7. Background of the annual conference planning
First of all, the year of 2015 will be very essential for global sustainable development. With the
deadline of Millennium Development Goals (MDG) approaching, the United Nations is launching
new development goals for the period of 2015-2030. Sustainable Development Goals (SDG) will
become the mainstream of global development goals and agenda. With the rise of the third
industrial revolution featured by distributed energy, new generation of information technology and
biotechnology, how to seize the historic opportunity of green development within the SDG
framework? How to improve and lift the level of global governance system so as to further enhance
the sustainable development and the construction of eco-civilization?
Additionally, world leaders will be present at the UNFCCC COP 21 in Paris in December 2015, fixing
the emission reduction goals and implementation measures. Under the principle of “Common but
Differentiated Responsibilities”, how to motivate countries, especially the major economies, into
taking initiatives to reduce emissions and achieving fruitful international cooperation in areas such
as fund and technology for responding to climate change?
The year of 2015 is also essential for the construction of eco-civilization and the economic
development in China. The main agenda of 2015 annual conference would include but not limited
to the completion of the 12th Five Year Plan; the formulation of the 13th Five Year Plan; the
implementation of the decision made at the Third and Fourth Plenary Session of the 11 th Central
Committee on deepening the reform and the rule of law; the realization of the decisive role of
market mechanism in resource allocation; the strengthening of the building of eco-civilization
institutions; the design of the fundamental framework of institutional reform of eco-civilization by
improving the systems of property right, development and protection, utilization, and
environmental protection; a more enhanced development of social organizations; the construction

and improvement of a modernized governance system; and the enhancement of legal system.
Due to the weak recovery of international economy and pains caused by economic transition,
Chinese economic growth is experiencing downside risks. In 2015, the focus of “New Normal”
economy will be placed on promoting structural adjustment and economic growth path through the
driving force of reform and on ensuring economic growth and enhancing people’s livelihood
through the influence of the leading role played by reform benefit, green industry and new-type of
urbanization.
