Triggers for National Response
Trigger-1
(Commencement
of RDANA)
• Recommendation from the PHIVOLCS on the potential
‘destructive’ status of a major earthquake. This will be
used as basis for the deployment of RDTs within 6
hours for conducting RDANA.
• In case of Magnitude 6.5 or more with Epicenter
located within PAR, or PEIS “VI” or more in a certain
locality or area.
• In case of 7.2Mw the government will deploy all
available government and civil aviation assets as well
as utilize current technology (i.e drones) immediately
for aerial RDANA.
Trigger-2
(Commencement
of Actions to be
taken by Cluster
for relieves, etc,)
• Results of the RDANA conducted by the RDTs within
24 hours after the major earthquake.
• President issues the “Call for Humanitarian
Assistance”. In case of 7.2Mw in Metro Manila, there
is automatic declaration of National State of Calamity
and call for international assistance.
Operations Protocol
VI. Public-Private Sector Collaboration
•
Providing consistent information, support and cooperation to complement the
government’s disaster resiliency efforts across all the thematic areas.
•
Contributing to sustainable development by embedding disaster risk reduction in
strategic goals and core business value cycles
•
Investing in pre- and post- disaster research, planning and preparedness measures such
as business continuity planning or BCP
•
Ensuring preparedness and rapid recovery of the wider community through business
continuity planning “beyond the fence” of your operations
•
Partnering on the development and implementation of Information and Education
Campaigns (IECs) on DRRM
VI. Public-Private Sector Collaboration
• Supporting emergency response by coordinating on the restoration of lifelines,
providing access to skilled manpower, vital life-saving equipment and tools for
command posts
• Collaboration on delivering relief by offering support for the provision of basic
services such as food, water, and temporary shelter, sanitation and waste
management and generation of immediate livelihood opportunities
• Supporting post-disaster peace and order measures for the maintenance of
security for persons and property
VII. Ways Forward
• Explore different modes of multi-stakeholder engagement in
evidence-based preparedness for MM earthquake scenarios
• Develop guidelines and implementing protocols for partnership
with the private sector in emergency and response
