SUBJECT: SPECIFICATION FOR OIL STOP VALVES WITH WATER FLOW-THROUGH PROCESSING FOR STORM DRAINS, RETENTION PONDS, ELECTRICAL SUBSTATIONS, BULK STORAGE TANK FARMS, RAIN WATER OUT-FALLS, AND OIL-WATER SEPERATOR OUT-FALLS. 1.0 SCOPE This specification is intended to define the minimum material and installation requirements for design and installation of drain filters which provide satisfactory rate of water flow-through while acting as an environmental shut-off valve for hydrocarbons e.g., oils, gasoline, diesel, refined oils and the like. 2.0 GENERAL Secondary containment units shall incorporate a drainage system to evacuate water while stopping any organic hydrocarbons from contaminating the downstream environment. The specified system shall provide flow rates for water sufficient to prevent any overflow of contaminated rain water. 3.0 STANDARDS The containment system shall comply with requirements of the following standards: 3.1 Spill Prevention Control and Counter Measures (SPCC), Standard 40CFR 112: Example provided: “Facility Drainage- 40 CFR 112.8 (b) (1) and 40 CFR 112.8 (b) (2): The dike structure containing oil-filled transformers. The dike structure is equipped with a drain shut off system specifically engineered to prevent oil from escaping the containment structure while allowing the water to flow through during normal conditions.” 3.2 IEEE Std 980-1994 R2001 (The Institute of Electrical and Electronics Engineers) Guide for containment and Control of Oil Spills in Substations. 4.0 DESIGN Examples of HFF Oil Stop Valves (C.I.Agent Solutions®) design and installation are illustrated by following examples: 5.0 MATERIAL The Oil Stop Valve(s) shall be constructed using nonwoven geotextile materials in combination of oil solidifying polymers. Size of the filter in terms of the diameter and the length shall be determined by the water flow rate requirements. 6.0 PERFORMANCE CRITERIA 6.1 No detectable amount (<5 ppm) of hydrocarbon contaminant should pass through the device. 6.2 Minimum steady state water flow rates should be as follows: 6.2.1 2” Pipe Fitting x 12” Long: > 2 Gallons/Minute at 12” W.H. for Horizontal Mount and/or > 6 Gallons/Minute at 12” W.H. for Vertical Mount 6.2.2 4” Pipe Fitting x 12” Long > 10 Gallons/Minute at 12” W.H. for Horizontal Mount and/or > 15 Gallons/Minute at 12” W.H. for Vertical Mount 6.2.3 6” Pipe Fitting x 24” Long > 20 Gallons/Minute at 12” W.H. for Horizontal Mount and/or > 28 Gallons/Minute at 12” W.H. for Vertical Mount 6.3 Manufacturers documentation supporting these minimum flow rates shall be provided prior to contract award. 6.4 Approved unit shall be C.I.Agent Solutions® HFF Oil Stop Valve or preapproved equal. 7.0 INSTALLATION 7.1 The Oil Stop Valve shall be attached to the drain pipes on the outside exit of the containment structure. 7.2 The Oil Stop Valve shall be mounted with a pre-filter to catch debris, silt, dirt, paper, limbs, etc. The pre-filters shall be such that they can be accessed, inspected, cleaned, and replaced periodically. 7.3 When the Oil Stop Valve comes into contact with any hydrocarbons they shall be solidified and contained upon contact. At some point during a release of hydrocarbon contaminants, the water flow will be reduced or stopped and therefore should be replaced with a new Oil Stop Valve. 7.4 The Oil Stop Valve shall be mounted such that it can be accessed, inspected, cleaned, and replaced as required. 8.0 WARRANTY 8.1 Provide manufacturer warranty against release of hydrocarbons due to the failure of the materials and/or workmanship of the product when installed in accordance to the manufacturer’s instructions. 8.2 Provide pollution and product liability insurance policy.
