Implementation of Agreement on revised Salaries, Cost of
living Allowance and other terms and conditions of
employment for officers in the Civil Service and Statutory
Authorities subject to the Statutory Authorities Act,
Chapter 24:01 for the period January 1, 2011 to
December 31, 2013
I wish to inform you that following negotiations with the Public Services Association
(PSA), agreement has been reached on revised Salaries, Cost of Living Allowance (COLA)
and other terms and conditions of employment in respect of the period January 1, 2011
to December 31, 2013 for full-time officers in the Civil Service and in Statutory
·Authorities subject to the Statutory Authorities Act, Chapter 24:01, for whom the PSA is
the appropriate recognized association.
Period of Agreement
2.
The Agreement covers the period January 1, 2011 to December 31, 2013. However,
"since there has been no agreement on new rates of pay and allowances to apply after
December 31, 2013, the rates existing qt that date shall continue to apply, without
prejudice, until further notice.
Employees covered by the Agreement
3.
The Agreement covers the following categories of monthly-paid employees who, on or
after January 1, 2011, held/continue to hold permanent or temporary appointments:(a)
Full-time monthly-paid employees who are:
1
(b)
i.
members of the Civil Service (including the Tobago House of Assembly
(THA));
ii.
staff of Statutory Authorities subject to the Statutory Authorities Act,
Chapter 24:01; and
iii.
persons on secondment to permanent or temporary full-time monthlypaid offices in the Civil Service (including the THA) or in a Statutory
Authority subject to the Statutory Authorities Act.
Part-time monthly-paid employees as defined in paragraph 2 of Personnel
Department Circular No. 9 of 1982 (renumbered No. 10 of 1982) dated
December 17, 1982.
Revised salaries for the category of employees at (b) are to be computed in accordance
with the formula set out in paragraph 3 of the said Circular.
4.
The agreed terms also apply to persons such as those referred to at paragraph 3 above,
but who have since resigned, retired or died. In the latter case, payment is made to the
Legal Personal Representative or estate of the deceased person.
Salaries
5.
Salaries for the period January 1, 2011 to December 31, 2013 shall be revised in the
following manner:The COLA of $145.00 per month applicable at December 31, 2010 shall be
consolidated with the basic adjusted salary paid on January 1, 2011 and the
following percentage increases shall be added to the resulting salaries:With effect from January 1, 2011
4%;
with effect from January 1, 2012 -
4% on salaries payable
December 31, 2011;
at
with effect from January 1, 2013
6% on salaries payable
December 31, 2012.

COLA
6.
(a)
The COLA of $145.00 per month payable at December 31, 2010 shall be
consolidated with the basic adjusted salary paid on January 1, 2011;
(b)
A new COLA shall be paid at the following rates:
(i)
With effect from January 1, 2011 to
December 31, 2011
-
$160 per month
(ii}
With effect from January 1, 2012 to
December 31, 2012
-
$175 per month
(iii) With effect from January 1, 2013
(c}
$225 per month.
Authorized part-time monthly-paid employees who are required to work every
day of the normal work week shall be paid COLA on the following basis:(i)
the full quantum of COLA in respect of employees who are
required to work in excess of four (4) hours per day;
(ii)
one-half (1'2} of the COLA in respect of those employees who
are required to work for four (4) hours or less.
Assimilation to the revised Salary Scales
7.
The salary of an officer shall be assimilated to the revised salary scales for the period
January 1, 2011 to December 31, 2013 on a point-to-point basis. This means that the
salary of an officer at any incremental point in the salary scales outlined in the Minister
of Finance and the Economy Circular No. 1 of 2013 dated February 14, 2013, herein
called the 'adjusted 2011 salary scales', shall be converted to the corresponding
incremental point in the revised 2011 salary scales. For the purpose of determining the
revised salary at which an officer is to be paid with effect from January 1, 2011, it is
necessary to identify the incremental point in the adjusted 2011 salary scales at which
the officer was/would have been paid at that date. The officer's salary shall then be
converted to the corresponding incremental point in the revised 2011 salary scales.
Incremental movements thereafter shall follow existing policies governing the award of
increments.
Example
Mr. 'A1 is a Clerk I in receipt of a salary of $4,565 per month at point C in salary
range 14 in the adjusted 2011 salary scale. The officer's incremental date is
January 15. With effect from January 1, 2011, the salary of Mr. 'A' should be
converted to incremental point C in salary range 14 i.e. $4,898 per month in the

This principle for assimilation of Mr. 'A's' salary to the revised salary scales will be
repeated for the years 2012 and 2013.

The conversion arrangements applicable where offices have been reclassified and/or
reassigned to higher salary ranges and also the method of determining the incremental
date of officers whose offices have been re-assigned to higher salary ranges are those
set out in Minister of Finance Circulars No. 10 of 1968 dated June 24, 1968 and No. 8 of
1971 dated July 14, 1971 and Personnel Department Circular No. 11 of 1971 dated
September 26, 1971. Copies and/or relevant extracts of these Circulars are attached as
Appendices II, Ill and IV respectively.

Acting Allowance
9.
For the purpose of calculating the acting allowance of an officer who has/had been
acting in an office which is higher than his substantive office, the conversion to the
revised salary scales in the office in which he has/had been acting shall be determined
in the manner described in paragraph 7 above.
10.
Other Revised Terms and Conditions of Employment
The other revised terms and conditions of employment are set out at Appendix V.
Revised Pension and Leave Records
11.
Revised Pension and Leave Records in respect of persons who retired/resigned/died on
or after January 1, 2011 are to be prepared and submitted to the Comptroller of
Accounts for necessary attention.
12.
Payment of salaries and COLA at the revised rates shall be made by June 30, 2015, while
the arrears due with effect from January 1, 2011 are to be paid in August 2015.
13.
Permanent Secretaries, Heads of Department, Heads of Statutory Authorities and the
Chief Administrator, THA are requested to take immediate steps to implement the
agreed arrangements and in so doing, consult with the Ministry of Finance and the
Economy to identify the funds required to meet the additional expenditure involved in
giving effect to the revised terms.

It has been brought to my attention that as a result of certain features in the
Compensation Plan, some officers whose positions are reclassified and/or assigned to higher
ranges, suffer a loss of salary on conversion to the higher ranges.
2.
In order to rectify this anomaly the following method of conversion should be
adopted:
Where an officer is appointed or promoted to a position and the class to which the
position belongs is reclassified and/or assigned to a higher range with retroactive
effect and from a dated prior to the officer's appointment or promotion to the
position, the officer's salary may be adjusted from the date of his appointment or
promotion in either of the two undermentioned methods, whichever is the more
advantageous to him:-
(a)
by adjusting the office's salary (immediately prior to promotion) to a
point in the range in which the class or position has been reclassified or
assigned as though the original Classification did not exist;
(b)
by adjusting the officer's current salary (at the time of reclassification) to
a point in the new range in the following manner:
(i)
where the salary he is drawing coincides with a point in the new
range, he shall continue tc draw that salary;
(ii) where the salary he is drawing does not coincide with a point in
the new range, 'he shall move· to the next higher point in that
range.

Il. Saine positions· have been reassigned to higher salary rang~. The salaries of officers holding
such positions are not to be. adjusted lo the higher salary scales on a point-to-point basis as described
above.' Instead, they should first be adjusted to the lower salary scale on the point-to-point system and
then be adjusted to the higher salary scale in the following rnanner.(i)
where the salary to which the officer converted in the lower salary scale coincides
with the salary at any point in the higher salary scale. the .officer shall retain thac
salary in the higher salary scale;

2. The incremental-dates of officers whose posts have been reassigned to higher ranges with
effect from 1st January, 1911. shall be determined as followsc-

APPENDIXV
(
OTHER REVISED TERMS AND CONDITIONS OF EMPLOYMENT
FOR OFFICERS IN THE CIVIL SERVICE (INCLUDING THE TOBAGO
HOUSE OF ASSEMBLY) AND STATUTORY AUTHORITIES SUBJECT TO
THE STATUTORY AUTHORITIES ACT, CHAPTER 24:01
I.
TRANSFERS BETWEEN TRINIDAD AND TOBAGO
The allowances payable to an officer who is transferred between Trinidad and Tobago
shall be the following amounts with effect from the specified dates:
(i)
TRANSFER ALLOWANCE
With effect from January 1, 2011
With effect from January 1, 2012
With effect from January 1, 2013
(ii)
$850 per month
$900 per month
$990 per month
HOUSE ALLOWANCE (where housing/accommodation is not provided):-
(a)
where the transfer is from Tobago to Trinidad:
With effect from January 1, 2011 With effect from January 1, 2013 -
(b)
$1,900 per month
$2,000 per month
where the transfer is from Trinidad to Tobago:
With effect from January 1, 2011 With effect from January 1, 2013 -
$2,550 per month
$2,700 per month
The conditions that govern the payment of these allowances as set out in Personnel
Department Circular No. 4of1997 dated December 29, 1997 shall continue to apply and
are reproduced hereunder:
(i)
The allowances at (i) and (ii) above shall be payable for a maximum period of two
years, which shall be the normal duration of a transfer;
(ii)
where, however, the officer is required to remain in the place of transfer beyond
two (2) years because of the exigencies of the Service, payment of the
allowances shall be extended accordingly;
(iii)
where, for personal reasons, an officer requests a transfer to or from Trinidad or
Tobago or where, on being re-transferred, requests his continued stay in Trinidad
or Tobago, the allowances shall not be payable;
(iv)
where an officer is transferred on promotion to an office in Trinidad or Tobago,
the allowances shall be payable for a maximum period of six (6) months;

(
(v)
where an officer is promoted while on transfer, the allowances shall continue to
be payable for a maximum period of six (6) months from the date of promotion,
but not exceeding a total of two (2) years from the date of transfer;
(vi)
the allowances shall not be payable to an officer posted to Trinidad or to Tobago
on first appointment.
The Permanent Secretary or Head of Department/Statutory Authority to which the officer
is attached and the Chief Administrator in the case of the Tobago House of Assembly
shall be responsible for approving and effecting payment of the Transfer and House
Allowances referred to above.
II.
TRA YELLING ALLOWANCES AND FACILITIES
A.

ADVANCE TO PURCHASE A MOTOR VEIDCLE

of this Circular,Jhe maximum amount to be
advanced to eligible officers shall be $160,000 to facilitate the purchase of a new
or used motor vehicle, with exemption from taxes, as applicable, to the following
maxima:
(i)
in respect of Motor Vehicle Tax
the amount payable on a motor vehicle with a cubic capacity of
1799cc;and
(ii)
in respect of Value Added Tax
the amount payable on a vehicle costing $160,000.
All existing conditions governing the grant of a motor vehicle purchase loan shall
continue to apply.
B. MOTOR VEHICLE REP AIR LOAN
The maximum amount to be advanced to eligible officers for the purpose of
effecting repairs to his/her vehicle shall be maintained at $20,000.
All existing conditions governing the grant of a motor vehicle repair loan shall
continue to apply.
C. MOTOR VEIDCLE UPKEEP ALLOWANCE
The Motor Vehicle Upkeep Allowance payable to holders of offices included
under Part 1 of the Third Schedule to the Travelling Allowances Regulations,
Chapter 23:50, and who are required to keep and use a motor vehicle in the
performance of their official duties shall be increased as follows:
With effect from January 1, 2011
$2,200 per month

$2,400 per month
KILO METRIC ALLOWANCE
With effect from January 1, 2011, the Kilometric Allowance applicable to an
officer who is required to keep and use a motor vehicle in the performance of
his/her official duties as described at C. above shall be $2.35 per kilometre.
E.
KILOMETRIC ALLOWANCE UNDER REGULATION 16
With effect from January 1, 2011, the Kilometric Allowance payable
under Regulation 16 of the Travelling Allowances Regulations, Chapter
23 :50 shall be $2.95 per kilometre.
F.
SUBSISTENCE ALLOWANCE
With effect from the date of issue of this Circular, and subject to the conditions
set out in Regulation 43 of the Travelling Allowances Regulations, Chapter 23:50
being met, the Subsistence Allowance payable to an officer, who, in the course of
his/her official duty, is required to travel beyond a radius of 16 kilometres (10
miles) from his/her station shall be as follows:In Trinidad In Tobago

CHAUFFEUR'S ALLOWANCE
The daily Chauffeur Allowance payable under Regulation 37 of the Travelling
Allowances Regulations, Chapter 23:50, where an officer is required to travel a

(60 miles) in Tobago, where it is certified that he/she has employed a licensed
Chauffeur, shall be as follows:With effect from January 1, 2011

DAILY CHAUFFEUR'S MEAL ALLOWANCE

MEALALLOWANCE
With effect from the date of issue of this Circulars(i)
the Meal Allowance payable to officers, other than those who have
traditionally been provided with meal while on duty, who are required to
continue
working
more
than
two

the
end of their normal working day or · shift of duty shall be as

The existing arrangements that govern the payment of this allowance as set out
hereunder shall continue to apply:. ---(a)-- On-any-occasion-where-an-officer-is required-to-continue-working-for- more----· - - - -- --than two (2) hours beyond the end of his/her normal work day or shift,
he/she shall be provided with a meal or paid a meal allowance in lieu
thereof. The Meal Allowance shall be at a rate equivalent to one-third (1/3)
of the daily Subsistence Allowance at II. F. above; and
(b)
(ii)
An officer referred to at (a) above who continues to work as
abovementioned shall be provided with another meal or paid another meal
allowance in lieu thereof at the same rate at the end of each four-hour period
thereafter, calculated from two hours after the commencement of the period
of excess hours.
An officer, while off-duty, who is called out to work, shall qualify for a Meal
Allowance, should he/she be required to work through any of the following
meal periods:

(c)
6.00 a.m. to 8.00 a.m.
11.00 a.m. to 1.00 p.m.
6.00 p.m. to 8.00 p.m.
The Meal Allowance in respect of the abovementioned periods shall be:In Trinidad

PROVISION OF UNIFORMS
A.
SEWING OF UNIFORMS
With effect from January 1, 2011, the allowances payable to eligible officers for
the sewing of uniforms shall be as follows:--- -

ISSUE OF UNIFORMS
The issue of items of uniforms was standardized in 2007, and is reproduced

Uniforms or material and allowances for the making of uniforms are, as far as
possible, to be provided to entitled officers on or before March 31, of the year of
issue. In the provision of material for the sewing of uniforms, consideration
should be given to the body frame size of the officer.
C. SHOE ALLOWANCE
With effect from January 1, 2011:
(i)
The Shoe Allowance payable to eligible male personnel to purchase two
(2) pairs of shoes shall be increased to $760 per annum.
(ii)
The Shoe Allowance payable to eligible female personnel to purchase two
(2) pairs of shoes shall be increased to $590 per annum.

CLOTHINGALLOWANCE
With effect from January 1, 2011, the Clothing Allowance payable to eligible officers
shall be $1,610 per annum.
VI.
PROVISION OF JACKETS
With effect from January 1, 2011, all eligible officers shall continue to be provided
with the approved number of jackets. The cost of each jacket shall not exceed the rates
set out below:$690 per jacket

VII.
ON CALL ALLOWANCE
--------With-effect-from-January-1,-201-1,-the-Gn-Gall-Allowance-payable-in-the-circumstances----outlined in Personnel Department Circular No. 6 of 1970 dated July 24, 1970 shall be
$635 per month or pro-rated for any period of less than one month.
VIII.
SIDFT BONUS/ALLOWANCE
With effect from January 1, 2011:-

(i)
an allowance at the rate of $18 per shift shall be payable to an officer who is
required to work on a shift basis where such shift work is not peculiar to the duties
of the particular class of office throughout the Civil Service (including the Tobago
House of Assembly) or Statutory Authority, subject to the Statutory Authorities
Act, Chapter 24:01 provided, that the officer's shift falls either wholly or partly
between the hours of 8.00 p.m, and 6.00 a.m.
(ii)
A shift Bonus of $24 per shift shall be paid to an officer who is required to work
a 'Split Shift'. A Split Shift is defined as an arrangement in which the working
day is not continuous but is split in two or more working periods with a time
interval of not less than two hours in between.
CASHIER'S ALLOWANCE
(i)
With effect from January 1, 2011, the allowance paid to an officer who does not
hold the office of Cashier but who performs the function of the office shall be
$575 per month.
(ii)
Where the officer is called upon to perform the duties for less than
one month, the allowance shall be pro-rated appropriately.
