Helmuth, WQ/3 PO Box 7921 Madison, WI 53707-7921 Public comments by April 3rd The city of Fitchburg has asked the Wisconsin Department of Natural Resources to review a proposed sewer service area amendment that adds some 986 acres to the central urban service area of the Dane County water quality management plan. The area covers the Fitchburg Northeast Neighborhood, a development that is being presented in phases. It contains unique elements that incorporate diverse features and open space ideas. The area proposed for development contains a variety of water resources, including springs, wetlands, surface water features, hydric soils and complex surface and groundwater hydrology. The proposed development is adjacent to tributaries to Lake Waubesa including Swan Creek and Nine Springs Creek near which diverse high quality wetlands are located. DNR is reviewing the proposed amendment both as a whole and in the specific phases of development as presented in the amendment request. The department anticipates issuing a decision this spring. Under the Clean Water Act, DNR maintains the state’s area water quality management plan. The Fitchburg northeast neighborhood amendment is proposed as an addition to the Dane County portion of the statewide area water quality management plan. Under this program, the department reviews proposals for 20–year sewer service area boundaries for conformance with water quality standards and to ensure that environmentally sensitive areas are excluded from sewered development and are protected.
