THE OPPORTUNITY CHIEF ADMINISTRATIVE OFFICER
Reports to:
Mayor & Council
Position Summary
Provides professional leadership and direction to the management team of Parkland County.
Responsibilities include overall supervision of all departments, as well as the development of policies
and programs for the approval of Council. As the administrative head of the County, the CAO is
responsible for the overall operation of the County in accordance with the objectives, plans,
programs and policies approved by Council and in accordance with the various Provincial or Federal
statutes and the municipal by-laws.
The Council and Administration have recently completed an organizational review, which validates
their commitment to an effective municipal structure. The CAO is the only employee of the Council.
Key Roles & Responsibilities
1.
Co-ordinates the activities of all Municipal Departments to ensure the provision of an optimum
level of service to ratepayers.
2.
Oversees the operation of various staff departments to ensure the effective and efficient
administration of County resources.
3.
Reports to, and advises, County Council respecting matters arising from the administration of
the County.
4.
Provides leadership and oversight to ensure an effective and efficient organizational and
administrative structure is employed.
5.
Makes recommendations to Council respecting policy, budgets and resolution of issues; and
implements Council decisions in respect of those matters.
6.
Consults with department heads and with the CFO, and prepares operating and capital
budgets in accordance with Council guidelines and are reflective of Council’s Strategic Plan
and vision..
7.
Monitors the performance of the departments against business plans/budgets, reviews
variance reports and initiates corrective actions where necessary.
8.
Identifies best practices in the municipal field that could be implemented to enhance
administrative, operational and service delivery.
9.
Develop an effective communication strategy to ensure all staff are informed of and can
provide feedback/input regarding council’s goals and aspirations.
10.
Responsible for the coordination/cooperation between departments to ensure the most
effective and efficient delivery of service.
11.
Represents County Council in dealings with senior staff of other municipalities and other levels
of government.
12.
Oversees the County Disaster Services program.

13.
Attends all meetings of Council and designated Committees, Boards, or Commissions
appointed by Council unless excused or excluded there from.
14.
Prepares By-laws and recommends County policy and is responsible for the enforcement of
Council resolutions and By-laws.
15.
Ensures the prompt and proper handling of all requests, inquiries and complaints from
residents and the business community within the County.
16.
Guides County Council to focus on governance issues.
THE PERSON
Education & Experi ence
University graduation in business administration, commerce, engineering, planning or a related
field is preferred.
Demonstrated success as a senior leader in a progressive and dynamic municipal environment
and/or equivalent senior leadership experience in a large and complex multi- faceted
organization.
Recognized as a leader of change, adaptation and collaboration in an organization supporting
and servicing a wide variety of key stakeholders.
Demonstrated knowledge of the Municipal Government Act and related statutes or equivalent
experience managing in a governance environment.
Practical knowledge and experience in computer systems for business applications.
Appreciation for, and experience in implementing progressive economic development programs
in vibrant communities.

The CAO will have a progressive leadership record demonstrating positive relationships with key
stakeholders, elected officials, staff and the community. He/she will feel equally comfortable as a
senior manager or as a "hands-on" team participant. Among other attributes, the following will be

COMPENSATION
A competitive compensation package will be provided including an attractive base salary and
