His firm works with local governments to prepare for economic development as well as companies seeking to find sites and available buildings in the right locations. He was formerly the Executive Director of the Brunswick and Glynn County Development Authority and worked in concert with the Brunswick City Commission and Glynn County Board of Commissioners. As Glynn County’s economic development manager, Chuck assisted new and existing companies that are considering an expansion or relocation to the area. This includes strategic planning, product development, consensus building, marketing and other endeavors that result in new industrial recruitment, existing industry retention and expansion, small business and entrepreneurial development, and general business support. He also lead a team with support from the development authority board members, elected and appointed officials, technical college, career academy, and K-‐12 and other education officials, the Golden Isles Chamber of Commerce, and the Golden Isles Convention and Visitor's Bureau, and various stakeholder groups and individuals. Prior to Georgia Power, his experience included local government planning and management consulting. Additionally, he has taught college courses in management, finance and strategic planning. He is a Certified Economic Development Financial Professional and a former committee chair and Board of Directors member of the Georgia Economic Developers Association. degree in Education and a Masters of Arts degree in Counseling, both from West Chuck holds an undergraduate Virginia University. Additionally, he holds a Masters of Business Administration degree from Berry College, located in Rome, Georgia. He is married to Barbara white Scragg, formerly of Decatur. They have three sons, Chris, Chas and Jon. Community Development Activities In addition to a Masters degree in Counseling, with concentrations on group dynamics, Mr Scragg holds three certifications in group facilitation, one from the University of Georgia. He has conducted over 300 large and small group strategic planning sessions, primarily with economic development groups and governmental officials. He was instrumental in the redevelopment of the Georgia Better Hometown Program and was Chair of the Georiga Main Street Program’s Advisory Council for three years. He is very adept at understanding local political realities and assisting with strategic plans. Additionally, he helped several counties form tourism marketing consortiums, Georgia’s Lake County (Lakes Sinclair and Oconee), and the Lake Hartwell Marketing Alliance. He is a Certified Economic Development Financial Professional and has advised both clients and communities on financial matters concerning economic development plans. He draws on his experience in teaching corportate finance at Berry College as well.
