1.0
Background and Justification
The Citizen Security Programme (CSP) is an initiative of the Ministry of National Security that is
partially financed by the Inter-American Development Bank (IDB) through a loan facility. The
objective of the programme is to contribute to the reduction of crime and violence within 22 “high
needs” communities throughout Trinidad and Tobago. The CSP will accomplish this through the
financing of preventative interventions addressing the most proximal and modifiable risk factors.
The specific objectives of the Programme are (i) the reduction in the levels of homicides, robberies and
woundings in partner communities; (ii) an increase in the perception of safety in the partner
communities; (iii) a reduction of injuries related to firearms, child maltreatment, domestic violence and
youth violence; and (iv) an increase in the collective efficacy to prevent violence in the partner
communities.
East Port of Spain has been identified as the most volatile zone in the country with the highest
concentration of firearm related offenses including murders, shootings, woundings and robbery in the
entire country. Despite its many assets including functioning community based organisations and
physical facilities, the threat of violence has stifled or crippled the effectiveness of a number of social
programs.
Community Building has long been identified as a successful approach to community development and
crime prevention as it emphasises support for leadership development and human capital, communities
working together to identify and solve their problems, cultivation of socially valuable relationships and
the development of a sense of common purpose and agenda.
Since 2010, CSP has implemented structured community building interventions as a strategy to
stimulate community action and social capital building processes within its most high needs

communities. The Community Building Programme is intended to help communities experiencing
elevated concentrations of risks (high poverty and unemployment, low educational entertainment, high
levels of crime and violence) to realize their vision of a healthier and safer East Port of Spain. This
will be achieved through a series of resident led initiatives.
In light of the above, the Citizen Security Programme of the Ministry of National Security is inviting
two (2) qualified NGO partners to coordinate the Community Building Programme in Laventille.
2.0
General and Specific Objectives
The overall purpose of this consultancy is to develop and implement a Community Building
Programme in Laventille. The overall programme should facilitate the direct involvement and
participation of a minimum of 100 residents and should address the risk factors identified below:

 Social/Community Disorganisation
 Social Exclusion
Once effectively implemented, the programme should result in:

Scope of Consultancy

The NGO may determine appropriate incentives for community liaisons depending
on the level of effort and functions assigned to them. This may include transport
assistance, phone cards etc, as appropriate.

model to facilitate skills and knowledge transfer and to create community
ownership in the program.

4. Implementation Activities which may be included are as follows:

Establishment of community planning team (including community
liaisons), and proposal writing coaching throughout execution of each
Community Engagement activity identified. At least 20 residents should be
directly involved and benefit from skills building and practical project
planning, proposal writing and community development experience.
II.
Facilitate community planning and implementation of a minimum of three
(3) Community Engagement activities which meet the following criteria:
 Full community participation throughout the project cycle
 Low or no-cost
 Produce Immediate benefit to stakeholder/ intended beneficiaries
 Easy to initiate, implement, manage
 Responsive to urgent community needs
 Direct services should be provided where possible

At least 100 residents should benefit from participation in community
engagement services (e.g. screening and testing services)

Receive and review applications for a maximum of three (3) micro projects
and provide financing (up to $10,000) for approved projects.
The NGO Project selection criteria guidelines are as follows:
 All identified community building initiatives must be pre-approved
by CSP.
 This financing should directly relate to the outcomes of this
assignment. Therefore it should support activities that improve
community relations, facilitate civic participation, increase
awareness of crime and violence within the community and/or
promote community leadership.
 It must be explicitly clear that funding is being provided by the
Citizen Security Programme.

The NGO shall provide oversight to the execution of the projects and shall be
reimbursed for expenses upon presentation of evidence (e.g. receipts, invoices) that
supports the request for which it is seeking reimbursement from the Citizen
Security Programme.

Implementation Arrangements:
3.4.1. Place of Work: The office of the contracted NGO will be the primary location of this
consultancy. However, services are expected to be delivered on-site in community centres,
schools or other centrally accessible and approved community based locations.
3.4.2. Client Responsibilities: CSP will provide access to the following:
 Background information on the communities

 Timely feedback on deliverables (within 10 working days)
 Timely disbursement of funds
 Timely approval of micro-projects (within 5 working days), upon receipt of acceptable
project proposals.
3.4.3. Consultant Responsibilities: The consultant is expected to:
 Timely submission of deliverables
 Work collaboratively and effectively with CSP personnel and other consultants/firms (e.g.
Cure Violence) engaged by the Citizen Security Programme operating within the same
geographic district.
 Provide certificates of achievement to all participants completing vocational and life skills
training (if offered). It is anticipated that certificates will only be provided to persons
completing at least 80% of the training. Certificates of participation can be presented to all
others who do not meet the attendance requirements.
 Ensure that CSP is adequately named or referenced in all print materials or promotional
materials used in relation to this project.
3.4.4. Contract Duration: The duration of the contract is 14 months from the date identified in the
contract.
3.4.5. Supervision: The contracted organisation will report to the Community & Youth Specialist of
the Citizen Security Programme. However, Community Action Officers are expected to
provide input into this assignment.

5.0
Technical Profile of NGO
5.1.
NGO
1. At least five (5) years demonstrable experience implementing community development
programs that addresses community leadership, social cohesion, social capital and collective
efficacy.
2. Experience working within high risk communities or with high risk populations
3. Evidence of financial capacity (audited statement of accounts, staffing etc) to manage the funds
allocated for this consultancy.
5.1.
Lead Consultant
The Lead Consultant will have overall responsibility for the implementation of this consultancy
including the design and coordination; as well as overall responsibility for the quality and timely
submission of all reports relevant to this programme.
1. Undergraduate degree in Development Studies, Social Work, Community and Youth
Development or other related area.
2. At least five (5) years demonstrable experience implementing community based social
interventions.
3. Prior experience delivering programs and collaborating with non-governmental organisations
within East Port of Spain, Trinidad.
4. Experience working with high risk groups would be an asset.
5. At least 2 years Project Management Experience
5.2. Team Members
The team should include at least three persons with the following qualifications:
1. Undergraduate degree in Social Work, Youth Development, Community Development or other
relevant field. Specialized certification in Youth Work or Social Work would also be accepted.
2. Demonstrated knowledge and experience of at least 3 years providing training to community
based organisations and residents in one or more areas related to community development, life
skills, proposal writing and project management.
3. At least 3-5 years experience working within high risk communities or with high risk
populations.
4. Strong interpersonal, facilitation, presentation, public speaking, and written skills.
5. Familiarity with community development principles and tools that strengthen community
participation (including coordinating meetings, mobilizing community etc);

6. Familiarity with methods to effectively monitor and evaluate the various components of this
programme.
5.3. Support Staff
This programme may also require an Administrative Assistant, with the appropriate communication
and computer skills, to assist in coordination of all logistics associated with the programme.
