 NUMBER: Interim #5 ISSUED: March 31, 2015 REPLACES: New TOPIC: Registrant Competence Assessment Proctoring Background Pursuant to Section 26.1 (1)1 of the Health Professions Act, the Quality Assurance Committee must administer a Quality Assurance Program in accordance with the bylaws. The Quality Assurance Program consists of three main components: the Annual Self Report, the Registrant Competence Assessment (RCA), and Registrant Practice Support. The RCA is an online 3 hour timed assessment monitored by a proctor. The RCA evaluates a physical therapist’s continuing competence with specific attention being paid to the BC context of practice, key regulatory content areas, College standards and BC physiotherapy regulation. Purpose This document outlines the policy related to proctoring the RCA. Policy Registrants taking the RCA must select a proctor who meets the College criteria to monitor the registrant’s participation in the RCA. It is the registrant’s responsibility to ensure that his/ her proctor must meet the following criteria: ‐ Is over the age of 18; ‐ Is competent using a computer; ‐ Will be present for the full duration of the registrant’s RCA session; ‐ Is available to the College by telephone during the registrant’s RCA session; ‐ Has never been trained or licensed as a physical therapist in any jurisdiction; ‐ Is NOT a spouse, child, sibling or parent of the registrant; and ‐ Is fluent in English. The proctor must enter his/her assigned Proctor Key to open and to submit the RCA for the registrant. The proctor shall verify that the registrant was the same person who: ‐ was booked for the RCA ‐ began and finished the RCA. 1
