I am an Associate Director with AECOM, a consultancy firm specialising in architecture, design, engineering, and construction services for public and private sector clients across a broad range of sectors. Our transportation practice provides the full range of specialist transportation services including traffic engineering and transport planning: the two fundamental elements of a planning application Transport Assessment. 1.2 The evidence I shall give is true, given in good faith and represents my professional opinion regarding the merits of the Order proposal and I have carried out my assessment in accordance with the Code of Professional Conduct of the Chartered Institution of Highways & Transportation. 1.3 I have dealt with the transportation aspects on the WCCE Statement of Matters and objections in full. 1.4 From a transportation perspective the WCCE scheme will significantly enhance tram interchange for public transport users, in particular interchange at Wolverhampton Rail Station. 1.5 I have assessed the VISSIM microsimulation model and conclude that it is suitable to test the impact of WCCE on motorised traffic based on professional judgment and experience and Best Practice modelling guidelines. I have used my professional expertise to assess the impact on other (non-motorised) modes and users. 1.6 The VISSIM microsimulation model shows that there will be a network impact resulting from moving the multi-storey and station access from Railway Drive to Corn Hill, which is a committed development with planning permission as part of the WIP scheme. The changes in vehicle movements will put greater pressure on the Bilston Street Island junction, which has a knock on effect around the road network. However when the impact of the WCCE scheme is analysed in isolation (i.e. with the committed multi-storey car park and station access already relocated to Corn Hill) then the impact of WCCE is negligible. This is principally because the traffic flows on Pipers Row and Railway Drive will be low. 1.7 I have assessed the transportation impact during the construction period and can conclude that the construction management plan suitably minimises impact on the road network, both on motorised and non-motorised traffic Page 3 of 3
