Vice Chair Cherry) Walker called the meeting to order at 9: 01 a.m.

State of Oregon Scenic Bikeways( Bowen)
Jon Bowen, Grants Pass Tourism presented and reviewed Exhibit A, an application for the Applegate Valley Loop
bike route to be considered as an official scenic bikeway. He felt this program would help the region as the
Travel Oregon site is well promoted. The Bikeways committee also supports this route through the wine region.
He requested a letter of support from the Board to include in the application. The Board agreed to sign a letter
of support and directed staff to create it and put it in their signature folder.

Legal Counsel submitted Exhibit B for review and signature. It is an agreement between the Board and the Board
of the 911 agency agreeing to implement the policy they have adopted which identifies which air ambulance
should
be dispatched based
on
the geographical location of the patient.
Commissioner Hare agreed with the
policy and said he felt the Board should create a press release saying the County was not making the policy but
the
recommendation
actually
made

for the 911 agency

outlining the benefits.

Commissioner Hare said in the North East part of the state they are holding an aggregate and mineral summit
and the Mining Advisory Committee has recommended holding a summit here in June or July. They would like to
try and bring the state legislators down and discuss what can be done under the current law. Commissioner
Walker wanted to ensure that this would be different than the summit held by the City last year. Commissioner
Hare will have Dennis Dickson address the Board when Commissioner Heck is back.
Commissioner Hare briefed the Board on the single point of access progress saying he met with Kirk Brust, Court
and they agree there are some facility limitations.
If they go forward with the current plan it
would abandon the elevator and stair well in the justice building and there would be other constraints, such as

ingress and egress for wheelchairs in the hallway. He said Kirk has acknowledged they might not be ready for this
funding cycle. Commissioner Hare felt they need an evaluation from a structural security expert. Commissioner
Walker said she has asked how much it would cost to put a glass door in the hallway for Legal Counsel.
After a short discussion, staff was instructed to begin the process to create a temporary committee to plan the
centennial commemoration.
The meeting adjourned at 9: 42 a. m.

At the March 10th Bikeways and Walkways Committee meeting we unanimously supported
the submission of a local rides to the Oregon Scenic Bikeways Program it is the:
Applegate
Valley Loop —Great loop around Applegate Valley with farms, vineyards,
parks and mostly flat route.
Southern Oregon has so much to offer and these two rides are only a start of the great
rides in the area. We have abundant wildlife, quiet roads, better weather and the same
beautiful Oregon that the rest of the state enjoys!

RE: Wild West Scenic Bikeway
Dear Oregon State Scenic Bikeway Committee,
The Grant County Court continues to support The Wild West Scenic Bikeway that loops in and
about Grant County. It will pass Prairie City, Austin Junction, Galena, Long Creek, Monument,
Kimberly, Dayville, Mount Vernon and John Day. It will include Grant County Road 20 that
runs along the Middle Fork of the John Day River, from the new Bates State Park to State
Highway 395.
The Scenic Bikeway will help increase tourism and recreation in the area and have a positive
economic impact on area businesses. It will also expose people from outside the county to other
new and exciting recreational opportunities as well as provide bikers with some of the best
scenery and biking experiences to be found anywhere.

MEMORANDUM OF UNDERSTANDING
JOSEPHINE COUNTY,

County"),
and the 9- 1- 1
AGENCY, an intergovernmental agency established per ORS 401. 710 et seq, acting by and through its
Intergovernmental Board

Directors, (" Agency"),
hereby agree as follows:
WHEREAS, the Josephine County Emergency Medical Services Treatment Protocols, Section
7. 4, authorizes the use of air- medical helicopter transport for patients with time- critical injuries or
illnesses, and
WHEREAS, on January 29, 2015, the Board of County Commissioners for Josephine County, a
governing body, unanimously adopted Resolution 2015-006, which urged the Josephine County 9- 1- 1
Agency to adopt a policy that prescribes the dispatch of air ambulance services solely on the basis of
proximity to the incident scene rather than on some other preferential basis, and

jurisdiction must be mediated if a dispute cannot be resolved in accordance with a written agreement,

Board, formally agree that the 9- 1- 1 Agency shall immediately implement a protocol of calling for the
closest air ambulance service, when applicable pursuant to Section 7. 4 of the EMS protocols, and shall
not at any time adhere to a protocol that is based on a system of rotating between provider companies.
