Position Description Job Title: Senior Program Officer, Special Initiatives and Partnership Development Effective Date: April 2015 Grade: CN-08 Location: Beijing, China Reports To: Regional Director, East Asia Division: D565 IIE’s mission is to advance international education and access to education worldwide. The IIE Beijing Office, [IIE Consulting (Beijing) Ltd.], is seeking applications from resident Chinese nationals for a full-time Senior Program Officer position supporting current initiatives and future program development in the Chinese philanthropic community. The initial contract will be for one year, with the possibility of extension based on availability of funding Purpose of Position: The Senior Program Officer for Special Initiatives and Partnership Development will report directly to the Regional Director for East Asia. S/he will divide his/her time evenly between two key areas: (i) identifying, pursuing and securing strategic business opportunities within IIE’s mission; and (ii) providing leadership and program management expertise for a unique initiative to engage and provide a discussion space for China’s emerging philanthropic community to explore maximizing the impact of their social investments. This position is based in Beijing, China. Essential Duties and Responsibilities include the following: New Opportunities Research (15%) Work closely with the Regional Director to research opportunities to engage international educational programming to address developing needs in China, including identifying funding trends around those opportunities. Proposal Development (20%) Lead and/or contribute substantially to proposal development efforts from the IIE/Beijing office, including outlining and drafting proposal sections Liaise with IIE’s US offices to obtain necessary approvals Form strategic partnerships/alliances Recruit additional expertise as needed; and Provide cost estimates to ensure accurate budgeting. External Representation (15%) Represent IIE to local stakeholders—including the donor, government, educational, and philanthropic communities, among others—as assigned by the Regional Director. Program-specific management (20%) Provide overall management for the Ford Foundation-funded Learning Circles for Chinese Philanthropy Program, ensuring the timely completion of all planned project activities according to the client-approved work-plan. Activities for Learning Circles (25%) Design and conduct outreach activities with the Chinese philanthropic community to engage interest in the Learning Circles concept. Convene and facilitate Learning Circles workshops as a discussion space for philanthropists looking to identify ways to maximize their impact. General Management of Deliverables (5%) Draft and refine all contractually required deliverables, including financial reporting, in a timely manner. Education/Experience: Bachelor’s degree required; Master’s degree preferred Minimum of 3-5 years of experience developing and/or managing programs in the education or philanthropic sectors Experience required researching educational trends and challenges Experience required designing programs to address those challenges and opportunities, including full proposal development experience Skills Required: Familiarity with the Chinese philanthropic community required, existing linkages with the community strongly preferred. Strong organizational, planning, and scheduling skills with demonstrated ability to execute multiple projects on time and on budget. Strong spoken and written communication skills in both English and Mandarin, to convey information to individuals and groups of varying educational, cultural, and experience levels. Proven ability to work effectively with Chinese individuals, groups and institutions involved in philanthropy. Demonstrated commitment to quality and customer focus with ability to build and maintain effective relationships. Ability to comply with guidelines, policies and procedures. High level of integrity and accountability. Professionalism, maturity, and the ability to use diplomacy in difficult situations.
