BUSINESS LICENSE BYLAW
WHEREAS, under the provisions of Part 20, Section 652 - 681 of the Local Government Act,
R.S.B.C. 1996, c.323 Council may by Bylaw require an owner or operator of a business to hold a
valid and subsisting license for the carrying on of a business, fix and impose license fees for
licenses and provide for the collection, granting, issuing and transferring of licenses;
AND WHEREAS, subject to the Motor Vehicle Act, Cowcil under Part 16, Section 5a6 (1) (a)
and (b) may by Bylaw regulate all uses of or involving a highway or portion of it, and all uses of
or involving a public place;
NOW THEREFORE, Council of the City of For St. John in open meeting enacts as follows
1.
Title
This Bylaw may be cited as Business License Bylaw No. 1544, 2001.

fnterpretation
In this Bylaw:
Act:
means the Local Government Act, R.S.B.C. 1996, c.323 as amended.
Apartment:
means a single building comprised of three or more dwelling units with
shared entrance facilities, where none of the dwelling units are rented or
are available for rent or occupation for periods of less than 30 days.
Applicant:
means any person who makes application
provisions of this Bylaw.
Arcades:
means a premises in which electronic video or mechanical games or pool

that accepts money on deposit for custody, subject to cheque or draft, or a

Parlour:
means a premises where the business of hairdressing (including barbering)
scalp treatment, manicure, pedicure or face treatment is carried on.
Bed and
Breakfast:
means a private residence, which provides temporary over night
accommodation, with inclusion of a breakfast meal and does not include
more than two sleeping units and or rooms.
Boarding
means any building in which more than three rooms are let, with or
without board.
House:
of bulk fuel and fuel
Bulk Plant
means a commercial wholesale supplier
products.
Business
of any kind, or
providing professional personal or other services for profit or gain, but
does not include an activity carried on by the Provincial government, its
related
moans carrying on a commercial or industrial undertaking
agencies or corporations owned by the Provincial government.
Chief of
Police:
means the senior representative of the Royal Canadian Mounted Police
responsible for policing of the City, or their authorized representative.
City
means the City of Fort St. John.
Convenience means
Store:
Contractor:
retail store which, for the convenience of patrons, remains open
for business during extended hours.
a
means a person who in carrying on a business undertakes to execute a
work o¡ construction on their own behalf or by agreement with others, and
who in the course of such work employs or otherwise utilizes more than
one subcontractor, or a person carrying on business in such a manner that
their business includes three or more classes of subcontractor and employs
other people.

Commercial
Amusement
Enterprise:
means a commercial establishment where permanent building or structures
have been erected for the purposes of video games, pinball, billiards, coin
operated games, and indoor mechanically or electrically operated rides and
a restaurant may also be provided.
Council:
means Council of the City of Fort St. John.
Day Care:
means a
facility providing child care services,
as
follows;
(a) Family Day Care - maximum of 5 children
from infancy to school age
(of which only I child may be under the age of 1 year) and must be
licensed by the Province if the operator cares for more than2 children
not related to the caregiver; or
(b) Group Day Care - maximum of 25 children between 3 years and
school age or 20 children between 2 years of school age ot 12
children between 18 months and 36 months, requiring Provincial
licensing,
providing child care services for
(c)
a
maximum of 10 hours per day, or
Nursery School (or Pre-School) - maximum of 20 children between
32 months and school age and licensed by the Province, with no child
attending more than 3 hours Per daY;
(d) child Minding - maximum of
15 children between 18 months and
school age or 20 children between 3 years and school age, with no
child attending more than 3 hours, 2 days per week, licensed by the
Province;
(e)
Out-of-School Care - for children of school age for periods of time
before and after school hours (may be extended to 10 hours per day
during times of school closure). Maximum of 20 children if children
are in Kindergarten or Grade I or maximum of 25 children if they are
in Grade 2 or older, and licensed by the Province; or
(Ð
Specialized Day care - full time or part-time care for special needs
children from infancy to school age, with a maximum of 15 children
and licensed by the Province.

means the person appointed by Council as Director of Finance for

the City, or their designate.
Direct Sales: means a person who is engaged in the business of selling direct to
the public by calling from premises to premises, or offering for
sale on any street, lane or public place in the City goods, wares,
merchandise or service, but does not include a delivery person or
newspaper carrier.
Employee
means a full-time employee of a business as of the first business
day in January ofeach year.
Enforcement: means a person or persons appointed from time to time by the City
Personnel to enforce and administer this Bylaw, and includes a Licence
Inspector, Bylaw Enforcement Technician, Chief Building
Inspector, Building Inspector, and Maintenance Technician.
Floor Area
means that area within a building that is used for display purposes,
or to service customers, but does not include those areas set aside
exclusively for the pulpose of the employees of the business.
Ground Area: means the area outside a premises that is used for display purposes,
or to service customers, but does not include those areas set aside
exclusively for the purpose of the employees of the business.
Home
Occupation:
means any business authorized by the City's Zoning Bylaw No.
1303, 1996, to be conducted as a home occupation.
Hotel:
msans a building which contains sleeping units without private
cooking facilities having a common entrance and providing
accommodations for the travelling public, and which may contain
assembly, commerce, entertainment, indoor recreation or
restaurant uses and premises licensed for on-site consumption of
alcoholic beverages.
License:
means a valid and subsisting business license issued
in accordance
with this Bylaw.
Licensee:
means a person who holds a License.
License
Inspector:
Lounge:
means the person appointed by Council to administer this Bylaw,
or their designate.
means a bar, nightclub, restaurant, or other business premises
licensed under the provisions of the Liquor Control and Licensing
Act in which the consumption of alcoholic beverages is pennitted

Mail Order:
means a business where orders are taken by any person either on
their own behalf or for a retail or wholesale trader, or merchant in
the City, or as an agent for others in the sale of goods, wares or
merchandise kept in stock for retained sales outside the City.
Manufacturer: means any person employed in the processing of raw materials into
a finished product.
Messenger/
means any person carrying on the business of delivering or
collecting messages, packages, or any form of goods or things,
including undertaking errands for profit or gain.
Motel:
means accommodation primarily for transients travelling by
automobile, with a parking space on the lot for each sleeping unit,
which may or may not contain cooking facilities in individual
sleeping units, and with acòess to each sleeping unit directly from

Mobile
Vendor:
means a person, who is engaged in the business of selling direct to
the public by setting up a temporary business on property in order
to expose samples, take orders, or offer for sale goods, wares, or
merchandise of any kind.
Non-resident means a business other than a resident business, carried on in the
Business: City or with respect to which any work or service is performed in
the City.

whether permanent or temporary, fixed or movable, in which
prepared foods or beverages are served to the public in exchange
for money or seryices, or any place to which the public has access
for the purpose of purchasing prepared foods or beverages for
human consumption on or off the premises.
Seasonal
Trades/
means a small business which is service oriented, owner operated
and not conducted from a fixed commercial location, and may

Second Hand: means a person in the business

means a business where gasoline is sold, either where the customer
is required to serve themselves or where staff undertakes this
service, but where there is no mechanical repair of vehicles.
Service
Station:
means a business where gasoline is sold and motor vehicles are
serviced and motor vehicle accessories are sold all on the same
site, which contains fully equipped and operating service bays
capable of handling motor vehicle repairs and service.
Storage Area: means an outdoor area adjacent to or forming part of any business
premises, but does not include that portion of any area set aside for
free parking facilities provided by the owner or operator of the
business for the exclusive use of customers.
SubContractor:
includes a business, profession or specialist engaged in undertaking
work on their own behalf or by agreement with others, and who in
the course of such work may employ employees.
Vending
Machine
means any machine or device operated by the insertion of a slug or
coin for the purpose of selling or disposing of any goods, wares,
merchandise or articles, or for the purpose
games; amusement or service of any kind.

4.
Licenses
Subject to the Local Government Act.
(l)
No person shall carry on a Business within the City unless they hold a License for
that Business.

application form and payment of the applicable fee, and upon being satisfied that the
Applicant has complied with Bylaws of the City regulating building, zoning, health,
sanitation and business.
5.
Initial License Application and Renewal
(1) Every Applicant applying for a License to carry on a Business for the first time, shall
complete, sign and deliver an application to the License Inspector in the form set out
in Schedulo "8", or "C" to this Bylaw, which ever is applicable, and shall pay to the
ilArr to this Bylaw.

(2) A Licensee who proposes to renew a License shall pay to the License Inspector the

applicable fee set out in Schedule
License on December 3l of that year. If a License is not renewed as required under
this section, the License shall terminate on December 3l and a Licensee who wishes
to continue to carry on the Business shall submit a new application fomr in
accordance with this Bylaw.
6.
Annual Rates
(l)
Except as otherwise provided in this Bylaw, a License shall be granted for a one year
period commencing on January l, and terminating on December 31 in each year.

A person ceasing to do Business in the City may cancel the License in respect of that
Business and may obtain a refund of a portion of the annual fee paid for the License,
pro rated on a monthly basis for the remaining months of the year.
Special License Period
(1)
A License for an amusement park, or other place of amusement, entertainment or
exhibition, shall be for a period of 6 months, 3 months, 1 month or I day.
(2)
A License for a circus, horse show, dog, or pony show, exhibition, rodeo, or other
itinerant show or entertainment, shall be for a period of one day, unless held in a
licensed Business premises.

A License for horse racing shall be for one (1) day.
Liability Insurance
(l)
No Business License shall be granted to any person for the purpose of holding or
exhibiting any circus, rodeo, amusement park, or carnival using ferris-wheels,
merry-go-rounds, or other similar devices, until proof of insurance in the form of a
certificate is delivered to the License Inspector in the amount of Five Million Dollars
($5,000,000.00) all inclusive General Comprehensive Liability for bodily injury,
(including death) and property damage, and on terms satisfactory to the City, which
indemnifies the City against all claims which may at any time be made against the
City arising out of or in any way related to the event.

Any person seeking to hold a street parade must obtain insurance in the amount of
Two Million Dollars ($2,000,000.00) all inclusive General Comprehensive Liability
for bodily injury (including death) and properly damage, on terms satisfactory to the
City, and shall deliver to the License Inspector proof of insurance in the form of a
certificate, which also indicates the insurance indemnifies the City against all claims
which may at any time be made against the City. The section does not apply if in
obtaining a Business License, the applicant already has $5,000,000.00 General
Comprehensive Liability Insurance.
Business License Cancellation and Transfer
(l)
On ceasing to do Business in the City, the Licensee shall notifi the License
Inspector in writing stating the date on which the Licensee ceased or intends to
cease, doing Business.
(2) A License refund may be processed if written notice is provided
by the Licensee,
who shall receive an amount pro-rated on a monthly basis for the remaining months
ofthe year.

(3) Any person who acquires a Business

acquisition.
(4)
Before a person may carry on a Business at a Premises other than the Premises stated
in the initial License application for the Business under section 5(1), the person must
complete and deliver a transfer of Premises application in the form set out in
Schedule "B" and pay the applicable fee set out in Schedule "4".
(5)
No person shall carry on a Business from a Premises except the premises listed in the
initial License application for the Business under section 5(l) or the transfer of
Premises application under section 9(4).
(6) A License authorizes only the person named in the License
to carry on the Business
described in the License, and only at the Premises described in the License.
(7) A License is not a representation or warranty that the Business or the Business
Premises comply with the Bylaws
standards or enactments.

(l)
Every License issued pursuant to the provisions of this Bylaw shall be posted in a '
conspicuous place on the Business Premises or on the thing or machinery for which
the License was issued.
(2) 'Where there is not a thing, machinery or premises to affix the Business License to,
the Licensee shall at all times when they are conducting Business shall carry the
License.
11.
LicenseClassifïcation
(l)

For the purposes of the imposition of License fees under this Bylaw, Businesses are
hereby classified according to the type of Business as set out in Schedule "A", and
certain Businesses are also classified on the basis of the number of employees
engaged in that Business, as set out in Schedule "4".
Access
(1) Enforcement Personnel are authorized to enter, at all reasonable times, any house,
place, premises, vehicle or business to determine compliance with and carry out the
provisions of this Bylaw.
(2) No person shall hinder or obstruct Enforcement Personnel from entering property or
Premises in accor$ance with section I2(I).

13.
Refusal
(l)
14.
Council may, refuse in any particular case to grant the request of an applicant for a
License as provided in the Local Government Act.
Suspensions and Cancellation
(l)
The License Inspector may suspend or cancel a License for one or more
following reasons:

a. The License has failed to comply with a term or condition of the License;
b. The Licensee has been convicted of an offence indictable in Canada;
c. The Licensee
has been convicted of an offence under the Provincial Act or
City bylaw in respect of the Licensee's Business, or the Licensee's Business
Premises;
d.
The Licensee has been deemed to have plead guilty to an offence referred to in
subparagraph (c);
e. The Licensee has ceased to comply with a bylaw of the City, or has otherwise
ceased to meet the
lawful requirements to carry on the Licensee's Business or
to carry on the Business at the Business' Premises.
f. In the opinion of the License Inspector, the Licensee has engaged in
misconduct that warrants the suspension or cancellation of the License, where
the misconduct is:
i. In respect of the Licensee's Business
ii. In, or with respect to the Business Premises of the Licensee, or
iii. In respect of another Business, or the Premises of other Businesses,
carried on by the Licensee inside or outside the City.
(2) For the purposes of subsection (1)(f), the License Inspector may cancel or suspend a
Business License, where, in the opinion of the license Inspector, the Licensee has sold,
or offered for sale, cigarettes to a person actually or apparently under the age of 16
years.
(3) Before suspending or cancelling a License under this section, the License Inspector
must give the Licensee notice of the proposed suspension or cancellation, and an
opportunity to be heard.
(4) Where a License Inspector suspends or cancels a License under this section, the
License Inspector must notiff the Licensee of his or her right to reconsideration by
Council.

(5) For the purposes of subsection (3) and (4), the License Inspector's duty to give notice
to the Licensee is satisfied where the License Inspector makes reasonable efforts to
mail or deliver the notices.
15.
Standards
(1) All premises in or upon which an Applicant proposes to carry on or conduct any
Business shall, before any such License is granted, be brought up to the standard
required for such use in conformance with all City Bylaws and any applicable
Provincial Acts and regulations.
16.
Direct Sales @oor to Door)
(l) No person shall attend at any residence between the hours of 8:00 p.m. and 8:00 a.m.
for the purpose of selling, soliciting or taking orders for goods, materials, publications
or services of any kind, unless the owner or occupier of the residence has previously
consented.
(2) No person shall attend at any residence on a Sunday or Statutory Holiday for the
purpose of selling, soliciting or taking orders for goods, materials, publications or
services of any kind.
(3)
Every person conducting a Business utilizing direct sales shall obtain a License. Any
person selling or offering for sale, any book, magazine, or other periodical, including
a newsstand, requires a License.
(4)
No person shall conduct or solicit Business on any street or sidewalk in the City
without a License.
(5) All mobile vendors, including coffee wagons selling any goods whatsoever
from
out of any vehicle, convenience and other thing in which anything is exposed for
sale or marketed within the City shall obtain a License.
(6)
The soliciting for sales of any article, commodity or thing, or soliciting of any
service or contract service, or the soliciting of any agreement or promise that will
lead to any service or contract to service, or the sale of any article, commodity or
thing shall require a License.
(7)
Every License to solicit shall be a personal license to the applicant and is not
transferable or solicit on behalf of another person.
(S)
Private personal sales between individuals and garage and yard type sales are
excluded from the requirements of this section.

(9)
17.
Appeals made by ehurches, similar religious organizations and other not-for-profit
organizations where such appeals are made solely and exclusively to their members
are excluded from the regulations under this Bylaw section.
Mobile Vendor
(1)
Any mobile vendor when conducting or attempting to conduct Business:
(a)
is not permitted within 30 metres of a business engaged in the sale of
similar goods on provision of similar services;
(b)
on request to any person, shall state the name of their Business or
organization with which they are associated, affiliated or representing;
(c)
shall display a copy of their License;
(d)
shall obtain the consent of the property owner when setting up a Business
on private properly and on request present this evidence to the License
Inspector, when making application for a License;
(e)
shall not operate any noise or sound making equipment creating
a
nuisance;
(Ð
shall not create or cause a fire hazard, electrical interference or traffic
congestion on City streets;
(g)
when displaying products after dark shall use electric lighting which will
not produce glare to motorists;
(h)
shall provide only food products approved by the Peace River Health Unit;
and
(i)
are restricted to a sales area of 3 Square metres beside the mobile unit,
with a 1.2 metre (4 foot) pedestrian path in front of their business area,
which shall be maintained in a clean condition.
18.
Home Occupation
(1)
No person shall carry on a Home Occupation without a valid Business License.
(3)
Every person wishing to undertake a Home Occupation shall comply with section
of this Bylaw.

19.
Retail Sales
(l)
20.
No person shall carry on a Business from a residence unless the Business meets all
requirements of a Home Occupation as stated in the City of Fort St. John Zoning
Bylaw No. 1303, 1996, as amended from time to time.
Retail Sales Business Premises must have all of the goods and commodities totally
enclosed within a building or in an accessory storage yard on the Premises. Sales
must not be conducted in storage yards, or on the sidewalk, unless the Licensee has
made application to the License Inspector for a Merchant Sidewalk Sale Permit as
outlined in Schedule rrDrr attached to and forming part of this Bylaw.
Bed and Breakfast
(1)
Any person carrying on a Bed and Breakfast Business shall obtain a valid License
and, prior to being issued a License, shall obtain a written statement from the local
Health Unit or Public Health Inspector certifring that the Premises comply with the
regulations under the Health Act.
21.
Vehicle Parking Lot
(l) It shall be a condition of the granting
of a License to any persoû to carry on the
business of a vehicle parking lot, that they shall post on the parking lot a sign at each
entrance and exit, stating in clear, legible wording, illuminated in the evening, to the
satisfaction of the License Inspector, any parhng fees charged, hours of operation
and any circumstances under which a vehicle may be towed away from the lot,
including the address and phone number of the place to which a vehicle may be
taken..
22.
Carnival / Circus Provisions
(l) All persons applying for a License to conduct a carnival or circus must provide
an
inspection certificate from an accredited professional engineer to the License
Inspector before a License is granted. The inspection certificate shall state in precise
terms that all machines, rides or equipment used by the public conform to acceptable
safety standards and such certificates shall be submitted every seven (7) days during
the term of the License.
(2) The License Inspector may direct that a Five Hundred Dollar ($500.00) letter of
credit, certif,red cheque in the City's name, or the equivalent of a cash bond, be
deposited with the City as a term and condition of the License, Such bond or a
portion of it shall be forfeited to the City to pay for any damages or the cost of any
clean-up required during or after the event on public lands. The City shall retum the
bond, without interest, upon notification by the License Inspector that all conditions
regarding damages and clean-up are satisfactory.

23.
Resident Business Security
(1) Every person applying for a License for the first time to
carry/ on a Business of an
Escort Service and Massage Parlour shall deliver to the City security in the form of a
letter of credit, cash or a certified cheque, in the amount of $1,000.00, at the time of
application for a License as a term and condition of the License.
(2) The security will be returned, without interest to the applicant, if the business is
continuously carried on in the City in accordance with this section for at least 6
months (the "Security Period").
(3) A person applying for
a license to carry on a business that the person has not carried
on continuously during the previous 6 months as a Resident Business is deemed to be
applying for a license for the first time.
(4) If, during the Security Period,
the City receives notice that a civil action in a Court
based on deceit, misrepresentation or fraud is commenced against a Licensee, in
relation to the conduct of the Business, the security shall be held subject to the order
of the court, which may order that the sum secured may be applied wholly or in part
to the discharge of the liability of the Licensee resulting from the action.
(5) Instead of giving security,
an applicant who states that the applicant does not intend to
carry on the business continuously in the City for at least 6 months may pay a fee in
the amount of $500 for the period of time that person intends to operate the business.
24,
General Provisions
(l)
Every business when operating, selling or offering for sale products or commodities
to the public, which are sold by weight or measure, shall have and use a lawful scale
or measure, indicating both metric and English measurement capable of weighing or
measuring accurately the commodity sold.
(2)
No person shall obstruct pedestrian or vehicle traffic at an intersection by providing
services or goods, including, but not limited to, selling newspapers or wiping
vehicle windows.
(3) It shall be unlawful for any individual
in the course of their business to stand on any
street or in any lane in the City for a longer period, at any time, than may be
required in making a delivery of any commodity to a customer. An individual shall
not sell any product from their vehicle while it is parked on any street or road in the
City.

Advertise Trade Name
(l)
Every Licensed Business, within the City shall, when operating a commercial
vehicle in connection with the business, display on both sides of the vehicle the
name and address of the business, or altemately, the trade name and telephone
number of the operator of the vehicle.

Enforcement
(l)
Records of all Business Licenses issued shall be maintained and updated annually by
the License Inspector.

provisions of this Bylaw shall be a debt due by such person to the City and
recoverable, with costs, in any Court of competent jurisdiction.
(4)
Any person contravening any provisions of this Bylaw shall be guilty of an offence
punishable under the provisions of the offense lc¿ R.s.B.c.1996, c.305.

of the Freedom of Information and Privacy Act.
The amount
of
Severability of Bylaw Provisions
(l)
28.
Every person licensed to do business within the City shall, when they are operating a
private vehicle in connection with the business, display a sign or show a card in one
window of the vehicle, indicating the name and address of the business, or
alternately, the trade name and telephone number of the vehicle operator.
Each separate provision of this Bylaw shall be deemed independent of all other
provisions, and if any provision of this Bylaw is declared invalid, all other provisions
shall remain valid and enforceable.
Effect of Bylaw
(1)

Home Occupation include the following:
(a)
the office of an accountant, architect, clergy, dentist, tax consultant, engineer, lawyer, physician,
real estate agent or other professional person;
(b)
the office or studio of an artist, draftsperson, barber, beautician, naturopath, massage therapist,
chiropractor, picture framer, tailor, dressmaker, music or dance teacher, photographer, writer, or
ofpersons engaged in home crafts or hobbies;
(c)
locksmiths and electronic instrument repair;
(d)
the keeper of not more than 2 boarders;
(e)
the operation of a daycare or pre-school for not more than 7 pre-school or school-aged children;

a bed and breakfast operation.

A home occupation shall be required to be licensed by the City for the dwellings where they are carried on.

The home occupation shall not occupy more than 75 sq. m (807 sq. ft.) of the dwelling unit or accessory
building or 25o/o of the gross floor area of the dwelling unit, whichever is less.

No retail sales other than the sale of goods produced on the premises are permitted.

The home occupation shall be carried out within the principle dwelling unit, or within an
accessory
building, with no external storage of materials, containers or finished products.

A home occupation shall not be permitted to have a commercial vehicle exceeding 5 tonnes (11,000 lbs.)
gross vehicle weight, located outside of an enclosed building.

Only the inhabitants of the principal dwelling unit may carry on the home occupation on the site occupied
by the principle dwelling unit.
A home occupation shall not generate traffic congestion or parking problems with the municipality or the
immediate neighbourhood and shall not produce a public offence or nuisance of any kind.

A home occupation may not involve manufacturing, welding or other light industries, which create a noise,
smoke, dust or fume nuisance.

A home occupation will not involve materials or products that produce inflammable or explosive vapours
or gases under normal Fort St John temperature extremes.

There shall be no exterior indication that the building is being used for any other purpose other than the
dwelling, except for a sign in accordance with the Signage Bylaw.

Council of the City of Fort St. John in open meeting assembled, enacts as follows:
1.
That Schedules B and C of Fort St. John Business Licence Bylaw No. 1544,
2001 be repealed and replaced with Schedules A and B attached to and forming
part of this bylaw.

If any section, subsection sentence, clause or phrase of this Bylaw is for any
reason held to be invalid by the decision of any court of competent
jurisdiction, the invalid portion shall be severed and the part that is invalid
shall not affect the validity of the remainder.

Home Occupation, Standard

A standard home occupation is subject to the following regulations:
.1 A standard home occupation must be licensed by the City for the dwellings where they are carried
on.

A bed and breakfast accommodation is subject to the following regulations:
.1 A bed and breakfast accommodation is added to the list of permitted uses in the Rl, R2, R4, RMl
and RM2 zones if the zone has a"bb" notation shown on Schedule B (ZonngMap), as part of the
zone identification. The "bb" notation will be shown on Schedule B as follows: Rl-bb, R2-bb,
R4-bb, RMl-bb and RM2-bb. A "bb" zoning classification on a parcel must be established by
rezoning the subject parcel to the "bb" version ofthe zone. The regulations set out for the "bb"
version of the zone will be the same as the regulations for the version without the "bb", except for
the addition of bed and breakfast accommodation as a permitted use;
.2 A bed and breakfast accommodation must only be conducted within the principal single detached
dwelling;
.3 A bed and breakfast accommodation must be an accessory use;
.4 No more than2 guest rooms are permitted in a bed and breakfast accommodation;
.5 No guest room in the bed and breakfast accommodation must have an area of more than 30 m2
(323 ft2); a separate or ensuite washroom are not included as part of the area of the guest room;
.6 No exterior evidence of the bed and breakfast accommodation must be visible from outside the
parcel on which the bed and breakfast accommodation is located, except for a permitted sign and
the required parking;
.7 A bed and breakfast accommodation is permitted to have no more than one sign to a maximum
size of 0.5 m' 16 ft?¡tocated on the single detached dwelling or at least 1.5 m (5 ft.¡ u*uy from any
parcel line;
.8 One parking space per guest room is required in addition to those required for the principal
dwelling; and
.9 The owner of the bed and breakfast accommodation is required to hold a valid business license
with the City of Fort St. Joh¡.
