The Forsyth Board of Aldermen met in regular session on Monday March 16, 2015 at 6:00 p.m.
at the Forsyth Municipal Building with the following present:

The meeting was opened with a prayer by Chris Robertson followed by the Pledge of Allegiance.
MINUTES
On a motion by Jack Baker and seconded by Clint Hilliard the minutes of the February 9, 2015
meeting was approved as written. Motion carried with all members present voting aye.
BILLS FOR APPROVAL
On a motion by Brian Anton and seconded by Clint Hilliard the bills for February 5, 2015 for
$3,324.54, February 12, 2015 for $33,758.69, February 19, 2015 for $3,441.87, February 26,
2015 for $12,707.51, March 5, 2015 for $25,032.91 and March 12, 2015 for $104,330.22.
Motion carried with all members present voting aye.
FINANCIAL STATEMENTS AS OF FEBRUARY 28, 2015
On a motion by Jack Baker and seconded by Clint Hilliard the financial statements as of
February 28, 2015 were approved as presented. Motion carried with all members present
voting aye.
APPROVAL OF TRANSFERS FROM FEBRUARY 12, 2015 THRU MARCH 12, 2015
On a motion by Clint Hilliard and seconded by Brian Anton the transfers from February 12, 2015
thru March 12, 2015 were approved. Motion carried with all members present voting aye.
TANEY COUNTY RIDING CLUB
Dennis Cramer with the Saddle Club informed the board that the Saddle Club would like to
build the arena back in Shadowrock Park. The saddle club to work with Chris Robertson and
come up with an agreement to present to the Board of Aldermen for approval.
POLICE JOB DESCRIPTION
On a motion by Jack Baker and seconded by Clint Hilliard the job description for Corporal was
accepted as written. Motion carried with all members present voting aye.
EMPLOYEE RECOGNITION
On a motion by Clint Hilliard and seconded by Brian Anton Walter Hesemann was promoted to
Corporal for the Forsyth Police Department. Motion carried with all members present voting
aye.
JAMES ZWICKY – FRISBEE GOLF
Nothing on this issue at this time.
Attorney Bill McCullah would like to discuss the boat dock area at this time. Mayor has talked
with Mr. Farnham about the lease. Attorney Bill McCullah to notify Mr. Farnham that he has six
months to start building on a marina and meet the lease requirements or the lease will be
declared terminated at that time.
CAPITAL IMPROVEMENTS BOND PAYMENT
On a motion by Brian Anton and seconded by Clint Hilliard it was approved to pay the capital
improvements bond payment in the amount of $81,939.00. Motion carried with all members
present voting aye.
SECOND AND FINAL READING OF BILL NUMBER 492 – WATER AND SEWER RATES
On a motion by Jack Baker and seconded by Clint Hilliard bill number 492 was placed on its
second and final reading by title only. Motion carried with all members present voting aye.
Read by title only and approved on a motion by Jack Baker and seconded by Clint Hilliard and
adopted as Ordinance 492 with a roll vote of Jack Baker, aye, Clint Hilliard, aye, Brian Anton,
aye, and Cheryl Altis, absent.
FIRST AND SECOND READING OF BILL NUMBER 493 – CAMPING RATES
On a motion by Clint Hilliard and seconded by Brian Anton bill number 493 was placed on its
first reading by title only. Motion carried with all members present voting aye.
Read by title only and approved on a motion by Clint Hilliard and seconded by Jack Baker with
all members present voting aye.
On a motion by Clint Hilliard and seconded by Brian Anton bill number 493 was placed on its
second and final reading by title only. Motion carried with all members present voting aye.

KUBOTA BIDS
Chris Robertson has received three bids for a ZD326P mower. Kubota of the Ozarks for
$11,899.00, Quarles Supply Company for $11,900.00, and Fritz Implement for $11,928.00.
On a motion by Jack Baker and seconded by Clint Hilliard it was approved to purchase the
ZD326P mower from Kubota of the Ozarks, LLC for $11,899.00. Motion carried with all
members present voting aye.
HVAC UNIT FIRE STATION 2 BIDS
Clint Hilliard explained that have received two sealed bids for the HVAC unit for Fire Station 2.
He would recommend a dual fuel system. Two bids received for a 4 ton duel fuel heat pump.
Curtis Bennett Heating and Cooling for $9,292.49 and Industrial Air of the Ozarks for $7,228.51.
On a motion by Clint Hilliard and seconded by Brian Anton it was approved to purchase the dual
fuel system from Industrial Air of the Ozarks for the amount of $7,228.51. Motion carried with
all members present voting aye.
DISCUSS MR. NOVAK’S REQUEST
Jack Baker explained a previous board many years ago allowed a house to be built on a dirt
road, so a precedence was set.
On a motion by Jack Baker and seconded by Clint Hilliard it was agreed that the City would not
deny a building permit due to lack of road improvements according to the Design Guide located
in the Skyline Hills subdivision. Home owners need to be informed that the City will not pave
the road and that it may be difficult for large vehicles to travel on the unpaved road. Motion
carried with all members present voting aye.
Attorney Bill McCullah to send a letter to Mr. Novak’s attorney concerning the issue of building
on an unpaved road as discussed above.
MODOT BRIDGE UPDATE
Mayor explained to the board that he has visited with MODOT on the bridge and it will be
located on the arena side of the old bridge. It would be very costly to build the bridge on the
campground 2 side. There will be 10 feet between each bridge and there will be room for the
arena.
POLICE RESERVE OFFICER
On a motion by Clint Hilliard and seconded by Brian Anton it was approved to accept Nathanial
Reagan as a reserve officer for the Forsyth Police Department. Motion carried with all
members present voting aye.
MISC BOARD OF ALDERMEN
Mayor explained that we are working on the Blue Grass Concert on April 11, 2015 and the
Patriot Day Parade on May 2, 2015.
Brian Anton explained that softball sign up is underway and will start playing in April.
On a motion by Jack Baker and seconded by Brian Anton the meeting was adjourned at 6:50
p.m. and it was agreed to go into closed session under authority section 610.021.03 Personnel
with a roll vote of Jack Baker, aye, Clint Hilliard, aye, Brian Anton, aye, and Cheryl Altis, absent.
CLOSED SESSION
Discussion only no decision made.
On a motion by Clint Hilliard and seconded by Jack Baker it was agreed to return to open
session at 7:05 p.m. with a roll vote of Jack Baker, aye, Brian Anton, aye, Clint Hilliard, aye, and
Cheryl Altis, absent.
On a motion by Clint Hilliard and seconded by Brian Anton the meeting was adjourned at 7:06
p.m. Motion carried with all members present voting aye.
