CIL/S&M/CMD Meet/As is where is/200 dated 11.04.2015 t. tt has been decided to make offer to all Power Utilities (including lPPs) having FSA in the year 2015-16 to lift the coal which is held in the stocks on "As is where is Basis" with the stipulation that the Power utilities will make their own evacuation arrangement. This will serve the objective of honouring the FSA up to the trigger point with normal despatches and to even exceed it by allowing liquidation from the stocks whenever the Power Utilities come forward to lift either by Road or Road - cum - Rail arrangement. The price applicable for Power Utilities would be as per FSA, including incentives, as applicable' 2. In line with prevailing practice, supply of coal through this scheme would be an integral part of the quantity supplied gnder FSA and may be availed by both, pre & post 2009 Commissioned Power Stations having 3. 4. FSA. In case, where under Model FSA for new Power Stations mandatorily lifting through Roadcum-Rail mode to the extent of 5% of ACQ is already provisioned , the "As is where is Basis" scheme would be an additional facility to the willing Power-stations and the quantity so lifted would also be an integral part of the quantity supplied under FSA. K.D.Old Siding, which was made available earlier for augmenting despatches under "As is where is Basis" scheme through Road / Road-cum-Rail mode, may again be considered for such despatches. For despatches from Amrapali Project, Tori Siding may be made available for despatches under RCR mode. 5. 5. 7. All concerned, who are interested in lifting of coal through the Siding mentioned above, may offer their expression of interest for supply of coal under "As is where is Basis" scheme. In case , certain consumers are interested in lifting coal by forming a group, they may submit their expression of interest through consortium duly formed by such cohSUlYl€rs: The list of pithead stocks which is offered for despatches to Power Utilities having FSA with CCL is enclosed as Annexure L You are requested to submit your offer for lifting of coal to the office of the undersigned within 15 days from the date of issue of this notice in accordance with the linked range of GCV/Grade as per FSA executed with them. In case interest is received for more than the offered quantity, the allocation shall be made on pro-rata basis in accordance with their respective ACQ, Other modalities shall be decided after receipt of offer/interest from the concerned Power Utilities.
