed 28.9 percent less water than in May 2013, the State Water Resources Control Board announced Wednesday. This surpasses the 25 percent mandatory cutbacks that went into effect June 1. The major drop marks the steepest water-use decline in year-overyear comparisons since Gov. Jerry Brown asked residents to restrict their water use last year, the Sacramento Bee noted. The conservation effort is shocking in contrast with how little Californians cut back on water in March and April, when residents decreased water use compared to those months of 2013 by just 3.6 percent and 14 percent respectively. “The numbers tell us that more Californians are stepping up to help make their communities more water secure, which is welcome news in the face of this dire drought,” water board chair Felicia Marcus said in a statement. “That said, we need all Californians to step up -- and keep it up -- as if we don’t know when it will rain and snow again, because we don’t. If the drought continues beyond this year, we’ll all be glad we did.” Starting June 1, California’s urban water users had to comply with the state’s first-ever mandatory water restrictions and reduce consumption by a statewide average of 25 percent. But even if the state as a whole exceeds conservation expectations again, households can still be penalized for not meeting the state-assigned conservation standard in their district, which ranges from 10 to 35 percent. Standout water districts from the May report include those in Bakersfield, Orange County, Riverside, San Mateo, Sacramento, San Jose, San Diego and Cucamonga. “These high achievers include both inland and coastal communities, proving that it can be done,” the water board wrote in its report. California is inching toward the start of a fifth year of relentless drought. An April snowpack measure in the Sierra Nevada mountains revealed levels at a record low of 6 percent of the long-term average for that time of year. Serra reached the semifinals of the Fellowship of Christian Athletes tournament before losing to Narbonne and had strong showings in other 7-on-7s as well. For Serra, it also was about having quarterback Khalil Tate in situations where he has to pass the ball. Altenberg said wide receiver/ defensive back Brandon Burton, along with Tate, have been among the standouts in 7-on-7s. “Khalil is part run, part pass, so passing leagues are great for him to focus on only passing, since you can’t run,” Altenberg said. “He’s had good and bad moments but overall he’s done very well.” Serra boasts at least a handful of seniors who figure to make an impact on the next level. Both issues were hot topics Tuesday during a discussion on updating the city’s Parks Master Plan for the first time since 1989. Recreation and Parks Director Cory Linder said the plan — the subject of a six-month outreach effort in the community — is “not a series of blueprints” but more of a guiding document. However, it has been greatly exacerbated by AB109, the prison realignment initiative, which has pushed increasing numbers of convicted state prisoners down to our local jails. The influx of these individuals has overwhelmed community leaders, who are at a loss as to how to handle inmates that county jails were never intended to accommodate. Constructionman Jacob Harms is part of a unique group of Americans who serve their country in uniform part-time while also working full-time jobs outside of the military. Created in 1915, the Navy Reserve has played a major role in nearly every conflict the U.S. has been involved with during the past decade. conflict the U.S. has been involved with since World War II. Harms’ current assignment is with Naval Mobile Construction Battalion 27, based in Gulfport. Sailors attached to NMCB 27 and other similar units, nicknamed “Seabees,” specialize in building roads, bridges, airfields and other structures for the U.S. military in areas of conflict around the world. With nearly 600 personnel assigned to the battalion, jobs are highly varied and every job plays an important role in keeping the battalion ready to deploy around the world to defend America whenever and wherever they are needed. “I really enjoy the welding aspect of my job,” said Harms. Harms plays an essential role in the battalion as a steel worker, responsible for performing construction. Hayles, REALTOR® Trying to decide whether to buy a fixer-upper house? Follow these steps, and you’ll know how much you can afford, how much to offer, and whether a fixer-upper is right for you. 1. Decide what you can do yourself. TV remodeling shows make home improvement work look like a snap. In the real world, attempting a difficult remodeling job that you don’t know will take longer than you think and can lead to less-than-professional results that won’t increase the value of your fixer-upper house. • Do you have the skills to do it? Some tasks, like stripping wallpaper and painting, are relatively easy. Others, like electrical, can be dangerous when done by amateurs. 2. Price the cost of repairs and remodeling before you make an Solving Jail Overcrowding Through Public & Private Partnerships By Eric Granof A Lake Balboa, California native and 2011 Birmingham Community Charter High School graduate is serving in the U.S. Navy Reserve as it celebrates its 100th year protecting America. “My father and grandfather were in the military, and I’ve always been fond of it, so I joined,” said Harms. Get your contractor into the house to do a walkthrough so he can give you a written estimate on the tasks he’s going to do. • If you’re doing the work yourself, price the supplies. Either way, tack on 10% to 20% to cover unforeseen problems that often arise with a fixerupper. 3. Check permit costs. Ask local officials if the work you’re going to do requires a permit and how much that permit costs. Doing work without a permit may save money, but it will cause problems when you resell your home. 4. Double check pricing on structural work. If the fixer-upper home needs major structural work, hire a structural County jails were originally designed to house persons awaiting trial (pretrial populations), as well as those serving sentences of one year or less. Those with longer sentences were sent to a state prison. Because of AB109, county jails have been turned into a broad incarceration solution for individuals with sentences ranging from short to long term, including both violent and non-violent inmates. Seemingly lost in the chaos of AB109, have been the pretrial populations that reside in every county jail. These individuals are being utilized as a sort of flow control, released whenever jails require more bed space for those already convicted of presumably more serious or dangerous charges. The traffic jam of persons flowing through our jails has created a tremendous demand for solutions to get the pretrial population through the system as efficiently and safely as possible. Jails have become extremely crowded and something has to give. The commercial bail industry has been made a target by some looking to lay blame for the problem. As the argument goes, jails are overcrowded because the folks sitting in them can’t afford a bail bond. This may sound reasonable, but is patently untrue. To illustrate, let’s look at the possibility of completely eliminating commercial bail – frequently suggested as an easy engineer for $500 to $700 to inspect the home before you put in an offer. Get written estimates for repairs before you commit to buying a home with structural issues. 5. Check the cost of financing. Be sure you have enough money for a down payment, closing costs, and repairs without draining your savings. Also it is a good idea to include inspection contingencies in your offer. Most home inspections allow you to go back to the sellers and ask them to do the repairs, or give you cash at closing to pay for the repairs. For more information about this solution. Persons awaiting trial would simply be released on their own recognizance. In one easy step, the overcrowding problem would be gone, right? Probably not. Oregon, Illinois, Wisconsin and Kentucky are among states dealing with significant jail overcrowding issues. Yet, none have commercial bail. Obviously, bail cannot be the root cause of the problem. To come up with a realistic solution to jail overcrowding, it’s first necessary to understand the actual purpose of pretrial release, which is to guarantee the appearance in court of an individual who has been charged with a crime. If a judge feels that an arrestee is a flight risk and may not show up for trial, he has the ability to hold him without bail. Alternatively, bail can be set at a higher dollar amount. This is to provide an incentive for the defendant to show – or risk losing the entire amount of the bail. More than any other method of release, commercial bail industry excels at guaranteeing a defendant’s appearance in court by providing for accountability. Numerous studies, including those conducted by the Department of Justice, Bureau of Justice Statistics, have proven this to be true. However, entering into the equation are defendants who are extremely low risk and/or who may have extraordinary needs. These persons (typically the indigent or those with substance abuse issues) might require special assistance. Unfortunately, these same public sector programs have been utilized with increasing frequency for dealing with defendants without special needs. Getting someone into an alcohol abuse program is very different than ensuring someone will show up for court! Different needs in the criminal justice system require different solutions. The logical solution to jail overcrowding lies in allowing the private sector commercial bail industry to do its job, moving defendants through the system. While public sector pretrial service agencies “She wanted to settle down and she has,” the insider added. The pair, who began dating last summer, tied the knot in early January in an intimate ceremony with friends and family in their Los Angeles home. “We couldn’t be happier to begin our new journey together surrounded by our closest friends and family,” the couple said in a statement at the time. CCN perform a vital role in helping the truly indigent and those who are functionally incapacitated, allowing them to handle all forms of pretrial release is inefficient. Not only is commercial bail a far more effective method of release, it bolsters public safety by holding defendants accountable. As the ramifications of AB109 continue to play out, the need to address the resulting jail overcrowding issue in a meaningful way has become urgent. Both private and public entities are important components of the criminal justice system, so it’s time that all parties to come together to find the best way to fix our problems. Notice to Potential Bidders If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a Trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a Trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same Lender may hold more than one mortgage or Deed of Trust on the property. Notice to Property Owner The sale date shown on this Notice of Sale may be postponed one or more times by the Mortgagee, Beneficiary, Trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about Trustee Sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call In Source Logic at 702-659-7766 for information regarding the Trustee’s Sale or visit the Internet Web site address listed below for information regarding the sale of this property, using the file number assigned to this case, CA05001931-14-1.
