BACKGROUND The Quality Housing and Work Responsibility Act of 1998 requires any Housing Authority that administers the Section 8 Housing Choice Voucher program and/or any public housing units to adopt a PHA Plan. By regulatory requirement, each PHA Plan must be adopted by a Housing Authority resolution during a public meeting. The PHA Plan is developed using a template provided by HUD which is used by all Housing Authorities, including those that do not have Public Housing units. Additionally, agencies designated as High Performing by HUD are not required to complete all elements of the PHA Plan every year. For this reason, many sections of the PHA Plan are not applicable to the City of Santa Rosa Housing Authority. ANALYSIS 1. Section 511 of the Quality Housing and Work Responsibility Act of 1998 created the requirement for housing authorities administering public housing or Section 8 Housing Choice Vouchers to submit Public Housing Agency (PHA) Plans to HUD. The purpose of these Agency Plans is to describe the mission, goals, policies and programs of the Housing Authority. Every fifth year, the Housing Authority submits a more comprehensive version of the PHA Plan. The last Five-Year PHA Plan for the City of Santa Rosa Housing Authority was submitted for Fiscal Years 2014-2019. The Annual PHA Plan includes only any elements of the PHAs Housing Choice Voucher program that have changed since the most recent PHA Plan submission. 3. A local Resident Advisory Board (RAB) must review the PHA Plan, and any comments by the RAB on the plan must be included in the PHA Plan submission. Housing authorities that do not administer a Public Housing program do not have formal resident councils and may establish their own policies to meet the RAB requirement. Per Resolution 1129 dated January 22, 2001, the RAB requirement for the City of Santa Rosa is satisfied by the service of two Tenant Commissioners on the Santa Rosa Housing Authority who represent the interests of those served by the Section 8 Housing Choice Voucher program. 4. Any public comments received on the PHA Plan must also be submitted to HUD in the PHA Plan document. Therefore, the attached PHA Plan is subject to the addition of any RAB or public comments in section 11.0, paragraphs (g) and/or (h). 5. Section 7.0 of the PHA Plan, Statements related to Homeownership Programs and Project-Based Vouchers, is also subject to revision pending the relevant discussions of the March 23, 2015 Study Session on Project-Basing VASH Vouchers. The proposed language revision is attached. 6. After local adoption, PHA Plans are submitted electronically to HUD. RECOMMENDATION The Department of Economic Development and Housing recommends that the Housing Authority, by resolution, adopt the City of Santa Rosa Housing Authority PHA Annual Plan for FY 2015-2016. ATTACHMENT Resolution City of Santa Rosa Housing Authority PHA Annual Plan for Fiscal Year 20152016 City of Santa Rosa Housing Authority PHA Annual Plan Section 7.0 Proposed Additional Language RESOLUTION NO.___________ RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ROSA APPROVING AND ADOPTING THE PUBLIC HOUSING AGENCY ANNUAL PLAN FOR FISCAL YEAR 2015-2016 AND ESTABLISHING MEMBERSHIP OF THE RESIDENT ADVISORY BOARD WHEREAS, the Housing Authority of the City of Santa Rosa administers the Housing Choice Voucher program under contractual agreement with the U.S. Department of Housing and Urban Development (HUD); and WHEREAS, the United States Congress passed the Quality Housing and Work Responsibility Act of 1998 which, among other provisions, called for the adoption of Public Housing Agency (PHA) Plans and the formation of a Resident Advisory Board by local housing authorities which administer a Housing Choice Voucher program; and WHEREAS, the Housing Authority has an established policy of seating not less than two Housing Choice Voucher program participants as Housing Authority Commissioners. NOW, THEREFORE, BE IT RESOLVED that the Housing Authority of the City of Santa Rosa adopt and approve PHA Annual Plan for Fiscal Year 2015-2016, dated March 23, 2015 subject to minor modifications in response to comments received on the PHA plan received during the March meeting; and BE IT FURTHER RESOLVED that the Housing Authority appoints any and all Housing Authority Commissioners who are also Housing Choice Voucher program participants as the Resident Advisory Board to represent the interests of those served by the Housing Choice Voucher program. No. ___________ Page 1 of 1 City of Santa Rosa Housing Authority Public Housing Agency (PHA) Annual Plan Fiscal Year 2015-2016 Update Item 7.0: Statements related to Homeownership Programs and Project-Based Vouchers Proposed Additional Language in Bold, Italic Project-Based Vouchers The City of Santa Rosa Housing Authority currently has 102 Project-Based Voucher units over two special-needs housing projects in its jurisdiction. The Housing Authority applied for but did not receive a VASH Project-Based Voucher set-aside in CY 2014. The Rosenberg Apartments is a 77-unit downtown building serving seniors and people with special needs. Residents have access to public transportation, employment, educational institutions and public and social services all within walking distance of the project. Bethlehem Tower is a 156-unit senior community which includes 25 Project-Based vouchers and 32 Enhanced Vouchers. The newly-remodeled building includes a computer learning center, exercise room, community room and community meals and events such as musical performances and supportive service programs. During Fiscal Year 2015-2016, the City of Santa Rosa Housing Authority will consider converting a percentage of its current VASH voucher allocation from tenant-based to Project-Based Vouchers. All project types (new construction, substantial rehabilitation and existing units) will be considered. Any commitment of Project-Based Vouchers will follow the Project-Based Voucher program regulations at 24 CFR part 983, the provisions related to Project-Basing VASH vouchers outlined in PIH Notice 2011-50 and the City of Santa Rosa Housing Authority Administrative Plan.
