Awards Five $1000 Scholarships
The Delaware Equine Council Foundation, Inc. had a very successful Scholarship
Awards Dinner and Fundraiser. Thanks to our amazing sponsors and many donors,
we were able to award five $1000 scholarships on March 28, 2015. Kimberly Hildreth
was awarded the DECF/Wells Fargo Home Mortgage Scholarship. Please see pages
6 & 7 for more on our Scholarship Awards Dinner.
Harness Racing Camp Set for Harrington
The Harness Horse Youth Foundation has released its 2015 summer event schedule
and for the second consecutive year, Harrington Raceway is on the itinerary. Harrington will host a five-day overnight horsemanship camp June 20-24, 2014. The
camp registration fee, which includes all materials, meals, lodging and field trips is
$150.
The camp is offered through a 3-way partnership formed between the Harness
Horse Youth Foundation (HHYF), Harrington Raceway and the University of
Delaware Cooperative Extension. HHYF’s popular five-day overnight camps for
youth ages 12-14 are an intense, hands on
introduction to horsemanship. Participants
learn to care for horses including grooming, proper equipment and safety techniques, and how to drive a horse, assisted
by local licensed trainers and drivers.
HHYF travels with its own stable of Trottingbreds, a slightly smaller breed of horse
than the Standardbreds that normally race
at the track. The Harrington camp culminates with a driving exhibition behind the
starting gate, where one participant will be

After such a harsh winter,
I have embraced spring with
open arms. What I am really
proud of is that DEC is never
dormant. This past winter we
formed The Delaware Equine
Council Foundation, Inc. to
exclusively handle the scholarship program. We worked
hard at putting together another great Scholarship
Awards Dinner. We started
offering excess liability insurance for individuals and families and their horse activities.
That insurance is available for purchase at any time. As
horse activities ramp up, insurance may be something you
wish to look into. The trails committee has been very active
as well. DEC continues to bring new and exciting opportunities to our membership. As the newsletter editor, I’m very
happy to help spread the word of our good work.

Host Families Needed for Horse Loving Foreign Exchange Students
There are foreign exchange students scheduled to come
to our area who have expressed a high interest in horseback riding. Exchange students arrive in either July or August and stay until June. CIEE.org is currently looking for
host families for these students and many more. Below is
a brief outline of expectations.
Host Families
• Accept a student into their home as a ‘son or daughter’ for one or two semesters
• Provide a bed and a room (student can share a room
with a host sibling of same gender within a 4 year
age difference)
• Share 3 meals a day (if student purchases school
lunch, it is their responsibility)
• Receive local and regional support 24/7 for any
needs (there is a 24 hour hotline for emergencies)
• Claim $50 per month deduction on their federal income taxes
Students
• 15-18 yrs. old (grades 10-12)
• Are well screened
• Speak English
• Have own spending money
• Have full health care insurance

- Lena from Germany’s #1 sport of interest is horseback riding. She is also interested in debate team,
swimming, and basketball. She thinks the environment is very important and loves kids.
Hosting an exchange student brings lifetime memories to
both the student and the host families. Please consider
hosting a student and share your love of horses with them.

Opening Day at Harrington Raceway
Opening day of the 69th season of live horse racing at
Harrington Raceway is April 20, 2015! There will be a hat
giveaway commencing at 5 p.m. (while supplies last) on
the first floor of the grandstand. There will also be $1 hot
dogs and $1 live racing programs. Post time is 5:30 p.m.
Two Old Mares Blanket Service
Gives Back to the Equine Community
In the midst of the harsh winter, a ray of sunshine and
hope broke through the endless complaints of the cold. A
Facebook post told of acts of kindness that many of us did
not know was happening behind the scenes. Two Old
Mares Blanket Service was repairing and cleaning donated
blankets for horses in need. They partnered with Adandy
Farms to help a herd of “circus” Arabians that were purchased at auction by a rescue in New Jersey. Local veterinarians called them when horses were in need and owner
funds were not available so they stepped up and helped.
Two Old Mares was warming horses and hearts. Spring
barn cleaning is upon us. If you have any blankets you
wish to donate for future emergencies, please call Chris at

Feeders: A feeder would feed the horses, a steer and
two pigs as scheduled.
Trainer: Training the horses.
Exercisers: Ride the horses that fit the riderʼs abilities to
help keep the horses fit and in shape as well as make
them easier to place in new homes.
Maintenance: Assisting with installing or fixing fences,
cut grass and help make minor repairs around the
farm.
Skilled equestrians who are willing to volunteer their time
and knowledge to exercise, refresh and/or train our
horses to help them find their new partners! Changing
Fates is an all-volunteer organization. There are no paid

Delaware 4-H’ers Compete at State Horse Bowl Competition
The Delaware 4-H program recently held their annual
State 4-H Horse Bowl with a record number of teams competing. 118 Delaware 4-H members representing 31 teams
participated in the equine knowledge-based quiz bowl competition held at Lake Forest North Elementary in Felton,
Delaware. The Delaware 4-H Horse Advisory Committee
(a group composed of 4-H volunteers from all three
Delaware counties who are dedicated to providing quality
4-H horse programs to members) sponsors the annual
event.
4-H members competed on teams of up to four individuals and teams are divided into competition brackets based
on age for the double elimination event. 4-H volunteer
adult leaders coached young people in the months leading
up to the competition to prepare them using specified resource materials. 48 Delaware 4-H volunteers assisted
with the Horse Bowl event. University of Delaware Animal
Science Extension Agent Susan Garey said, “I am excited
about the large number of young people that chose to learn
about the horse and participate in our annual horse bowl
event this year. We sincerely appreciate all the volunteers
who donated their time to help our youth learn in a positive,
supportive environment.”

and Dr. Christina Dayton, D.V.M. of All Creatures Veterinary Service.

Live Racing at Delaware Park
The 78th season of live racing at the Stanton oval will
feature 81 days with the meet starting on Saturday, May
16 and concluding on Saturday, October 17.
In May, live racing will be held three days per week on a
Monday, Wednesday and Saturday schedule. Live racing
will be added on Tuesdays from June 1 through September 1.
Beginning on September 8, Tuesdays will be dropped
from the schedule and live racing will revert back to a Monday, Wednesday and Saturday schedule through closing
day October 17. First post time is set for 1:15 p.m. daily.

This May, the USDA’s National Animal Health Monitoring
System (NAHMS) will launch Equine 2015, NAHMS’ third
national study of the U.S. equine industry. As with NAHMS’
1998 and 2005 equine studies, Equine 2015 was designed
to provide participants, industry, and animal-health officials
with information on the nation’s equine population that will
serve as a basis for education, service and research related to equine health and management, while providing
the industry with new and valuable information regarding
trends in the industry for 1998, 2005 and 2015.
For the study, NAHMS asked equine owners, industry
stakeholders and government officials to provide input and
define the information needs of the equine industry. From
this process, seven study objectives were identified:
• Describe trends in equine care and health management for study years 1998, 2005 and 2015.
• Estimate the occurrence of owner-reported lameness
and describe practices associated with the management of lameness.
• Describe health and management practices associated with important equine infectious diseases.
• Describe animal health related costs of equine ownership.
• Evaluate control practices for gastrointestinal parasites.
• Evaluate equines for presence of ticks and describe
tick-control practices used on equine operations.
• Collect equine sera along with equine demographic information in order to create a serum bank for future
studies.
To collect the data for the study, representatives from the
USDA’s National Agricultural Statistics Service (NASS) will
visit randomly selected equine operations in 28 states, beginning in May 2015. NASS representatives will conduct
personal interviews with all participating operations.
Delaware is one of the 28 states.
For operations that choose to continue in the study and
are eligible to do so, representatives from USDA’s Veterinary Services will schedule visits from late summer
through mid-December 2015 to administer a second questionnaire, perform a facility biosecurity assessment, collect
equine blood and fecal samples, perform a tick exam of
equine on the operation and collect tick specimens. Operations continuing in the study also have the option of collecting fecal samples to be tested for internal parasites in
order to detect anthelmintic resistance.

Harness Racing Camp
Delaware Thoroughbred Officials Chosen to Lead Racing Investigators
Two Delaware racing officials have been named chairman and secretary of the Organization of Racing Investigators, which represents racetracks, regulatory agencies and
law enforcement involved in upholding the integrity of
horse racing. Serving as chairman for the 2015-2016 term
will be John F. Wayne, executive director of the Delaware
Thoroughbred Racing Commission, while DTRC Inspector
Francis J. Swift will serve as ORI secretary. Delaware Park
will host the next ORI annual conference in March 2016.
“These training conferences bring together investigators
from across North America to network and share information toward the goal of protecting our industry from wrongdoing,” Wayne said. “The information we learn and
contacts we make at these conferences create bridges between jurisdictions that are important in trying to keep honesty in racing. A black eye in one jurisdiction can spread to
others.”

of security for Delaware North at Phoenix Greyhound and
other properties. “They are both outstanding individual who
dedicated their careers to maintaining integrity in their respective sports,” said outgoing ORI Chairman Chris Clark.

Paulick of The Paulick Report; Ed Martin, president of the
Association of Racing Commissioners International; and
Dr. Dionne Benson, executive director of the Racing Medication and Testing Consortium.
