GLORIA HURTADO SELECTED AS DEPUTY CITY MANAGER
Santa Rosa City Manager, Sean McGlynn, announced the appointment of Gloria Hurtado as Deputy City Manager.
Ms. Hurtado will begin her new position with the City of Santa Rosa on June 15, 2015.
Regarding her appointment, Mr. McGlynn stated, “I believe Gloria’s extensive experience working in two of the
highest performing, full-service municipalities, and for two of the nation’s most populous cities made her the
obvious choice. Throughout her career Gloria has demonstrated she is a leader, innovator, change agent and fully
engaged community member. I am looking forward to working with her on the exciting, challenging goals that the
City Council has laid out for the City of Santa Rosa and its employees.”
Ms. Hurtado brings over 20 years of leadership experience in local government. Most recently, she served as
Assistant City Manager for the City of San Antonio where she had responsibility for several departments including
Parks, Library, Health, and Human Services with a combined budget of $217 million and staff size of 1500
positions. During her tenure in San Antonio, Ms. Hurtado led efforts to leverage the resources of multiple city
departments to improve services to the community, such as providing comprehensive adult literacy programs at
libraries with wrap around social services. Additionally, she oversaw major capital projects which included
construction of libraries, senior centers and major park improvements. Ms. Hurtado also developed and
implemented a successful mentoring program for women in the city organization.
Prior to joining the San Antonio team, Ms. Hurtado held various management positions with the City of Phoenix
including 13 years as Human Services Director. In addition to overseeing the city’s comprehensive social service
system, Ms. Hurtado was instrumental in establishing the Continuum of Care for Phoenix and implementing
comprehensive Homeless programs. Ms. Hurtado has held management positions in the non-profit, education
and private sectors.
Regarding her appointment, Ms. Hurtado stated “I am thrilled to be joining the Santa Rosa team and eager to get
to work. I look forward to both serving and becoming a part of the Santa Rosa community.”
Ms. Hurtado holds a Master’s of Business Administration from the University of Phoenix and a Bachelor of Arts
from Whittier College, Whittier, California.
Ms. Hurtado’s recent community involvement includes serving as a member of the United Way Women’s
Leadership Council; Board member - Haven for Hope (homeless campus); Board member - San Antonio Education
Partnership; and a volunteer Reading Buddy with San Antonio Youth Literacy.
Gloria is married to Michael Hughes and they have three adult children.
