Section B: Project Overview
1) Project Title:
To re-build Hersham Community Centre from which Burwood Playgroup runs a nursery for 2 to 5 year olds.
2) Please provide a brief summary of the project proposal (in no more than 500
words)
Three mothers in Hersham set up Burwood Playgroup in 1965. It quickly grew and moved from the small hall at the Women's Institute to the larger hall at St Peter's Church. In 1992, the Playgroup relocated to a classroom in Burhill School where it stayed until July
2012, when they had to move as the School needed to expand. It was at this point that, after an extensive search that Hersham Community Trust kindly offered them shared use of Hersham Community Centre. Burwood Playgroup runs a nursery in the Centre on
week days in term time for 2 to 5 year olds and supports 50 children a year, many of whom are disadvantaged or have special educational needs. E.g. 50% of our children would qualify for free school meals; 14% have a disability or special educational needs; 26%
are from minority backgrounds (including 16% Travellers). 21 (42%) of the children attending our Playgroup are from Walton-on-Thames, with the remainder coming from Hersham . They also run an after school club for 20 local children aged up to 6.
The Playgroup’s work is currently hampered by the state of Hersham Community Centre which was built in 1963 as a scout hut. There is no thermal insulation in the building so it is very cold with staff and children needing to wear their coats inside. The Centre has
one large activity space, so there are no private places for confidential discussions with parents. There are no low level toilets/sinks for the children. The state of the Centre is also preventing local groups from utilising it. Previously, Hersham Community Trust
regularly rented out the Centre to a variety of local organisations from Walton and Hersham during evenings and weekends e.g. Surrey Walks Club, Women’s Institute, a Yoga Group, RC Sherriff Trust, Pre-School Learning Alliance, Mediation North Surrey and
National Childbirth Trust. However, all of these have stopped using the Centre due to the state of the building – but have stated that if the building is rebuilt and fit-for-purpose, they would return.
With asbestos present, replacing the building is the safest option. The new building will be better insulated, ecologically sustainable and have a ‘life’ of at least 60 years. It will have a large nursery/community room, an office, meeting room, kitchen, store rooms and
toilets. We have secured £180,000 towards the re-build costs including £90,000 from Walton Charity who own the site and £90,000 from Surrey County Council Free Early Education for Two-year-olds (FEET) Scheme (in recognition of the short supply FEET
placements in Elmbridge, and the importance of Burwood Playgroup providing placements for local disadvantaged families). Demand for nursery places in Hersham/Walton is only going to increase with the proposed housing developments on Stompond Lane,
Drake’s Park and on land that Ryden’s School has sold. A new fit-for-purpose community centre will secure Burwood Playgroup's long-term future, ensuring they are able to meet the demand for nursery places in the local area, whilst also acting as a well-used
facility for local groups. (499 words)

children in the nursery are from Walton) and £57,194 from

Centre. Burwood Playgroup works in partnership with Hersham Community Trust who
holds the lease for Hersham Community Centre. The site is owned by Walton Charity
who will be contributing £90,000 towards the re-build costs.

Section C: Project Specifics
In this section, please set out the detailed particulars of your project proposal, addressing
the key information areas required.
9) How will the proposal help address the demands of development in the area?
The Elmbridge Infrastructure Delivery Plan highlights that there are insufficient nursery places in both Walton
and Hersham to meet population growth and this is likely to increase with the projected growth in the
Borough's population over the next 10 years. It is estimated the total number of children coming from new
developments over the next 10 years needing early years support will be 174 children. A number of local
developments are planned near to Hersham Community Centre (e.g. on Stompond Lane, Drake’s Park and on
land that Ryden’s School in Hersham is selling) which will result in hundreds of new homes being built, some
of which will be social housing. This will increase local population density, and increase the need for both a
thriving local community centre and a successful playgroup. Re-building Hersham Community Centre will
ensure long-term security for Burwood Playgroup and the 50 children they currently support a year (29 from
Hersham and 21 from Walton, specifically the wards of Walton South, Walton North and Walton Ambleside)
but will also enable the nursery to create an additional 10 places which could be for children from
disadvantaged families (from both Walton and Hersham). In recognition of the need for additional nursery
places for children from disadvantaged families and the support Burwood Playgroup already provides to local
disadvantaged children, Surrey County Council Free Early Education for Two-year-olds (FEET) Scheme has
pledged £90,000 towards the costs to re-build Hersham Community Centre. We are including a letter of

The running costs of the Centre will be much lower following the re-build, due to the new Centre’s economic and environmental design
(e.g. heating costs for the Centre are currently around £3,000 per month; this will drop by at least 40% post-build). Hersham Community
Trust is confident these running costs can be covered by income generated from hiring rooms in the Centre to local community groups.
Burwood Playgroup’s work in the new building will be self-sustaining too – the majority (95%) of the Playgroup’s funding comes from
Surrey County Council, either for the 15 hours of childcare agreed by the Government for all children aged 3+, or through the FEET
Scheme for children from deprived backgrounds (25% of our children fit into this category). The remaining 5% comes from parental
contributions i.e. from those who can afford to pay.
