Call to Order
The Champlin Environmental Resources Commission met in a Regular Meeting on
February 2, 2015 and was called to order by Chair Lorraine Coan at 6:30 p.m.
Roll Call
Present: Chair Lorraine Coan, Commissioners Joseph Kallstrom, Brian Martenson,
Heather Ross, Jared Galligan, Tom Moe, Linn Kesler and Rick Klemesrud.
Absent: none.
Staff Present: City Clerk Roberta Colotti and Assistant City Engineer Todd Tuominen.

Motion by Commissioner Klemesrud and seconded by Commissioner Ross to
approve the February 2, 2015 Regular Meeting agenda as presented. Voting in favor:
Chair Coan, Commissioners Kallstrom, Ross, Galligan, Moe, Martenson, Kesler and
Klemesrud. Voting against: none. Motion carried.
Membership
Chair Coan recognized the January 12 City Council appointment of Commissioners
Galligan, Ross and Kesler to additional three year terms.

Chair Coan reported that the City Council had confirmed her appointment as Chair
and the appointment of Commissioner Galligan to the position of Vice Chair on

Motion by Commissioner Galligan and seconded by Commissioner Klemesrud to
approve the minutes of the October 6, 2014 Regular Meeting, as presented. Voting in
favor: Chair Coan, Commissioners Kallstrom, Ross, Galligan, Moe, Martenson, Kesler
and Klemesrud. Voting against: none. Motion carried.

Bee Friendly
Champlin:
Pollinator Project
Geri Nelson, League of Women Voters ABC, introduced the Bee Friendly Champlin
task force that was forming in Champlin to address the issue of loss of pollinator
habitat. She presented information on preserving and protecting pollinator habitat.
She invited members of the ERC to join the Bee Friendly Champlin task force. She
asked for the support of the ERC in preserving and protecting pollinator habitat.

The ERC identified several areas of co-sponsorship including the May 13 Metro
Blooms rain garden workshop that is set to feature pollinators, the modification of the
Native Planting for Water Quality Grant to include points for pollinator friendly gardens
and a name change to “Native Planting Grant” to represent this broader focus. An
invitation to the Bee Friendly Champlin task force to join the ERC at their July
Farmers Market booth. With a notation that larger booth would be requested.

Ms. Nelson stated that task force will also be making a presentation to the Champlin
Parks and Recreation Commission. They have contacted the Three Rivers Park
District and Jackson Middle School regarding this effort.
Ms. Nelson stated that the Champlin Dayton Press had run a story on their effort and
pollinators last week.
Ms. Nelson reported that the Champlin Garden Club would be including pollinator
friendly plants at their annual sale this year. They are also planning to replace the lily
planting bed at Doris Kemp park with a native garden that is pollinator friendly.
The Historical Society will also be contacted regarding planting native gardens on
their historic site.
Dick Brown presented information from the U of M Bee Lab. He also discussed
pending state legislation that could be drafted to enhance pollinator habitat.
NPDES:
Engineering Storm
Water Guidelines
The Assistant Engineer presented the NPDES Engineering Design Guidelines for
Stormwater Management. He reported that the MPCA is also requiring that the City
adopt the same rules. The draft incorporates all the required rules. He anticipates the
plan will be adopted and then the City will update the ordinances referenced in the
plan. This would govern development that disturbs land.
The Assistant City Engineer stated that he reviewed the Bee Friendly Champlin task
force information and we have a number of plants that they have identified as
pollinator friendly in our municipal rain gardens. He noted that some of our native
planting grants in the past have also addressed pollinator habitat.
The Assistant City Engineer stated that the ERC has been instrumental in serving as
a Citizen Advisory Committee for the development of these new rules.
Commissioner Moe asked if there were any significant changes from the current plan
to the one discussed previously by the ERC.
The Assistant City Engineer stated that there weren’t any significant changes. The
only thing that might change is the Standard Operating Procedures. By referencing
this document by ordinance as the rules change in the future we won’t need to
change the ordinance.
Chair Coan asked if there was an expiration date associated with this plan.
The Assistant City Engineer stated that there isn’t an expiration date. The plan will be
brought before the City Council for formal adoption. If they want to review and confirm
the plan ever so many years that would be an option.
Dick Brown stated that stormwater ponds need to be dredged every so often. He
asked if the City had ever dredged its ponds.
The Assistant City Engineer stated that the delta where sediment builds up is cleared
every year. The City hasn’t had to do a full dredging yet as the ponds are fairly new.
One thing that will be required is a survey of the ponds and once they reach a certain
level they will need to be dredged.
Mutual Agreement
Motion by Commissioner Martenson and seconded by Commissioner Ross to adopt
the “Mutual Agreement Between the Champlin ERC and the Champlin City Staff”.

Pledge to our
Residents
Motion by Commissioner Ross and seconded by Commissioner Kallstrom to adopt
the “Pledge to our Residents”. Voting in favor: Chair Coan, Commissioners Kallstrom,
Ross, Galligan, Moe, Martenson, Kesler and Klemesrud. Voting against: none. Motion
carried.
Social Media
The City Clerk reported that the City has recently launched a Facebook page and
established an opt-in e-mail blast program. Both of these social media platforms will
be used to advertise ERC events and promote environmental stewardship.
Jackson Middle
School Mini-Grant:
Final Report
The City Clerk presented the Jackson Middle School 2014 Mini-Grant Final Report.
Jackson Middle School expressed their appreciation for the grant funding for their
three environmental science service learning projects.
Environmental science class #1 purchased four “Autumn Blasé” maple trees. The
students researched trees that would grow well in our zone and would stop runoff
from occurring. Environmental science class #2 added to the existing butterfly
garden. Environmental Science class #3 learned about the types of bird populations
that frequented Jackson Middle School grounds and researched the types of houses
and feeders those birds preferred. The students found birdhouse kits online, created,
proposals, and made the birdhouses in teams.
Native Planting
Grant & Mini-Grant
The ERC reviewed and approved the 2015 ERC Native Plating Grant and Mini-Grant
format.
ERC Spring
Events
The City Clerk reviewed the line-up of vendors for the May 2
th
Event and May 4 Curbside Collection of Appliances Event.
Commissioner
Reports:
Tree Sapling
Program
Commissioner Moe reported on the Jackson Middle School, Arbor Day tree sapling
give-away program. He stated that the DNR will begin accepting applications for the
tree sapling in March.
Library Display
Case
Commissioner Ross offered to work on the construction of the ERC’s display case at
the Library this March.
ERC Schedule
Chair Coan announced that the next meeting of the ERC would be March 2, 2015.

2015 Mini-Grant &
Native Planting
Grant
The City Clerk reported that the Mini-Grant and Native Planting grants have been
finalized and posted to the website for download. They are also available at City Hall.
The grant programs will be advertised using the various City and community media
outlets.

The City Clerk reported that the first review of applications will be April 6 and that
one application has been received for the Native Planting grant and one school has
expressed interest in submitting a mini-grant to date.
2015 Spring
Events

Earth Day Clean-up Event is scheduled for April 21 from 4:30 p.m. to 6:30 p.m. at
Andrews Park.

Arbor Day, Tree Sapling Give-Away tree packaging is scheduled for April 23 at 3:05
p.m. at Jackson Middle School with distribution by the students scheduled for Arbor

Day, April 24 . Commissioner Moe reported that the DNR has confirmed the
availability of trees this year. He stated that while we have been able to distribute
trees on Arbor day in the past the Commission should be aware that the DNR makes
a final determination as to when the trees are harvested based on the weather and
the distribution date may be impacted by this.

Recycling Drop-off Event is May 2 from 9 a.m. to 1 p.m. at the Champlin Plaza
Shopping Center, parking lot. The contracts for services and use of the site have all
been finalized. Returning vendors include: J.R.’s Advanced Recyclers providing scrap
metal, tires, propane tank and new this year car battery recycling. Re-cycle providing
bicycle recycling. Rosen Equipment providing small engine recycling. Lake State
Recycling providing electronics recycling. And we have a new secure paper shredding
service provider, Pioneer Secure Shred.
The Curbside Collection of Appliances is scheduled for May 4th at 7 a.m. and stickers
must be purchased in advance at City Hall by April 22nd in order to participate. A1
Appliance is a returning vendor.
Metro Blooms Rain Garden workshop is scheduled for May 13th from 6 p.m. to 9 p.m.
at the Champlin City Hall. Registration is available online at www.metroblooms.org

MPCA Audit of the
City’s NPDES
Program/Ms-4
Permit
The Assistant City Engineer reported on the February 11, 2015 MPCA Audit of the
City’s NPDES Program/MS-4 Permit.
Commissioner
Reports
Hennepin County Green Partners Program Meeting
Commissioner Klemesrud reported on the December 2, 2014 Hennepin County
Green Partners Program meeting. He stated that the presentation focused on the U of
M Extension programs as well as providing information on Hennepin County grants
that were available. He reported that the grant information had been submitted to City
staff.
The Assistant City Engineer stated that he contacted the County regarding one of the
grant programs related to aquatic invasive species and while the City was not eligible
to receive funding for its current project, staff would retain the information for possible
future project funding.
Bee Friendly Champlin Task Force
Commissioner Kesler reported on the February 13, 2015 Bee Friendly Champlin task
force meeting. She presented the Facebook page that has been created by the task
force. She reported that the next issue of the City newsletter would contain
information on pollinator habitat protection and the Bee Friendly Champlin task force.
She stated that she is currently co-writing an article related to pollinators for inclusion
in a future City newsletter and/or the Champlin-Dayton Press. The task force is
considering building a float to be in the Father Hennepin Festival this year. They are
also looking at designing t-shirts. A suggestion for the Farmers Market booth giveaway is native plant seeds.
Champlin Library Display Case
Commissioner Ross presented photographs of the 2015 ERC library display case.
She stated that the ERC spring events and water quality protection information was
presented. She stated that in addition to these core messages that are part of the
annual display there is a timely topic that is included each year, one year it was the
change to the single sort recycling program and this year it is the Bee Friendly
Champlin pollinator information.
Meeting Time
Chair Coan open the discussion regarding future meeting times. The current schedule

is the 1 Monday of the Month at 6:30 p.m. The option to move to a 7 p.m. time was
presented. The two times were considered by the Commission with preference for
one over the other being equally divided. It was determined that the 7 p.m. start time
would be established for future Regular Meetings.

April 6, 2015 – Grant Programs

Native Planting Grant
The Native Planting Grant was previously titled the “Native Planting for Water Quality Grant” to
emphasize its focus on rain gardens and improving water quality. That remains a focus of the 2015
grant; however, the scope has been expanded to highlight the value of cultivating plants that are
pollinator friendly. These two go hand in hand as frequently the same native plants that are ideal for
rain gardens are pollinator friendly. There is a maximum of $500 available for any single project. Larger
neighborhood projects will be considered for up to $2,000 in funding. There is a total of $2,000 available
for this this grant program. The first review of applications will be April 6th and applications will be
accepted throughout the year until the funds are exhausted. On May 4th the ERC will identify projects for
funding and will recommend those projects for approval to the City Council. The City Council will
formally award the grants on May 11th at 7 p.m. at their Regular Meeting.

Mini-Grant
The Mini-Grant program is dedicated to funding educational programs and environmental projects that
directly benefit the City of Champlin. Local schools and community organizations are eligible to apply for
funding. There is a total of $2,000 available through this program and it has been the past practice of the
ERC to award several smaller grants to multiple organizations vs. awarding the full amount to a single
project, although a single award could be made. On May 4th the ERC will identify projects for funding
and will recommend those projects for approval to the City Council. The City Council will formally award
the grants on May 11th at 7 p.m. at their Regular Meeting.
