Our General Secretary speaks…….
Hi friends,
It is a wonderful feeling and a moment of any leader’s life
when he enjoys the full support and love of its cadres,
especially when he takes some crucial decision. Thanks to
all.
My principle of Leadership is, as Field Marshall
Maneckshaw told,
“It is not Members (must) be loyal to Leaders, but it is,
the Leaders must be loyal to members as they are the persons accepted
you as Leader”.
Transparency is taught as the mantra of good governance. But it is not adopted in real
sense by anybody including the preachers. Industry must start believing in the
inherent strength in us. Despite the odds and aberrations, we the Bankers are
keeping the economy strong. Bank has got its effective presence in every nook and
corner of the country. Every Branch is manned by young and dynamic forces today.
Every youth, including clerk is educated and intellectually strong who could be
utilized as change agents of not only economy but even in programmes like rural
literacy and health awareness. To achieve this, the step must be to educate the
youth in banking to know their values and strengths. To know their strength, they
must be treated with honour. We must create a working atmosphere wherein they
feel that they are important - a proud and recognized worker. They must be paid
reasonably to (make them) feel that they are important and respected.
If the negotiations are in negative, how the fruits will be palatable. If the bitterness
are being exchanged during the negotiation process, how it will generate positive
goodwill when it ends. Let us realize, industry is in transition. A good, charged,
energetic, enthusiastic, responsible, intellectually & emotionally strong individual
only can withstand in this pressure.
First step we achieved that we brought in educated youth. Next step is also important that
our action must be towards upholding the dignity of his labour. Let us forget the past and old
style. We shall share everything to the members. They will understand because in another 5
years, they are going to handle. If the light is shown, they will follow you. If they are kept in
darkness, they many not remain blind, because their all other senses are on. Let us give
good, decent, comparable wages to bank employees and Officers and demand from them to
take responsibilities, and certainly they will respond; otherwise they will react.

Department of Financial services have been awarded
the recognition for the globally watched
performance in opening of more than 110 million
basic Savings Accounts under Prime Minister Jan
Dhan Yojana.

Out of this, 100 million accounts came through PSB’s. It is further interesting to note
that our Canara Bank men and women contributed nearly 7 million accounts and the
Rupay card linkage is 99% of the accounts. Let us pat ourselves though this is not the
first time we have over shot the expectations of people and the Government. It is
worth recalling and recording our earlier achievements under different parameters
such as support to social sector, branch expansion, migration to mechanized
(computerized) environment from manual mode, doubling of credit support to
Agriculture. Similar doubling of credit to MSME etc.
It is a matter of record we have excelled in all the assignments offered to us/
enforced on us. But this time may be out of the global focus on Bharath or the
keenness of the owners of the Public Sector Banks to get recognized we are seen and
known worldwide. The world has recognized our achievements against all odds and we
look forward to the same from our Homeland and the Government who can encourage
us through appropriate and adequate compensation, working environment and HR
policies including adequate supply of manpower to catch up and match the growing
needs and newer areas of challenges.

Proceedings of the second Executive Committee Meeting held at Vijayawada
Inauguration:
The Second Executive Committee meeting of our CBOA was held on 14th & 15th March
2015 at Vijayawada, a famous city on the banks of Krishna river in Andhra.
The first day E C meeting has commenced on 14.03.2015 at 10 am. Our CBOA
President Sri K S Singh has presided over it. Nearly 80 E C members have participated.
The meeting started with a devotional song sung by our Lady Officers. Our Beloved
General Secretary along with the CNT members & the Chief Guest lit the traditional
lamp and paid floral tributes to our Founder Late Subba Rao Pai.

General Members meeting
Our G S Sri G V Manimaran has addressed a general members meeting in the evening
at the venue of E C meeting in Vijayawada. Some Executives from Vijayawada Circle
& nearly 100 CBOA members mainly young boys & girls of Vijayawada have attended
and got the chance to hear the thundering & thought provoking address of our G S.

Our G S explained clearly, effectively & transparently what happened during
the wage revision talks & what will be our wage increase.

Our G S praised the functioning of Think Tank group & also for the suggestions
given by them.

Our G S has also elaborated the forth coming amendments in the promotion
policy.

Our G S has spoken on various matters for 1 hour 40 minutes.

MINUTES OF THE 194th JOINT CONFERENCE
HELD BETWEEN THE REPRESENTATIVES OF THE MANAGEMENT OF CANARA BANK
AND THE REPRESENTATIVES OF THE CANARA BANK OFFICERS' ASSOCIATION AT
HEAD OFFICE, BANGALORE ON 26th MARCH, 2015.
The following agenda items were taken up for discussion:
1. FRAMING OF LONG TERM PROMOTION POLICY 2015 – 2018:
The Representatives of the Association requested for framing of Long Term
Promotion Policy 2015-18.
After the due deliberations of the provisions, the new Long Term Promotion Policy is
considered.
2. IMPROVEMENT IN CAR LOAN SCHEME / CONVEYANCE LOAN SCHEME OF
OFFICERS:
The Representatives of the Association requested for improvement in CAR Loan
Scheme/Conveyance Loan Scheme of Officers.
The Representatives of the Management informed that the matter has been referred
to concerned Wing for examination.
3. REVISION IN LIMITS UNDER RENTAL CEILING:
The Representatives of the Association requested for revision in limits under Rental
Ceilings.
The Representatives of the Management informed that the matter will be examined.
4. REVISION IN BUSINESS DEVELOPMENT EXPENSES:
The Representatives of the Association requested for revision in Business
Development Expenses.
The Representatives of the Management informed that as per the discussion during
last Joint Conference the rates have been revised for Officers I to III heading the
branches. Also the facility has been extended to the probationary Officers/ Managers
as communicated. However, the matter will be looked into.

5. IMPROVEMENT IN HOUSING LOAN / SUPPLEMENTARY HOUSiNG LOAN SCHEME
TO OFFICERS:
The Representatives of the Association requested for improvement in Housing Loan /
Supplementary Housing Loan Scheme.
The Representatives of the Management informed that the matter has been
forwarded to concerned Wing for examination.
6. PROVIDING REIMBURSEMENT OF CLEANING MATERIAL EXPENSES TO ALL THE
OFFICER EMPLOYEES:
The Representatives of the Association requested for providing reimbursement of
cleaning material expenses to all the Officer Employees.
The Representatives of the Management informed that the matter will be looked into.
7. REVISION IN LIMITS UNDER OFFICERS’ CONVEYANCE
REIMBURSEMENT OF EXPENSES ON DECLARATION BASIS:
SCHEME
AND
The Representatives of the Association requested for revision in limits under
Officers’ Conveyance Scheme and Reimbursement of expenses on declaration basis.
The Representatives of the Management informed that the matter will be looked into.
8. INCREASE IN CANTEEN SUBSIDY:
The Representatives of the Association requested for increase in Canteen Subsidy and
removal of the expenditure of Canteen Subsidy out of the purview of Staff Welfare
Measures.
The Representatives of the Management informed that the Canteen Subsidy is under
Staff Welfare Measures as per Government Guidelines. However, the matter will be
examined.
9. EXTENDING THE PERMISSION TO STAY IN PAYING GUEST ACCOMMODATION
TO OTHER OFFICERS ALSO:
The Representatives of the Association requested to extend the permission to stay in
Paying Guest Accommodation to other Officers also.
The Representatives of the Management informed that the same will be looked into.

PERMISSION TO AVAIL JOINING TIME OF 7 DAYS AS PER THE EXTANT

The Representatives of the Association requested for Joining time to Directly
Recruited Probationary Officers/Manager/Senior Managers whenever they are relieved
form STC/RSTC.
The Representatives of the Management informed that the matter will be looked into.
11.
PERMISSION TO TAKE OVER THE LIABILITY UNDER HOUSING
LOAN/EDUCATION LOAN/TWO WHEELER/CAR LOANS OF DIRECTLY
RECRUITED PROBATIONARY OFFICERS / MANAGERS IN CASE THEY AVAILED
SUCH LOANS FROM OTHER BANKS / FINANCIAL INSTITUTIONS:
The Representatives of the Association requested for permission to takeover the
liability under Housing Loan/Education Loan/Two Wheeler /Car Loans of Directly
recruited Probationary Officers/Managers in case they availed such loans from other
Banks/Financial Institutions.
The Representatives of the Management informed that the matter has been
forwarded to concerned Wing for examination.
12.
ACQUIRING ADEQUATE NUMBER OF QUARTERS AT IMPORTANT
CENTRES TO MEET THE INCREASED DEMAND ON ACCOUNT OF LARGE SCALE
RECRUITMENT AND PROMOTIONS:
The Representatives of the Association requested for acquiring adequate number of
quarters at important Centres to meet the increased demand on account of large
scale recruitment and promotions.
The Representatives of the Management informed that the policy is already in place
for acquiring quarters on ownership basis at important centres. The proposals
received are being placed before the Appropriate Authority for decision on a case to
case basis.
13.
PERMITTING RENT REIMBURSEMENT EITHER AT WORK PLACE OR AT
THE PLACE WHERE FAMILY RESIDING:
The representatives of the association requested to permit rent reimbursement either
at work place or at the place where family residing.
The Representatives of the Management informed that the same will be looked into.

REVISION IN LIMITS FIXED FOR SHIFTING OF PERSONAL BELONGINGS
FROM ONE QUARTER TO ANOTHER IN SAME CITY/TOWN:
The Representatives of the Association requested for revision in limits fixed for
shifting personal belongings from one quarter to another in the same city/town.
The Representatives of the Management informed that the matter will be examined.
15.
PERMISSION TO RETAIN LAPTOPS AND MOBILE SETS PROVIDED TO THE
OFFICERS / MANAGERS WITH THEM ON TRANSFER TO OTHER BRANCHES:
The Representatives of the Association requested for permission to retain Laptops and
Mobile Sets provided to Officers/Managers with them on transfer to other Branches.
The Representatives of the Management informed that the inventories like laptops,
mobile sets are provided to the branch for the use of Branch in charge only. However,
the matter will be referred to concerned Wing for examination.
16.
REIMBURSEMENT OF EXPENSES TOWARDS PURCHASE OF BRIEF
CASE/HAND BAGS IN LIEU OF EXISTING SCHEME OF PROVIDING BRIEF CASE.
The Representatives of the Association requested for Reimbursement of expenses
towards purchase of Brief Case/Hand Bags in lieu of existing scheme of providing brief
case.
The Representatives of the Management informed that the matter is under
examination.
Study Materials for Promotion Test
Promotion study materials for 2015 are uploaded in the website www.lightcircle.org
under caption ‘KNOWLEDGE BANK’. The study materials are classified into four
chapters viz DESCRIPTIVE, OBJECTIVE, CIRCULARS and QUESTION BANK.
Uploading and updating the study materials in the website shall be done by our
Association till the date of exams, on a regular basis.

Memo 14/2015 dated 28.02.2015
Extension of cut off for Reimbursement of Expenses under Staff Welfare Measures2014-15 – HO Memo No.70/2014 dated 26.07.2014.
In response to our representation, the last date for submission of claim has been
extended upto 21.03.2015 from 28.02.2015 in respect of reimbursement of Expenses
either towards Medical Checkup or towards payment of Mediclaim Premium for self /
self and family [Scheme No.5] and also Schemes 8A, 8B & 9
Historical Scheme of Compassionate appointment:
Because of the efforts taken by our CBOA, ours is the first Bank to implement the
Government Policy.
Further, Government has given broad guidelines and it is left to the individual banks
to adopt incorporating the clauses suit them.
Our Officer Director Sri G V Manimaran was instrumental for the fast implementation
of the scheme with favourable clauses. Our Board of Directors, in the meeting held on
09/03/2015, have accorded permission to formulate the Scheme for Compassionate
Appointment in tune with the guidelines received from Ministry of Finance, Govt. of
India.
The Scheme of Compassionate Appointment and the application & other formats
required for the purpose of applying under this scheme are furnished in HO Circular
No 143/2015 dated 20/03/2015.
Our Nominee in SWF Managing Committee:
Mr Anil Kumar Keshri, Officer, Canara Bank, OL Section, HR Wing, HO, Bangalore &
our R C Member of CBOA, Bangalore Metro has been nominated as a SWF Management
Committee Member representing CBOA.
SWF is governed by a Managing Committee consisting of 11 trustees.
Out of the 11 Trustees of SWF, 3 trustees are from AIBEA, 3 trustees are from AIBOA,
4 trustees are from the Management & 1 trustee is from CBOA.
To minimize the dominance of others, we have to increase our membership strength
in SWF. As such, we should ensure that all the confirmed officers in service are
enrolled as a member of SWF.

On behalf of all affiliates in Coimbatore district, women's day was celebrated at
Coimbatore on 28th march 2015. Sri GV Manimaran our beloved General Secretary

Forex at our fingertips
Q. What is Forex?
A. Forex is a commonly used abbreviation for "foreign exchange," and it is typically used to
describe trading in the foreign exchange market by investors and speculators.
Q. What is Exchange Rate?
A. Exchange Rate is the exchange of one currency for another or the conversion of one
currency into another currency.
Q. What is TT Selling Rate?
A. TT Selling Rate is applied for all clean remittances outside India. For selling foreign
currency to its customer by the bank such as for issuance of bank drafts, mail/telegraphic
transfer etc.
Q. What is TT Buying Rate?
A. TT Buying Rate is applied for purchase of foreign currency by banks when the banks in
India have already obtained the cover in India. Thus all foreign inward remittances which are

Honourable Supreme Court Verdict

The Supreme Court on Friday said the
government could not deny quota in
promotion to those who were appointed to a
post under the reservation policy for the
physically handicapped.
A bench of Chief Justice H L Dattu and A K Sikri rejected the Union government's plea
to set aside a high court decision ordering that those appointed in government service
through physically handicapped quota would also be entitled to reservation while
getting promoted.
Arguing for the Centre, attorney general Mukul Rohatgi said there were four
categories of civil services and if a person had availed the reservation benefit in
getting a job, it would be unfair to extend the reservation benefit yet again to him
while considering him for promotion to the higher category of service.
The bench was not convinced. It said, "Why confine the reservation benefit only to
the entry level and not for promotion. If a person is disabled, he is always disabled.
So, as long as the disability continues, he should continue to get reservation benefits.
We feel that these disabled persons should have reservation not only at the entry
level but also at the time of promotion."
The law provides for 3% reservation to physically challenged persons in government
service. After a long adjudication process on a public interest litigation, the apex
court had directed governments to implement the quota for disabled and fill the
vacancies including backlog.
On October 8, 2013, the SC in a landmark order had directed the Centre and states to
implement within three months an 18-year-old law mandating 3% reservation for such
persons in government jobs.
The 1995 Persons with Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act came into force on February 7, 1996 providing a minimum 3%
reservation in government establishments to the extent of 1% each for persons
suffering from blindness or low vision; hearing impairment; and locomotor disability
or cerebral palsy.

The reservations will be implemented by all government departments, public sector
undertakings and government companies at the Centre and states, enlarging
opportunities for persons with disabilities eligible for benefits under the law.
Rejecting the AG's arguments, the bench of Justices Dattu and Sikri said, "Don't give a
restrictive meaning to reservation by confining it to the appointment level. Disabled
persons should be empowered to compete with normal people in promotion."
When the AG argued further against grant of reservation benefits in promotion to
disabled persons, the bench cut it short by telling him that persons belonging to
Scheduled Castes and Schedule Tribes got the benefit of reservation both in
appointment and promotion.

12-KG GOLD STOLEN IN KRISHNAGIRI BANK HEIST
In a major midnight heist, burglars
struck at the Bank of Baroda
branch
at
Kundarapalli
in
Krishnagiri
District
in
Tamilnaduhere and decamped with
6,000 sovereigns of jewellery.
People
who
had
mortgaged
jewellery gathered around the
bank even as the police cordoned
off the area. The rural branch,
located about 20 km from
Krishnagiri and barely a km from
the
Andhra
Pradesh
border,
serviced 53 surrounding villages,
with a population primarily of exservicemen, labourers, farmers and livestock rearers.
The robbery came to light on Saturday morning after the branch Manager, Udhaya Bhaskar,
found the locker broken. The bank, surrounded by vacant stray houses within a 100-metre
radius, had an accumulation of mortgaged jewellery from over 1,500 customers, each knotted
up in separate pouches.
Investigation revealed that the burglars had cut a barbed-wire fence to gain entry into the
plot housing the bank and scaled a tiny wall of a house abutting the bank building.
Of the three lockers, only one locker was found breached. The other two were left
untouched. The stolen gold has been valued at Rs.6 crore. Security lapses were evident in
the bank that had been servicing the area for over two decades, police sources said.
There was no night guard in the bank, and of the five CCTV cameras, two cameras were
dysfunctional. One of the cameras along with a dysfunctional sound alarm was placed right at
the entrance of the bank. Except for the entrance of the bank that was secured by a sliding
shutter, the rear entries were feeble wooden doors and were broken by the burglars.
Arriving at the scene on Saturday evening, Inspector General of Police K.Shankar said that the
three CCTV cameras had captured images of three men with backpacks and faces covered
with monkey caps. Ten special teams have been formed and teams deployed to Andhra
Pradesh and Karnataka. Forensic teams and a sniffer dog have been pressed into service.

During the deliberations, the following suggestions came up.
a. To give impetus to the present strike actions, UFBU should publish the difference in
earnings of Bankers vis a vis other sectors through News papers with good circulation.
This will help the common man to understand the actual situation of a Banker.
b. Third party products and its promoters like Appollo Munich is stealing much of a
Bankable time from our Managers, there by losing focus from Basic Banking products.
c. Due to the mounting troubles gifted by technology, new products and new links/sited
being introduced day by day, an officer is always under pressure as to what to be
focussed at a time. These issues are taking away Bankable time, which otherwise
should have been utilised for real performance. We need to study the real time and
mental space now available for a Branch Manager to do real Banking.
d. There is a growing trend of pressures on Branch Managers by promoting agencies of
JLGs for financing, which is pausing threat on Bankers.
e. Various techno products like SAS, GEFU etc are delaying things because of which the
time taken to complete a work has become unpredictable.
f. If the Government is not ready to consider the genuine Demands of Bankers, why we
should continue supporting the ongoing PMJDY campaign?
g. Each RC member should be allotted at least 8 branches for mentoring POs and officers,
keeping regular touch with each officer.
h. There is an urgent requirement of BC officers for each district as was available in IBBS
environment earlier, which can help branches for Anti-virus updations, establishing
new sites/links etc, to educate staff about the Dos and Don’ts, Locker package
operational assistance, E TDS – assistance and the like.
i. Ensure submission of NB 139 to help the officers avoid possible risks they may be
exposed to.
j. Make all efforts to bring back all erstwhile active members.
k. The risks involved in handing over a branch to a probationary Manager having
negligible credit exposure should be objected strongly, to obviate high amount of risks
associated with inexperience in Lending.
l. We need to evaluate the effect of No Extra Cooperation now being carried out.
m. The backgrounds behind the attempted suicide of a PO at Parippally branch should be
evaluated.

Consequent to our call of strikes, CLC (Central) has fixed a Conciliation meeting
between the UFBU and IBA on 5th January at 3.30 p.m. at Delhi but we should not
relent on preparation of our agitational programme, as we all are well aware of the
adamant attitude of IBA and indifference of Government towards our just demands.
We once again urge upon you to ensure whole hearted participation in all the
agitational calls and make it a great success.

STRIKE ON 7TH JANUARY 2015 DEFERRED
NEGOTIATIONS WITH IBA CONTINUE
In view of the positive development, UFBU decided to defer the All India One Day
Strike action on 7th January 2015. It was mutually agreed to continue the
negotiations further on 7th January, 2015.
Bipartite Meeting with IBA on 7th January 2015:
In the bipartite discussions continued with the IBA on 7th January 2015, we insisted
that IBA should further enhance their offer from 12.5% and also reach conclusion of
reasonable settlement within short time-frame. IBA informed us that they would also
like to continue the discussions at regular and frequent intervals to ensure completion
of the entire process by middle of February, 2015. IBA, however, informed that they
need some time for discussion amongst themselves on the revised offer of increase
and wanted UFBU also to revise its demand to reach a mutually acceptable position.

OUR CONTINUING STRUGGLE FOR SALARY REVISION
Nevertheless, we are receiving constant enquiries from our cadres and members
besides few rumours on the issues of final wage settlement and proposed strike action
scheduled for 21/01/15 to 24/01/15. With a view to quell all rumours,
misunderstandings and also to invite all the cadres to be in readiness to pursue our
agitation, we reiterate that:
a)
12.5 % is not final and our endeavour to impress the IBA is on to improve their
offer to meet the expectation of the Bank Employees and Officers.
b)
Our strike action scheduled from 21/01/15 to 24/01/15 will be carried out as
planned, if IBA does not initiate immediate steps to raise their offer to meet the
genuine demands and aspirations of the Bank Officers and Employees.

Construction of hospitals by IBA all over the country in the lines of ESI and
Railway by earmarking certain portion of the gross/net income of the Banking sector.

Circular No. 2015/05 dated 16/01/2015
RRB ACT AMENDMENT BILL 2014
The Regional Rural Banks (RRB) were set up in 1975 with a purpose to provide Banking
Services to the people living in the hitherto uncovered areas of the country with
emphasis on rural and semi-rural centres. RRB Act was passed by Parliament in 1976.
Altogether 196 RRBs were set up all over the country.
The Government of India introduced Regional Rural Bank Amendment Bill 2013 in the
Lok Sabha on 22nd April, 2013. The bill proposes to increase the authorized share
capital of RRBs from Rs. Five Crores to Rs. Five Hundred Crores and the paid up
capital from Rs. one crore to Rs. 100 crore.
The RRB Amendment Bill shall in essence alter the mode of functioning of RRBs and
make them replicas of the Public Sector Commercial Banks. This will negate the very
purpose of their functioning. All the Unions and Associations of RRBs held a joint
meeting in New Delhi and decided action programme which includes Dharna & Rally
before Parliament on 10th March, 2015, preceded by submission of Memorandum to
Finance Minister and Prime Minister through MPs and followed by direct action on the
day the Bill is placed before Rajya Sabha.

NEGOTIATIONS ON WAGE REVISION
UFBU’S COMMUNICATION TO THE CHAIRMAN, IBA
UFBU MEETING ON 19TH JANUARY TO DECIDE ITS COURSE OF ACTION
Please refer to our Letter No. 2015/15 dated 15.01.2015, whereby, we requested the
Convenor, UFBU to decide on our agitation programme as preparatory exercises to our
four days strike from 21st to 24th January, 2015. The issue was pursued with other
constituents of UFBU as well. We are pleased to inform you that the Convenor of
UFBU vide its Letter Ref. CM/IBA/2015/105 dated 16.01.2015 has once again
requested the IBA to convene an urgent meeting to resolve the issue of Salary
Revision. We append below the text of the Letter for your information.
We also wish to advise you that the meeting of the United Forum of Bank Unions has
been convened on 19th January, 2015, at 5 p.m. at Mumbai to take stock of the
situation, to decide further steps to be taken to make the scheduled strike from 21st
to 24th January, 2015, a grand success and also to chalk out future course of action
programmes.
We shall keep you apprised of the developments in this regard.

MEETINGS OF THE SUB-COMMITTEES ON SERVICE CONDITIONS WITH IBA
MEETING OF THE UFBU HELD ON 19TH JANUARY, 2015 AT MUMBAI
The Convenor of the UFBU has issued a Circular No. UFBU/2015/44 dated 19.01.2015
detailing, therein, the developments of the above two meetings, text of which is
appended here below:
“IBA ASSURES EXPEDITIOUS WAGE SETTLEMENT
FOUR DAYS’ STRIKE FROM 21ST TO 24TH JANUARY 2015 PUT ON HOLD
In our previous Circular, we have informed that while agreeing for formation of SubCommittees for other issues relating to wage revision, we had suggested for holding of
Meetings of Sub-Committees immediately without any loss of time. Accordingly, IBA
called for Sub-Committee meetings on 14th January 2015 to discuss on issues relating
to demands of Officers as per charter of demands and on 19th January 2015 to discuss
on Health Insurance in lieu of Reimbursement of hospitalisation expenses and issues
relating to Workmen employees as per charter of demands.
Health Insurance Scheme:
Members are aware that our charter contains demands for improvements in existing
Medical Scheme and extension of 100% reimbursement facility for family members.

IBA proposed for introduction of Medical Health Insurance Scheme and provide for
wider coverage.
In this background a Sub-Committee Meeting headed by Shri Arun Tiwari, Union Bank
of India representing the IBA and all the Nine General Secretaries representing
constituent Unions/Associations of UFBU was held on the 19th January 2015. After
thorough deliberations, UFBU pointed out the loose ends to be tied up and suggested
for further improvements in the scheme. IBA assured to take up the issues with the
concerned and have another round of discussions.
Meetings On Service Conditions of Officers’ And Workmen:
In the meetings held separately on 14th and 19th January 2015 with Officers
Organisations and Workmen Unions respectively, the issues relating to Disciplinary
Matters of Officers, Regulated Working Hours, 5-Day banking and Improvements in
Leave Rules were discussed. Further discussions are to be continued.
UFBU Meeting Held on 19th January 2015:
In this background, the representatives of constituent unions of UFBU met in
Mumbai on 19th January 2015. Extensive and comprehensive discussions were held to
review in detail the developments on the Wage Revision front starting from the
Conciliation held by the Chief Labour Commissioner (Central) in New Delhi on 5th
January2015, followed by the Negotiations with IBA on 6th and 7th January 2015 and
also the Sub-Committee meetings held thereafter.

circumstances under which the decision, to put four days strike from 21.01.2015 to
24.01.2015 on hold, was taken. The apprehensions and feelings conveyed by your
representatives in the UFBU meeting have proved true. The promises made by the IBA
to defer the four days crucial strike have been breached. United Forum of Bank
Unions has been forced to restart the agitation programme, which was put on hold
due to the assurances of the IBA for a reasonable negotiated settlement.

HELD ON 02-02-2015 AT DADAR (W), MUMBAI
General Secretary of our Confederation was on visit to Mumbai to take part in the
negotiations with IBA. Maharashtra State-I unit organized a general members' meeting
on 2nd February, 2015 at Vanmali Hall, Dadar, Mumbai to apprise the members about
progress of negotiations with IBA on wage revision directly by the General Secretary.
Com. Ravi Kuveskar, President of the Maharashtra State unit-I, presided over the
meeting which started at 6 p.m. at famous Vanmali Hall, Dadar, Mumbai.
General Secretary informed the house that AIBOC leadership is aware of widespread
unrest among the members particularly young officers upon withdrawal of 4 days
strike from 21st January to 24th January, 2015 and elaborated the reasons for the
same.

The General Meeting of Officers was convened by Com. Sanjeev Tamhane, Convenor
of Pune District Committee at Mahatma Phule Hall at J.M. Road, Shivaji Nagar, Pune,
which was overflowing with the presence of more than 350 officers from Pune city
and nearby branches.
After the formal welcome by the Convenor, the General Secretary delivered his
address covering the entire gamut of Trade Union Movement including the Gyan
Sangam organized in the city, the role played by the Bank Officers and Employees in
opening of Jan Dhan Yojana accounts, Salary Revision developments, deferment of
four days strike, justification of our demands and unreasonable attitude of the IBA
and Government, citing the paying capacity of the Banks for denial of the due Salary
Revision to the Bank employees.
MEETING OF DIRECT RECRUIT OFFICERS / PROBATIONARY OFFICERS AT NAGPUR
A meeting of young / probationary officers was organized by Maharashtra State Unit II
of our Confederation at a very short notice of 24 hours during the visit of the General
Secretary to attend the Triennial Conference of AIRRBOF at Chandrapur on 1st
February, 2015. The meeting started at 4.30 pm at famous Guru Nanak Sabhagrah at
RTM Nagpur University. The hall was overflowing with the enthusiastic young officers
assembled from various parts of Vidharbha on that Sunday.
The General Secretary explained in details the structure of the organization, Salary
Revision and technicalities involved in it, the developments taken place so far and
other demands like Five Days Week, Regulated Working Hours, change in the
disciplinary proceedings and welfare measures etc. discussed in Sub-committee
meeting held on 14th January, 2015.

STUDY VISIT TO LUCKNOW ON 16.02.2015 AND TO CHENNAI ON 17.02.2015
SUBMISSION OF OUR REPRESENTATION TO THE COMMITTEE
You are aware that our Confederation leaves no opportunity that helps in an early and
reasonable Salary Revision for the Bank Employees and resolving other issues
concerning the Bank Employees, working class and common masses. A similar
opportunity was utilized as soon as the undersigned came to know on 15th of
February, 2015, that Committee on Government Assurances, Rajya Sabha, shall be on
visit to Lucknow to study the reasons for delay on demand for pay hike in Public
Sector Banks.

Our activists from various Affiliates based in Lucknow were contacted immediately
and they were briefed to be present before the committee to submit the view of the
Confederation justifying our demands and requesting the Committee to intervene and
help us in getting our delayed Salary Revision. A meeting was also arranged through
the Affiliates, in the Bank of India, which was the nodal agency for the captioned
visit.
As per the briefing given, the delegation consisting of Com. Dilip Chauhan, State
Secretary, UP & Uttranchal Unit, Com. Atul Swaroop, State President, Com. S.S.
Prasad, General Secretary, DBOA Unit, Com. Vinay Srivastava, General Secretary,
UBIOA, Com. Satyajeet Singh, President, BOIOA and Com. B.P. Verma, Zonal
Secretary, BOIOA, met the Rajya Sabha Committee and submitted the view of the
Confederation as well as the written representation, which was especially drafted by
the Central Office. We have been reported that the meeting was meaningful and the
Chairman of the Committee, Shri Satish Chandra Mishra, is reported to have assured
of full support for the cause of the Bank Officers and Employees. We further came to
know that the Committee will visit Chennai-Portblair & other places also and,
therefore, the copy of the representation was supplied to General Secretaries of all
Affiliates yesterday.
Yesterday, late evening, we came to know that the Rajaya Sabha Committee will be
visiting Chennai today. The information was passed on to Com. Anandakumar,
Chairman of the Negotiating Committee and Com. Manimaran, Sr. Vice President of
our Confederation with a request to seek appointment with the committee and
present our case before the committee. We are happy to inform you that Com. K.
Anandakumar & Com. J.D.Sharma could meet the members of the committee and a
satisfactory interaction could take place with the Chairperson and other members of
the committee. The committee members were well informed about the present stage
of the salary revision and our representatives could convince the committee about our
legitimate demand and early wage settlement which is long overdue.

After listening to both the parties the CLC suggested to the IBA to hold further
negotiations and IBA agreed to call UFBU for further negotiations on Monday, the 23rd
February, 2015 at 11.30 a.m. at Mumbai.

HEARTIEST CONGRATULATIONS ! KUDOS TO OUR UNITY !!
LONG AWAITED SALARY REVISION FINALLY SETTLED !!
We convey our heartiest congratulations to all our members on this historic day for
achieving a long awaited settlement for which we struggled unitedly and
determinedly with all our valor. Ultimately after a period of two years and
approximately 4 months and 18 rounds of talks, tenth Bipartite Settlement has been
achieved ! This finally brought an end to long period of unnecessary anxiety thrusted
upon the minds of each one of us Comrades, Kudos to unity and perseverance of our
members ! Our members are aware of the relentless efforts and innovative ways
adopted by our Organisation from time to time to achieve the long pending justified
demands. We explored and did not hesitate to traverse all possible routes to reach
final destination of wage settlement. In today’s talks also, our Organisation played a
major role by taking firm stand on some of the finer points.
One of the issues apart from the Salary negotiation, very dear to our heart,
particularly to the lady comrades and other young members has been that of 5 days
week. It was only with a great endeavor of convincing the Authorities with lot of facts
and figures that IBA partially conceded to our demand and agreed on second and
fourth Saturday of the month to be a holiday while making the other Saturdays as full
day working. Some of the salient features of the settlement are as under:
1.
The wage revision will be effective from 01.11.2012.
2.
The annual wage increase in salary and allowances @ 15% which works out to
Rs. 4725 crores on salary slip components.
3.
The new scales will be constructed after merging dearness allowance
corresponding 4440 points as on November 2011, which works out to 60.15% and
adding a load factor of 2% on Basic pay plus Dearness Allowance as on 31st March 2012
amounting to around Rs. 597 crores.
4.
Distribution of annual wage increase between Workmen Unions and Officers’
Associations will be worked separately based on breakup of establishment expenses as
on 31.03.2012.
5.
Every second and fourth Saturday of the month will be a holiday and other
Saturdays will be full working days.
6.
All others issues of the Managements and Unions/Associations discussed during
the process of negotiation will be settled to the mutual satisfaction.

7.
The parties will meet on mutually convenient dates to draw out a detailed
Bipartite Settlement/Joint Note on the various issues on which consensus position
have been reached. The parties will endeavour to finalise the Bipartite
Settlement/Joint Note within a period of ninety days.
Comrades, though we may be happy, on one hand, on account of uncertainties on
major issues coming to an end, but on the other hand, many eyebrows may be raised
on the percentage increase agreed upon. We wish to advise that in the present
scenario of deteriorating financial results of most of the Banks for the last quarter
and likelihood of it still getting worse for the ensuing one, further delay in concluding
the talks would not have been favourable for us.
We once again convey our congratulations and thanks to rank and file for the
solidarity, patience and maturity reflected during the testing time and reposing their
faith on the leadership. We wish to assure our members that we would take utmost
care of the interest of our members in the matter of other issues also which are under
discussions with IBA.

MEETING OF THE SUB-GROUP TO DISCUSS CHARTER OF DEMANDS OF OFFICERS’
ASSOCIATIONS HELD ON 16TH MARCH, 2015 AT MUMBAI
The second meeting of the Sub-Group to discuss Charter of Demands of the Officers’
Association was held on 16th March, 2015, at IBA office at Mumbai. IBA was represented by Sh.
Ashwani Kumar, the CMD of Dena Bank and Chairman of the Sub-Committee, Sh. Shailesh
Verma, Chief General Manager, SBI, Sh. M.V. Tanksale, CEO, IBA, Sh. K. Unnikrishnan, Dy.
CEO, IBA, Sh. K.S. Chauhan, Senior Vice President, IBA and other officials. AIBOC was
represented by Com. Y. Sudarshan and the undersigned. General Secretaries of other three
officers’ organizations also participated in the meeting.
While welcoming the members of both sides of the Sub-Committee, Sh. M.V. Tanksale, CEO
complemented them on arriving at a settlement to the satisfaction of all and expressed his
desire that the signing of the final settlement should take place at the earliest. The
Subcommittee Chairman, Sh. Ashwani Kumar also expressed his compliments for clinching a
settlement of 15% wage hike along with two Saturdays off. It was informed that IBA has taken
up the exercise of drafting scales as per the MOU signed on 23rd February, 2015 and discussion
on the same can be taken up in the next rounds.

In the matter of demands pertaining to leaves rules covered in part II of the Charter of
Demand, discussion took place on increase in casual leave, treatment of unavailed casual
leave, notice period of privilege leaves, availment of unavailed casual leave without
production of medical certificate, child adoption leave, special sick leave for lady officers
above the age of 45 years in case of certain diseases, paternity leave, leave for sports
activities, sabbatical leave, creation of leave bank. The demand of accumulation of privilege
leave up to 300 days was discussed with logical presentations. IBA also insisted that the
guidelines of compulsory availment of minimum 10 days privilege leave in a year should be
adhered to. IBA was positive on all our demands and assured that the issues will be taken up
in the HR committee of the IBA and will be considered keeping the constraints and service
conditions of Government Employees in this regard.
On our demand of increase in lodging and boarding expenses / halting allowances, mid
academic year transfer allowance, transfer of household article expenses, packing and
incidental expenses at the time of transfers and other welfare activities were also discussed.
On the issue of LTC facility, we made a demand of monetization of the facility to enable the
officers to avail it in their own way, subject to income tax rules, as prevailing in Reserve Bank
of India. IBA asked to submit a paper on the scheme. IBA has also agreed to revise the
monetary limits of Rs. 3500/= substantially for defining the dependent. We are once again
pleased to inform you that AIBOC has prepared the paper based on the LTC scheme in RBI and
has submitted the paper to IBA on 17th March itself. The demands of DA neutralization / parity
in DA for those who retired prior to 01.12.2002, family pension, full encashment of leaves to
those who have been compulsorily retired or resigned in the absence of voluntary retirement
scheme were also taken up and IBA is positive on these demands. However, they expressed
the constraints of financial implications on these issues as well as pension updation. We will
continue to pursue these issues.
Comrades, these were the initial discussions and a couple of more rounds of talks are
expected before the IBA would place our demands before its HR committee. We have also
submitted our expectations and suggestions on structuring of the scales and IBA has ensured
to take care of these while framing new scales structure.
We urge upon all our members to ignore various communications, messages and circulars
shared through various sources which appear to have no stake or knowledge on the subject
and seem to be taking undue advantage of the situation. Please rely upon the authentic

specifically linked to the Bank Rate, also stand revised as indicated in the Annex.

Dispensing with ‘No Due Certificate’ for lending by banks
Please refer to our circular RPCD.LBS (SAA).BC.No.62/08.01.00/2004-05 dated
December 8, 2004 on Relaxation in Service Area norms. Further, in terms of circular
RPCD.PLFS.BC.No.85/05.04.02/2006-07 dated April 30, 2007 on ‘Simplification of the
Procedures and Processes for Obtaining Agricultural Loans’, banks were advised to
dispense with the requirement of ‘No Due Certificate’ for small loans up to Rs.50,000
to small and marginal farmers, share-croppers and the like and, instead, obtain selfdeclaration from the borrower.

Reference is also invited to circular RPCD.GSSD.BC.No.1/09.01.01/201213
dated July 02, 2012 wherein for lending under Government Sponsored Scheme SGSY
(now NRLM), if the Service Area branch does not issue ‘No Due Certificate’ within 15
days from the date of receipt of application from the borrower, the borrowers are
free to approach any branch in the block for their credit requirements.

In this connection, we have been receiving complaints from borrowers as banks
are refusing to grant loans without ‘No Due Certificate’, especially in rural and semiurban areas. In order to ensure hassle free credit to all borrowers, especially in rural
and semi-urban areas and keeping in view the technologic developments and the
different ways available with banks to avoid multiple financing, banks are advised to
dispense with obtaining ‘No Due Certificate’ from the individual borrowers (including
SHGs & JLGs) in rural and semi-urban areas for all types of loans including loans under
Government Sponsored Schemes, irrespective of the amount involved unless the
Government Sponsored Scheme itself provides for obtention of ‘No Dues Certificate’.
4.
Banks may kindly note that while Service Area Approach continues to be
applicable for Government Sponsored Schemes, the borrower is free to approach any
bank branch in his service area for obtaining credit under Government Sponsored
Schemes.

Banks are encouraged to use an alternative framework of due diligence as part
of credit appraisal exercise other than the ‘No Due Certificate’ which could, among
others, consist of one or more of the following:
Credit history check through credit information companies
Self declaration or an affidavit from the borrower
CERSAI registration
Peer monitoring
Information sharing among lenders
Information search (writing to other lenders with an auto deadline)
6.
Banks are also advised to submit credit information/data to all Credit
Information Companies (CICs), as required in terms of extant instructions issued by
RBI.

It has been decided that overdrafts extended by banks upto ` 5,000/- in
Pradhan Mantri Jan-Dhan Yojana (PMJDY) accounts will be eligible for classification
under priority sector advances (‘others’ category) as also weaker sections, provided
the borrowers household annual income does not exceed ` 60,000/- for rural areas
and ` 1,20,000/- for non-rural areas.

Unclaimed Deposits / Inoperative Accounts in Banks
Display list of Inoperative Accounts
Please refer to our Circular UBD.BPD.(PCB).Cir.No.9/13.01.000/2008-09 dated
September 1, 2008 and RPCD.CO.RF.BC.No.89/07.38.01/2008-09 dated February 18,
2009, wherein detailed instructions have been given to banks on dealing with
unclaimed deposits / inoperative accounts. They have been advised to find the
whereabouts of the customers and their legal heirs. These instructions, inter alia,
include i) annual review of accounts in which there are no operations, ii) operations in
such accounts to be allowed after due diligence and iii) no charge to be levied for
activation of inoperative account, etc.
2.
Keeping in view public interest, it has been decided that banks should, in
addition to the instructions contained in the above mentioned circulars, play a more
pro-active role in finding the whereabouts of the accountholders of unclaimed
deposits / inoperative accounts. Banks having websites, are therefore advised that
they should display the list of unclaimed deposits / inoperative accounts which are
inactive / inoperative for ten years or more on their respective websites. Those banks
which do not have their websites should make available the list in their respective
branches. The list so displayed on the websites/ available in the branches must
contain only the names of the account holder(s) and his / her address in respect of
unclaimed deposits / inoperative accounts. In case such accounts are not in the name
of individuals, the names of individuals authorized to operate the accounts should
also be indicated. However, the account number, its type and the name of the branch

(not applicable in case of unit banks) shall not be disclosed on the bank's website. The
list so published by the banks on their websites should also provide a "Find" option to
enable the public to search the list of accounts by name of the account holder.
2.
State Co-operative Banks/ Central Co-operative Banks have already been
advised vide our circular RPCD.No.RRB.RCB.BC.58/03.05.033/2011-12 dated February
8, 2012 to display the list of unclaimed deposits/ inoperative accounts which are
inactive / inoperative for ten years or more on their respective websites. They were
advised to complete the action by June 30, 2012 and keep their websites updated at
regular intervals.

Banks may also refer to circular DBOD.No.DEAF Cell.BC.114/30.01.002/2013-14
dated May 27, 2014 on the Depositor Education and Awareness Fund Scheme, 2014
(Scheme) notified by Government of India. In terms of Paragraph 3(vi) of the Scheme,
a bank shall calculate the cumulative balances in all such accounts, as on the day
prior to the effective date and transfer the amount to the Depositor Education and
Awareness Fund (Fund) on the last working day of subsequent month along with the
interest accrued. Subsequently, as mentioned in paragraph 3(vii) of the Scheme,
banks shall transfer to the Fund the amounts becoming due in each calendar month
(i.e. proceeds of the inoperative accounts and balances remaining unclaimed for ten
years or more) as specified in the Scheme and the interest accrued thereon on the
last working day of the subsequent month.
4.
Banks should also give on the same website/ display in their branch, the
information about the process of claiming the unclaimed deposit/activating the
inoperative account and the necessary forms and documents for claiming the same.
Banks are required to have adequate operational safeguards to ensure that the
claimants are genuine.
5.
The list of unclaimed deposits / inoperative accounts which are inactive /
inoperative for ten years or more should be updated at least on a monthly basis by:
i.
adding the names and address of the account holders whose deposits have been
transferred to the Depositor Education and Awareness Fund (Fund) during the
month/period.
ii.
deleting the names and address of account holders whose claim were admitted
by the banks during the month/period. Banks need not wait for refund from the Fund
for deleting the names.
6.
All UCBs and those StCBs/CCBs who have not yet completed the action are
advised to complete action as above by June 30, 2015.

Deccan Chronicle Holdings Ltd chairman, vice-chairman remanded in custody
T. Venkattram Reddy, chairman of the
Hyderabad-based media house Deccan
Chronicle Holdings Limited, and his brother
and vice-chairman T. Vinayak Ravi Reddy,
were arrested here on Saturday by the CBI
officials in a bank fraud case.
They were produced before the CBI court
judge at his residence in Secunderabad and
later lodged in the Chanchalguda prison
after the judge remanded them in judicial
custody for 14 days. A special team of the Bank Securities and Fraud Cell of the CBI
came to the Deccan Chronicle office in Secunderabad in the morning and took them to
the CBI office at Koti, city police officials unwilling to be quoted told The Hindu.
After prolonged interrogation over the alleged fraud involving nearly Rs. 360 crore,
the CBI officials arrested them.
“We will move bail petition tomorrow [Sunday],” counsel Arcot Chandrashekhar told
reporters outside the judge’s residence.
Seventy-seven-year-old DCHL company owns three English dailies, Deccan
Chronicle, Financial Chronicle and The Asian Age and a Telugu daily Andhra Bhoomi.
The Canara Bank, which was among the key state-owned lenders to the media house,
lodged a complaint with the CBI in July, 2013 charging that the Deccan Chronicle
Holdings Ltd promoters defrauded the bank and that it had found some discrepancies in
the audit books of the company.
