NEWS YOU CAN USE
PORT OF SKAGEN OFFERS NEW CRUISE FACILITIES
Since the port development project began, Port of
Skagen has been promoting the new cruise facilities
to the cruise industry, resulting in increased demand.
Larger cruise ships will be calling in 2015. Port of
Skagen will receive 15 cruise calls carrying up to
approximately 24,000 passengers — a more than
300 percent increase in the number of passengers
compared to 2014. By 2020, Port of Skagen hopes
to have 40 cruise calls per year and 80,000
passengers.
By April 2015, Skagen, Denmark’s northernmost
cruise port, will complete a vast port development
project. The 33.5 million dollar investment includes:
A new basin with 450 m of new quay giving an
overall length of 330 m.
Water depths of 11 m.
1.3 km of breakwater.
An extension of the existing cruise quay from 170
to 190 m, giving an overall length of up to 220 m.
In order to avoid congestion and give both cruise
and other guests the best possible experience when
visiting, Port of Skagen has placed a cap of 3,500
passengers per day.
An extension of the port entrance to 250 m.
Welcome facilities on both quays consisting of
information and guidance assistance, lounge,
restrooms, free Wi-Fi, crew facility, showroom
and bike rentals.
In November 2015, bunker service for cruise ships
also will be offered including new oil terminal,
offering ex-pipe or by barges.
STATE OF THE ASIA CRUISE INDUSTRY:
MORE CRUISE SHIPS, PASSENGERS
AND PORTS THAN EVER BEFORE
It goes without question that the Asian cruise market
has seen tremendous growth, especially in China.
From a more relaxed visa environment and supportive
policies to awareness and information technology,
outbound tourism in China continues to flourish. To
keep a finger on the pulse of Asia markets, Cruise
Lines International Association (CLIA) commissioned
the second and most comprehensive 2014 Asia Cruise
Trends study.
Overall findings reveal the cruise industry in Asia is
experiencing robust double-digit growth with historic
numbers of cruise ships, passengers and ports in the
region. CLIA is unveiling the details of the new data at
Cruise Shipping Miami and together with CHART
Management Consultants, global experts in cruise
tourism and strategy, has identified key trends about
the current Asia Cruise Industry.
2
“It is exciting that, for the first time, we know the
true size of Asian source markets and have been
able to extend our understanding of Asia’s cruise
industry growth and potential,” said Adam M.
Goldstein, Global Chairman, Cruise Lines
International Association, and President and COO,
Royal Caribbean Cruises Ltd. “2015 will be a
record-breaking year in Asia with more travelers
cruising the region than ever before. The cruise
industry is responding by offering more cruises
with experiences tailored to Asian travelers as well
as enticing international travelers with an easy
way to visit Asia’s array of fascinating
destinations.”

CLIA CRUISE LINE MEMBER PERSPECTIVE
THOMAS SPINA
Vice President // Port Operations
Norwegian Cruise Line Holdings
Please describe your position
and role in the cruise industry.
1
I oversee port logistics in all turnaround and
port of calls for all three brands within the
Norwegian Cruise Line Holdings Ltd. fleet.
I began the cruise sector in January of 2007 as the Vice
President, Cruise Operations for the Manhattan and
Brooklyn Cruise Terminals in New York City.
2
What do you believe is the
most significant advancement
in the cruise industry?
As an operational guy, the advancements in
technology for pier side logistics to operate
today’s large ships are very significant.
Having had to prepare on the Port side for
Breakaway in NYC and now preparing for
the ESCAPE to enter service and begin her
stay in PortMiami is an amazing process.
Decisions and teamwork from everyone
within the organization is vital to making
that stay a huge success for our
passengers and crew.
Who do you believe has made
an impact on the cruise
industry? Describe how.
When I first got to NYC, it was important for
me to pick up cruise line executives at the
airport for meetings. I used those car rides as
my graduate school classes and was never
shy to ask people like Giora Israel, David
Candib and Colin Murphy questions about
their brands, what they needed and what they
were working on. People like this, along with
John Tercek and Gianluca Supriani, whom I
now sit with on the CLIA Global Ports
Committee have made a great impact as
destination development has become so
important in our industry.
How long have you been in the cruise
industry and what other roles/positions
have you held?
4
In August of 2013, I accepted a newly created position
within Norwegian Cruise Line as Director, Port Finance
and Analysis, and was promoted in November 2014 to
my current role after the merger of Norwegian Cruise
Line and Prestige Cruise Holdings.
Looking forward, what are some
predictions for the future in your sector
of the cruise industry?
5
I see the industry continuing to grow in regions of the
world and maybe even places that we have not been
able to go. Those possibilities leave our already
untapped industry with great potential for growth.
3
What is the biggest challenge in the
cruise industry as it relates to your sector
and how would you address it?
As the industry continues to grow, it is really important for
the ports and the cities that homeport these massive
ships to spend the money necessary to deliver the
experience needed to make that ship a success. It takes
the effort of the Port to engage travel/tourism, city/state
government and other necessary partners to successfully
homeport a new ship. With that said, it is our
responsibility as cruise line executives to help foster
relationships, provide a strong sense of partnership with
the ports and to engage and spend time with federal,
state and city officials to educate them on the industry,
how it works, and what is needed to make things
successful to generate the maximum economic impact
for that city.

TECHNICAL & REGULATORY UPDATE
IMO 2015
Since 1993, CLIA has held consultative status at the
International Maritime Organization (IMO) actively
participating in the work of, and providing relevant
industry input to, the various committees and
technical sub-committees.
Human Element, Training and Watchkeeping
(HTW) Sub-Committee
Safety and security in our industry is paramount
and IMO’s Human Element, Training and
Watchkeeping Sub-Committee covers training of
officers and crew, including security related matters.
In February 2015, HTW held their second session
and below are several of the outcomes.
To date, CLIA’s delegation has represented the
industry in several IMO sessions generating a
number of relevant outcomes, including:
Pollution Prevention and Response (PPR)
Sub-Committee
Ballast Water Management (BWM) – The BWM
Convention will enter into force 12 months after
ratification by 30 States and 35 percent of world
merchant fleet tonnage. As of February 2015, 44
States have ratified the Convention, representing
32.86 percent of world tonnage. Manufacturers of
this equipment are to submit information regarding
the design, construction and operation of the BWM
systems used to comply with the Convention to be
approved by the Administration. Information may be
obtained on the IMO website (www.imo.org)
Training, Certification and Watchkeeping for
Seafarers (STCW) Standards – New STCW Code
and Convention amendments related to the Polar
Code were finalized at this session (effective
January 1, 2018) and cover training requirements
for navigational officers operating in polar waters.
Additional passenger ship-specific training
requirements were further developed and may be
completed in 2016.
Ship Design and Construction (SDC)
Sub-Committee
Watertight Doors – There was overwhelming
support for the proposal of the U.S. to amend
SOLAS regulation II-1/22 and related Guidance for
watertight doors on passenger ships which may be
opened during navigation. These amendments will
be incorporated in the comprehensive package of
SOLAS amendments and damage stability
amendments and would apply to new ships only.
Exhaust Gas Cleaning Systems (Scrubbers) – IMO
approved revised guidelines for exhaust gas
cleaning systems, or "scrubbers" and will consider
formal adoption in June 2015. Scrubbers are used
as an alternative compliance method to reduce the
amount of sulphur content in a ship’s emission,
particularly for ships operating within Emissions
Control Areas (ECAs) in North America and Europe.

TECHNICAL & REGULATORY UPDATE
THINGS TO KNOW HERE AND THERE
International Labour Organization (ILO) – ILO 185
requires ratifying countries to issue resident
seafarers a Seafarers’ Identity Documents (SIDs)
and to facilitate entry of foreign seafarers into their
country for shore leave and transit. During February
2105 Tripartite meetings, a proposal for the
specifications for SID should be updated in order to
bring them in line with technologies currently used
for ePassports including a facial image biometric
and a digital signature.
Maritime Security – There are currently two open
security-related Federal Notices of Proposed Rulemaking (NPRM), one that consolidates current
cruise ship and cruise ship terminal security
regulations, and the other related to implementing
elements of the Cruise Vessel Security and Safety
Act of 2010 (CVSSA). CLIA, in consultation with the
CLIA Security Committee, is currently drafting
official comments to the docket.
Public Health – The Gastrointestinal Illness
Taskforce aggressively continues its work. Both
European and U.S. regulators participated actively
in these events, hosted by Royal Caribbean,
Disney and MSC in February.
Safety Culture – On February 12, 2015, Bud Darr
spoke on the industry’s safety culture at the
meeting on "Occurrence reporting, can Maritime
Transport learn from Aviation?“ in Brussels hosted
by the European Commission, including both
maritime industry and government experts.

and regulatory matters, please contact
