DAWLEY HAMLETS PARISH COUNCIL MINUTES OF THE MEETING OF THE PARISH COUNCIL held on Wednesday 18th March 2015 at Horsehay Village Hall at 7.00 p.m. _____________________________________________________________________ PRESENT Cllr. A. Chetwood (Chairman) Cllrs. Tracy Cashmore, Linda Gough, Geraldine King, John Lovett, Beryl Onions, A. Scott, Tansy Swain and Sue Tarr. Also Present: Mr M. Goldstraw (Clerk) One member of the public. Borough Councillor Clive Mollett PCSO Scott Ellis 14/135 Apologies All Members were present. 14/136 Declarations of Interest and Dispensation Requests Cllr. Sue Tarr declared an interest in the matter of a grant request by Telford Drive. 14/137 Public Session No matters were raised. 14/138 Police Session PCSO Scott Ellis gave a police report and informed the Meeting of the success of a recently held “mobile police station” session at Little Dawley. The Meeting heard that speed checks were due to be carried out on Woodlands Lane and that feedback would be given to the Parish Council. PCSO Ellis answered a number of questions and received concerns. 7:03p.m. after being thanked by the Chairman, PCSO Ellis and Cllr Mollett left the meeting. 14/139 Minutes of the previous meeting The Minutes of the Meeting held on 18th February 2015 were approved as a true record and signed by the Chairman. 14/140 TWC/2014/0631 The Red Lion Inn With the approval of the Meeting the Chairman asked Cllr. Scott to give a report on his attendance at the Borough Council Planning Committee meeting at which the planning application for The Red Lion Inn had been under consideration; Cllr. Scott was pleased to report that the application had been rejected. The Meeting thanked Cllr. Scott for representing the Parish Council at the Planning Committee meeting. 14/141 Projects to consider for the future benefit of the Parish The Chairman invited members to consider projects which might be of benefit to the Parish. Following discussion, the Chairman asked that members do 1 some research on their suggestions and table any which are considered to be viable by way of requesting that they be placed formally on the agenda for proper consideration. 14/142 Parish Matters a) The Aqueduct Structural Survey There was nothing to report. b) Summer Family Event The Clerk tabled for consideration a number of dates which had been suggested by The Steam Trust. Following discussion it was agreed that the 19th July was an acceptable date. It was resolved to produce a Newsletter to publicise the event (the Clerk asked Members to provide appropriate content). c) War Memorial Gates The Clerk informed the Meeting that he was to have a site meeting with potential tradesmen to obtain quotes for the required work. 14/143 Planning Applications Cllr. Lovett took the Chair for planning matters. The meeting considered the following applications: TWC/2015/0180 9 Woodhouse Lane, Horsehay. Erection of a single storey side extension. There were no objections. TWC/2015/0159 35 Jarman Drive, Horsehay. Erection of a single storey rear extension. There were no objections. TWC/2015/0141 Site of 48 Avon Close, Little Dawley. Erection of one dwelling. It was RESOLVED to object to the application. [Annex A] TWC/2015/0128 The Lilacs, 22 Horsehay Common, Horsehay. Replacement of existing garage. There were no objections. The following permissions were noted: TWC/2014/1083 Former Doseley Works, Doseley. Variation of condition 6 to TWC/2014/0237 to amend brick type. TWC/2014/0876 16C Holly Road, Little Dawley. Erection of a two storey rear extension. TWC/2015/0019 15 Spring Village, Horsehay. Tree works as per schedule. TWC/2014/1030 Metal & Waste Recycling Ltd, The Old Smithy, Lightmoor Road, Lightmoor. Erection of new building for aluminium storage, associated water tank and additional acoustic barriers. 2 TWC/2015/0019 15 Spring Village, Horsehay. Tree works as per schedule. The following refusal was noted: TWC/2014/0788 All Labour in Vain, Wellington Road, Horsehay. Erection of 10 dwellings and conversion of a barn into a dwelling. The Meeting thanked Cllr. Tracy Cashmore for representing the Council at the Borough Planning Committee meeting at which application TWC/2014/0998 Land adjacent Windermere House, Farm Lane had been discussed. 14/144 Accounts RECEIPTS & PAYMENTS - It was RESOLVED that these be approved and paid as tabled. The Meeting approved the following additional payments [Chairman’s Allowance]: A. Chetwood Chairman’s Allowance Severn Hospice Chairman’s Allowance 000703 000704 £144.00 £300.00 STATEMENT 69 Royal Bank of Scotland along with reconciliation was tabled and approved. Precept 2015 to 2016 The Meeting noted that the Borough Council had increased the amount that DHPC was to receive as Council Tax Support Grant by £50 but that this alteration had been made after the Parish Council has submitted its precept warrant. This had resulted in the gross amount paid to the Parish Council being increased to £40’050.00 [instead of the requested £40’000.00]. Grants The following grants were considered: Dawley Baptist Church Tuesday Fellowship. Proposed by Cllr Sue Tarr that a grant of £50 be awarded; seconded by Cllr Geraldine King it was RESOLVED that a grant of £50 be awarded. 2379 Dawley Squadron ATC. Proposed by Cllr Sue Tarr that a grant of £50 be awarded; seconded by Cllr Geraldine King it was RESOLVED that a grant of £50 be awarded. Home Start Telford & Wrekin. Proposed by Cllr Sue Tarr that a grant of £200 be awarded; seconded by Cllr Geraldine King it was RESOLVED that a grant of £200 be awarded. Telford Drive. Proposed by Cllr Chetwood that a grant of £200 be awarded; seconded by Cllr Geraldine King it was RESOLVED that a grant of £200 be awarded. [Cllr Sue Tarr took no part in the matter relating to Telford Drive] 3 Audit The Clerk confirmed that the relevant dates for the audit were: Deadline by which the Council must have approved the Annual Return 30/06/15; date by which Annual Return must be submitted to the auditors 03/07/15; appointed date for the exercise of elector’s rights 31/07/15. 14/145 Correspondence Mono Consultants Proposals for an upgrate of existing base station installation at highway verge of Castlefields Way, near junction of Southall Road. Noted. T&WC (Traffic) Confirmation that the Borough Council could install a Speed Indicator Device for approximately a week (or until the batteries ran out) to record speeds which could be fed back to the Parish Council (there would be no charge). The Clerk was asked to confirm with the traffic department that the Parish Council did want the installation and to set the appropriate location. Dawley TC Details of the events of the Captain Webb Celebration. Noted. 14/146 Matters for the next agenda. No matters were raised. It was noted that the Annual Parish Meeting would be held prior to the next Parish Council Meeting at 7:00 p.m. on Wednesday 15th April 2015. 14/147 Date of the next Meeting of Council – Wednesday 15th April 2015 immediately following the close of the Annual Parish Meeting at Horsehay Village Hall. Chairman Date................................ 4 ANNEX A Site of 48 Avon Close, Little Dawley. Erection of one dwelling. It was RESOLVED to object to the application. It was noted that there was considerable opposition from residents in the immediate vicinity. The plot, which presently forms part of the garden of number 48 shares a turning circle at the end of the Avon Close cul de sac with three other properties all of whom, because of the cul de sac have no on street parking available outside their properties and must therefore ensure that their vehicles are parked on site. This is not always adhered to and the creation of an additional property tightly squeezed into this space would exacerbate the problems already caused. Any resultant on street parking would have the potential of creating hazards for people entering and leaving several other properties. The proposed plan allow for a shared access drive with two tandem parking spaces for the new property. This would only allow for one Parking space for the existing bungalow at number 48. Further, the parking space for number 48 would require parking across the front door to that property. The plot in the application is described as “unused garden”. When in reality, it is a beautifully landscaped plot with a garden shed on it. The plot is not suitable for an additional property and would be too cramped. The water table within the boundaries of the property is virtually on surface level and will not be capable of sustaining the proposed soakaway without having a very severe impact on adjoining properties. All the houses from number 32 to number 48 all complain about the lack of drainage of water in their rear gardens. Indeed one of the properties already has a permanent pump to drain the cavity under the floorboards of his property. In addition there is a culvert serving Rednal Fields running at the end of all the Gardens between Numbers 38 and 48, which already causes problems when it overflows because of debris blocking free flow of water. Such debris comes from both Rednal Fields and Fellows Close. 5
