Sue Tiernan
• Vice-president of West Chester Area
School Board, Chair of the Education

• While on the school board, she
helped form a Legislative Action
Committee to work with legislature to curb unfunded
mandates, completed a three year comprehensive program
to proactively manage changing regulations to meet state
standards and address current and projected fiscal
realities, and formed a new set of regulations to evaluate
the professional and administrative staff
• Volunteer at Community Volunteers in Medicine for over
7 years, former board member of the Charles A. Melton
Community Center
• A lifelong resident of West Chester who graduated from
Henderson High School, is a parent of 2 Henderson alumni,
and grandmother to two current West Chester students at
Hillsdale Elementary School and Peirce Middle School.
Matthew Morley
• Resides in West Whiteland with his
wife Bethany, daughter Isabelle and
their two dogs, Teddy and Randy
• Attorney and Small Business Owner
• Managing Partner of Kilgore, Lawson
and Morley, a boutique law firm
based in West Chester that focuses
on complex asset division and estate planning
• Qualified Expert in Pensions and Employee Benefit Plans
• Attended public schools from kindergarten through law
school
• Serves on several volunteer committees, including the
Pennsylvania Bar Association’s committees for Legal
Services to the Public, Military and Veteran Affairs,
Unauthorized Practice of Law and Charitable Organizations
Gary Bevilacqua:
• Currently IT Project Manager at
Vanguard with over 30 years work
experience in both the Engineering
and Information Technology
industries
• A current West Chester Area School
Board Director who helped form a

Goshen for 6 years and currently Westtown with his wife
Cindy. Father of two children who received an excellent
education from WCASD and have graduated form

Kate Shaw
• Executive Director for Research for
Action, an independent educational
research organization focused on
using data to improve educational
outcomes, with 20 years of experience
in development and implementation
of educational policies
• Served as Deputy Secretary for
Postsecondary and Higher Education in the Pennsylvania
Department of Education, and currently serves on several
committees and advisory boards on postsecondary success
and workforceinvestment
• Author of several books, journals and articles on education.
• Proud parent of a senior at Bayard Rustin High School, and
20-year resident of West Chester Borough
Samantha Bloom
• Director of Advancement Services at
Episcopal Academy, where she is
responsible for all aspects of fulfilling
fundraising and marketing activities,
staff training, and supervision
• Small business owner for 8 years,
offering organizational management,
software training, and business process documentation
services, who also has over 20 years experience in
proposal writing, grant administration, development, public
relations, board management, research, and data analytics
• Serves on the WCASD Legislative Action Committee and in
a variety of volunteer leadership roles with local Girl Scouts
troops, sports coaching, booster clubs, and service
organizations.
• A West Whiteland resident for 15 years, and mother of two
daughters thriving at Mary C. Howse Elementary and
Henderson High School
