Background
Seth Yoskowitz, PE
Seth Yoskowitz is the Principal for GHD’s US Business Consulting East team, and is located in GHD’s
Bowie, Maryland office. He and his team focus on all aspects of asset management from vision and
strategy development, to risk-based planning, to asset management plan and program development.
In addition, the team brings organizational strategy implementation, workforce development,
knowledge management, and training and educational delivery capabilities as critical components of
success for our clients and their strategic initiatives such as asset management. Seth has worked
extensively across the eastern US, nationally, and internationally, serving on some of the largest capital
infrastructure programs in the US. Seth has Bachelor's and Master's degrees in Civil/Environmental
Engineering from Stanford University and holds a Maryland PE. He is passionate about working in the
field that is helping address the important infrastructure challenges we face today.
Fred Pfeifer
Fred is the Asset Strategy Manager for the Water Network at WSSC responsible for asset management
of all water assets. He has been in the water and wastewater treatment industry since 1980 working for
several industry manufacturers including co-founding a filtration system company. His current role at
WSSC involves implementation of asset management systems, developing methods to prioritize
investments, monetize risk, enable asset based financial analysis and establish performance standards
to aid in forecasting and prioritizing renewal needs. Fred has a BS in Biochemistry & Math from the
University Maryland and Master’s degree in business from Central Michigan University.
Travis Wagner, PE
Since joining Pure Technologies in 2009, Mr. Wagner has developed into a national leader in
implementing condition assessment and asset management programs for buried infrastructure
providing innovative, yet practical solutions for utilities to manage these assets. He has architected
numerous multi-year condition assessment programs for significant inventories of pressurized pipe and
led those utilities to be recognized as best in class for pressure pipe management. Mr. Wagner
provides oversight and technical expertise in pipeline asset management, technology selection and
implementation, transient pressure monitoring programs, structural analysis and condition
assessment, as well as forensic engineering and analysis for projects throughout North America.
Leading Pure Technologies’ Pipeline Management Group, Mr. Wagner is now focused on providing
operationally focused asset management strategies to utilities as well as developing advanced analytics
and pipeline management based on these principles.
Gage Muckleroy, PE
Gage is a Principal Asset Management Consultant with over 25 years’ experience in utility
management. Gage serves as the technical lead for many of GHD’s asset management programs. He
has led numerous workshops, training sessions, and presentations on asset management, including on
condition assessment and criticality (risk) analysis topics. Gage is nationally recognized in the field of
asset management and has led many of GHD’s largest and most complex AM projects in the US. Gage is
an Institute of Asset Management (IAM) Endorsed Assessor. Gage received his Bachelor’s degree in
Civil Engineering from Texas A&M in 1988 and his Master’s degree in Environmental Engineering from
The Johns Hopkins University in 1993.
Jon Davis
Mr. Davis joined Raftelis Financial Consultants, Inc. (RFC) in 2000 and currently serves the firm as a Vice
President. Since joining RFC, Mr. Davis has assisted many water and wastewater utilities in addressing
their rate setting and financial planning goals. Mr. Davis has assisted governmental clients including the
United States Navy in a project responsible for evaluating over 100 water and wastewater utility
systems on naval bases across the country. Mr. Davis has extensive experience in financial forecasting
and modeling and has led projects to apply advanced risk analysis techniques to rate and financial
planning studies for the water and wastewater industry. Mr. Davis is the chair of the Finance and
Administration sub-committee of WEF and has presented papers at the Utility Management
Conference, WEFTEC, the AWWA Customer Service Conference, and several state association
conferences. Mr. Davis has a Master of Business Administration degree from Queens College and a
Bachelor of Science in Physics and Mathematics from Wake Forest University.
Hugh Sinclair, PE
Mr. Hugh Sinclair is an Asset Strategy Manager with the Washington Suburban Sanitary Commission
(WSSC). Mr. Sinclair is responsible for the development and implementation of the Asset Management
Program for buried wastewater infrastructure which consists of over 5000 miles of sewer pipes. This
includes tracking the condition and performance of underground assets, optimization of operations
and maintenance strategies, capital planning, with the objective of continuous improvement of WSSC’s
level of service. Mr. Sinclair holds a Bachelor’s Degree in Civil Engineering and a Master’s Degree in
Environmental Engineering from Howard University.
