Chester County Democratic Candidates - 2015
The following candidates at the state and county level were endorsed at the Chester County Democratic
Committee Nominating Convention or by subsequent action.
Chester County Commissioner
Commissioner Kathi Cozzone is the first Democrat to serve as Vice-Chair of the Chester County Commissioners. She
sits on the Advisory Board of the Child Advocacy Center of Chester County and on the Board of Directors of the
United Way of Chester County. She is an ex-officio member of the Chester County Economic Development Council and
also serves on the Board of the Chester County Industrial Development Association. She has served as County Commissioner since 2008.
Bill Scott has been active in the Chester County Democratic Party since 1964. He has long years of service on both
the County and State Committees and their Executive Committees. Bill is now in his third term on the West Chester
Borough Council and previously served a term as its President. He has participated in the campaigns of Democratic
candidates in every election cycle and is a member of the State Committee.
Chester County Court of Common Pleas
Julia Malloy-Good Julia is the only candidate for
Judge of the Court of Common Pleas who has been
voted "Qualified" by the Chester County Bar
Association. She has experience as a Family Court
Master and her 30 years of legal practice in litigation,
mediation and arbitration. She has also served as a
member of the Malvern Borough Planning Commission, as a Board
member of the Maternal Child Health Care Consortium, as President
of the Chester County Bar Foundation, and as a volunteer at Bridge

Recorder of Deeds
Hans van Mol holds the office of President/Chairman
of the Board of the Chester County Pops Orchestra
in addition to being an assistant high school band
director. He is a graduate of West Chester University,
working as an Inventory Manager at J.W. Pepper &
Son, Inc., in Exton. A life-long resident of Paoli, he
is proud to serve as the Chester County Democrats' Parliamentarian.
District Attorney
Tom Purl is a veteran of the US Army who worked his
way through college & law school (Widener University)
after postponing his high school graduation to join
the military. His wide range of legal experience
includes prosecuting military tribunal cases, handling
criminal (jury and bench) trials, civil cases, family law and
dependency law. He has an active legal practice in Downingtown.

Prothonotary
Tisha Brown holds a Masters degree in Human
Services from Lincoln University. She has worked in
the field of Early Childhood Education for more than
13 years, serving in an administrative capacity for
the last 7 years and working in both the private and
non-profit sectors. Currently, Tisha serves as
Assistant Director supervising the staff of a privately owned statelicensed child care in West Chester. She is also a local minister.
Register of Wills
Lani Frank Lani has owned several successful
businesses, managing staff, implementing
policies, streamlining productivity, and meeting
budgets. She has been an active political volunteer, committee person, campaign manager, and
social activist, and currently serves as Vice Chair
of the Chester County Democrats as well as Chair of the PA
Democratic State Committee Progressive Caucus.
Sheriff
James Bell received his bachelor’s degree in
Criminal Justice, and also was a member of the
Graduation Class 113 at the FBI National Academy.
He spent 8 years in the US Air Force and 38
years in various police departments, beginning in
West Chester PA. After retiring from the West
Chester police, he served at Valley Township and was Director of
Public Safety at Cheyney University; in 2012 he spent 5 months as
interim Chief of Police in Coatesville. Presently he is a substitute
teacher.

PA State Supreme Court
Judge Kevin Dougherty * has served since 2001 as a judge on the Philadelphia Court of Common
Pleas, where he currently serves as the Administrative Judge of the Trial Division, overseeing all
aspects of Pennsylvania's largest civil and criminal trial court system. Judge Dougherty
previously served as Administrative Judge of Philadelphia Family Court for nearly a decade,
where he implemented major reforms to better serve our most vulnerable and at-risk citizens.

Judge Anne Lazarus has served on the state Superior Court since 2009, and is an expert in
judicial ethics who is committed to maintaining and improving the standards of Pennsylvania’s
courts. With over 20 years experience as a trial and appellate judge, she has seen Pennsylvaians during some of the most difficult times of their lives. She knows how an effective and
efficient judicial system can make a difference for so many. Before her time on the bench,
Judge Lazarus served as Legal Counsel to the Philadelphia Orphans Court, practiced law in
the estates department of Ballard Spahr Andrews & Ingersoll in Philadelphia, and served on

Judge David Wecht * has served on the Superior Court of Pennsylvania since January 2012.
He was “Highly Recommended” by the Pennsylvania Bar Association. Before that, he served as
a trial judge on the Court of Common Pleas for Pennsylvania’s Fifth Judicial District from February
2003 to January 2012, in both the Civil and Family Divisions. From 2009 to 2011, he served by
appointment of the Supreme Court of Pennsylvania as Administrative Judge of the Family
Division, which encompasses both domestic relations cases and cases of juvenile dependency
and delinquency. As Administrative Judge, Judge Wecht designed and implemented several

PA Superior Court
Judge Alice B Dubow graduated from Lower Merion High School, UPenn, and UPenn Law
School. She has worked in the Bucks County Court of Common Pleas, several law firms, and
Drexel University, including as Deputy General Counsel. She has been an Assistant City Solicitor
and Divisional Deputy City Solicitor for the City of Philadelphia. In 2007, she was elected to the
Philadelphia Court of Common Pleas. In family court she developed a keen understanding of the
effects that trauma causes children, the biological attachment children have to their parents, and
the impact drug addiction and mental health issues have on families. In criminal cases, she has
found that making difficult sentencing decisions is predicated on distinguishing defendants who
show a pattern of criminal behavior and are a threat to the community from defendants who led

PA State Commonwealth Court
Judge Todd Eagen * went to high school in Scranton, college in Pittsburgh, and Penn State –
Dickinson School of Law in Carlisle, where he served as a judicial intern for Federal Judge William
J. Nealon, for whom after graduation he became Senior Law Clerk. He then practiced law, currently
as a partner in a Harrisburg firm specialized in representing unions and working men and women
across Pennsylvania. He has represented clients in all aspects of Labor Law in various courts.
